March 9, 1978
CALL N11ETING TO ORDER
The Special I`Ieeting of the President and Board of Trustees o E the Village of
Oak Brook was called to order by President Howell at 7:30 p.m. in the Samuel
Board Room of the Village Compons, 1200 Oak Brook Road, Oak Brook, Illinois,
the purpose of considering and taking action on:
A. A proposed amendment to the text of the Zoning Ordinance of Oak Brook
creating a new district classification known as ORA -3 for an office
campus type use; and
B. Rezoning of the property known as the GHQ property into said ORA -3
district classification; and
C. Approving a Development Plan submitted by McDonald's Corporation
governing the development of the said GHQ property in the ORA -3
classification; and
D. Rezoning of the property known as the Village Green property from the
B -1 Local Shopping Center District to the R -3 Single Family Residential
classification.

This Special Meeting was called by the President and Board of Trustees of the
Village by Motion duly made, seconded, and unanimously adopted at their regular
meeting held on February 28, 1978, all pursuant to rules of procedure governing
the conduct of said Board and the laws of Illinois.

Trustee Brown presented a review of the meetings held relative to the proposals
above. At the Plan Commission meeting of February 20, 19789 the text amendment
and rezoning of GHQ with the Development plan received a favorable recoflnendation;
and on March 6, 1978, the motion failed on the Village Green proposal beta -use
4 votes were not received.
On March 7, 1978, the Zoning Board of Appeals by a 4 -3 vote recommended approval
to the text amendment with suggested changes; and by a 4 -3 vote recommended denial
of the rezoning of GHQ and the Development Plan. The hearing on the rezoning of
the Village Green was continued to March 15, 1978. Action on the entire proposal
should not be taken until the hearings are complete and the requested opinion from
the Village Attorney on related matters has been received.
Trustee Cerne reviewed the position of the Board in trying to give prompt action
without moving hastily. In view of the fact that the recommending bodies have not
fully considered the entire proposal, and Staff should be reviewing all aspects of
the zoning ordinance, additional time will be required.

request Staff to review and coordinate all material and action of the
recoinTiending bodies incident to their various considerations relating
to the matters on the agenda of this meeting.
