The regular meeting was called to order at 8:00 P.,M. by
President Dean., All trustees were present.

Trustee O'Brien moved •- seconded by Trustee Congrevre. , .
That the reading of -the minutes of the regular meeting of
February 27th; 1973,,b-_ suspended aAd that they be accepted
as submitted,
Voice vote - all in-favor. So ordered.
III ORDINANCES, RESOLUTIONS, VARIATIONS, PLATS, ETC
A. 0a k 'Brook Regency Towers - Front and Side Yard Variation Reauest
Each trustee was provided with a copy of a letter from Toning
Board Acting Chairman Coffin, dated March 7th, 1373, recommend-
ing that the zoning board's original recommendation contained
in Mr. Rhod"' letter dated February Sth, 1973, be reaffirmed
Mr. Abert Marks, 'awoke an be -half of the petitioner and Manager
Urhausen explained the village staff's participation in this
matter. After considerable discussion the following motion
was made_
Trustee .'Brien moved - seconded by Trustee Rush...
That the village board deny the renueNted variation to
permit the narking of 2E carbi in front nt of the subject
accessory parking btructure in accordance with the zoning
board's reccxamendation dated February Atli, 1973,
After -further di.acus:sion regarding Attcaraey Teschner' a opinion
dated March Sth.°1973, Trustee Congreve moved to table the
matter and Trustee Hayes , sPconded this motion. Ft:rther dis-
cussion followed and both Txur:teees Cangreve and Hayes withdrew
their motion to table, and Pre.aident Dean celled for a roll
call vote on Trustee O' Bri..n' a original motion.

Each trustee was nrovid�A with a copy of a letter from Acting
Zoning Board Chairman Coffin, dated 'garch 7th, 1073, reco®mend-
inq the rezoning of nronerty to conform with the intent of the
original zoning change.
Trustee Hayes moved - seconded by Trustee Baechen.
That the village board approve the rezoning of a portion of
Corporate Plaza Subdivision Unit 11 from R -4 to ORA -1 so
that the ORA-1 area would extend to the south side of
Kennington •Road and to the east side of Jorie Boulevard,
and that the village attorney be directed to prepare the
appropriate, ordinance for passage at the next regular board
meeting.
Roll Call Vote: Ages - Trustees Baschpn, Congreve, Hayes, H wi 11,
O'Brien, Rush and President Dean.
Nayes - None So ordered.
C. Joseph H,, Rush - Setback Variation
Each trustee was provided with a copy of a letter from Acting
Zoning, Board Chairman Coffin, dated March 7th, lx73 recommend-
ing aonroval of the r euested variation.
Trustee Congreve moved - seconded by T:vatee Howell,,
That a variation of the side yard renuiremert to a minimum
of 38 feet be granted, that a variation also be granted to
verenit the continued maintenance o£ three horses on said
Aroverty, and that the village attorney be directed to
vrepare an avorovriate ordinance for passage at the next
regular meeting.
Roll Call Vote. Ayes - Trustees Basehen, Congreve, Hayes, Howell,
O'Brien and President Dean.

Each trustee was provided with a cony of a toroposed election
ordinance stating particulars regarding the Village of flak Brook
trustee and clerk election on April 17th., 1973.

That the reading of Ordinance S -273 be waived and that this
ordinance be passed and adonted b7 the village board.

Pre6iden�, Bean advised that an application for a special use

erect a church on property located on the crest aide of York Road
between 3400 and 3500 York Road and directed that this be
forwarded to the zoning board of appeals for a public hearing
on April. - 3rd , 1973:

President Dean advised that an application had been filed of
March 2nd, 1973, renuesting a height,variation on property
located at 40 Bayorook Lane and directed that this be forwarded
to the zoning board of appeals for a public hearitq on April 3rd,
1973, '
C. Donnellm"Coleman Instrument Co. - Yard Val on Revue;st
President Dean advised that an application had been filed on
March 8th, 1973, reauestting side and rear yard variation on
property located at 2d*00 York Road, and directed that this be
forwarded to the zoning board of appeals for a public hearing
on April 3rd, 1073,
D. President Samuel E.. Dean Resignation
President Dean submitted a letter of resignation dated March
13th, 1973, effective as of 12 :00 noon, March 2191, 1973,
and also recommended the appointment of Trustee George B_
Rowell to f il-1 his unexpired germ of office.

That the, board regretfully accept the resignation of President
Dean and approve the recommendation of President Dean to
appoint Trustee George Howell to fill his unexpired two year
term effective March 21st, '1973.

RESCUES EFFECTED...■...... le
On February 7, 1973* Lt's Clark and De Witt, effectiviy
rescued one Mr. William Neumann, from. a burning garage
at 33 Yorkshire Dr. Mr.=.-Neumann was unconscious in his
burning auto when the fire apparatus arrived. Said auto
at that time up against the wall ccMpletely involved.
Lt.'s Clark and De Witt, with out personal regard for L
their own safety entered the garage, removed Mr. Neumann
applied oral cardiac massage and resuscitation. Mr Neumann
was then removed by Oak Brook Police ambulance to a near
hospital. The fire department completed the extinguishment
of the involved structure, with a minimal amount of fire
loss. Both officers are commendable for their actions, as
are the members of the Oak Brook Police Department for
their responsive actions, resulting in the saving of one
of the Village's residents.

Drill was conducted on the basic Fire Dept.knots.The various equip -
ment used to demonstrate the proper use of these %pots was:pump cans,
extinguishers,pike poles,axes,hose lines and each man drilled on the
rescie knot using each other.
Drill was conducted on salvage operations and the proper use of salvage
covers for the following: Catchalls ,basins,dikes,chutes,and drains.
Drivers training and pump operations utilizing Units 911 & 912 was
conducted.
Drii' was conducted on the use of high rise hose packs,utiiazing the
stairwell of Sta.l as a simulated stairwell of a high rise building.
Drill was conducted on the proper carry's and use or all ground ladders.
Platoon Drills:
Drill was conducted on the basic .Pire Dept.knots,and the proper use
of salvage covers in overhaul & salvage operations.
Drivers training and non- bvdrant area familiarization was conducted
using Units 911,912.
Drill was conducted on forcible entry tools and high rise hose packs.
The proper method aF utilization and operation of standpipe systems
in high rise huildir;;s was covered.Also covered was the proper pac';ina
of high rase hose packs.
Svecial Drills:
on Feb.15,1973 all men attended the monthly meeting of the Tiniest Sub.
Firemen's Assoc.held at Oak Brook Fire Sta.2.Tb a subject covered at
this drill was "Fire Dent.Knots. "The meeting was conducted by Lt.Ninger.

Reuben R. Donnelley Corporation Resubdivision -Plat was received and submitted to
Plan Commission. Action deferred
until March meeting.
NCI SCE LLANEOUS INSPECTIONS:
Numerous insrpctions have been made to examine various street and
drainage problems and work being done on approved permits.
MISCELLPNEOUS:
Much additional work was done with respect to proposed Oak Brook Utility
Company purchase and operation of Oak Brook Water Department.
Detail drawings for Jorie Boulevard connection pavement were completed
and partially completed for the bridge, and street lighting. Drawings
for sanitary sewer and water main were completed.
Drawings for the Ginger Culvert at Midwest Road to be replaced by DuPage
County are partially completed.
Several meetings were attended relative to plans for the Public Works
Garage.
Preliminary drawings for intersection and signal work on 22nd Street and
for improvemen_ of Spring Road and 16th Street and being prepared.
Traffic Origin- Destination Questionnaire' are being tabulated.
Met with Martin and Vastoncelles to deliver and review required data for
22nd Street - Spring Roaa Project.
