0 VILLAGE OF OAK BROOK MINUTES OF REGULAR MEETING March 17, 1981 I. CALL MEETING TO ORDER The Regular Meeting of the Board of Trustees was called to order at 7:30 P.M. by President Cerne in the Samuel E. Dean Board Room of the Village Commons. A. Roll Call Present: Trustees George Congreve Walter C. Imrie Arthur W. Philip Barbara F. Reynolds Joseph H. Rush Willaim R. Watson President Wence F. Cerne II. APPROVAL OF MINUTES Trustee Philip moved - seconded by Trustee Congreve.... That the minutes of the Regular Meeting of March 10, 1981 be approved and waive reading of same. Voice vote: all in favor III. ORDINANCES, RESOLUTIONS, VARIATIONS, PLATS, ETC. Q So ordered A. A RESOLUTION AUTHORIZING THE DEMOLITION OR REPAIR CF A DANGEROUS STRUCTURE (3308 Midwest Road) Mr. & Mrs. Clem Lahody, residents of Brook Forest, are the owners of the subject property and spoke of their attempts to stop the ongoing vandalism. Trustee Watson moved - seconded by Trustee Reynolds.... To continue to the next regular meeting of March 24, 1981, and that the Village Attorney notify the owners of the subject property of the proposed resolution and staff is to prepare a chronology of events leading to this action. Voice vote: all in favor So ordered B. RESOLUTION NO. R -298: RESOLUTION ESTABLISHING A REVISED NATURAL GROUND LEVEL (33 Hamilton Lane) Trustee Reynolds moved - seconded by Trustee Congreve.... To approve Resolution No. R -297 establishing a revised natural ground level of 687.24 feet. Roll call vote: Ayes: Trustees Congreve, Imrie, Philip, Reynolds, Rush and Watson Nays: none President Cerne indicated approval of the motion. So ordered C. ORDINANCE NO. S -471: AN ORDINANCE AUTHORIZING THE SALE OF CERTAIN PERSONAL PROPERTY - 1955 AMERICAN LA FRANCE AERIAL LADDER TRUCK Trustee Watson moved - seconded by Trustee Congreve.... To approve Ordinance No. S -470 as presented and waive reading of same. Roll call vote: Ayes: Trustees Congreve, Imrie, Philip, Reynolds, Rush and Watson Nays: none President Cerne indicated approval of the motion. So ordered IV. FINANCIAL A. AuLhorit to Bid - Water Main Extensions - Clearwater Drive, Meyers Rd /Oak Brook Rd, Salt Creek Merry Lane Replacement Trustee Congreve moved - seconded by Trustee Philip.... 1 Village of Oak Brook Minutes -1- March 17, 1981 Village of Oak Brook Minutes -2- March 17, 1981 To authorize the advertising for bids for the Water Main Extensions: Clearwater Drive, Meyers goad /Oak Brook Road and Salt Creek /Merry Lane Replacement with bids to be received on Wednesday, April 22, 1981 at 10:00 A.M. Voice vote: all in favor B. Request for Fee Increase - Liquor Licenses So ordered Liquor License Fees were established several years ago, and are to be modified to reflect the increase in cost of operation to the Village. Trustee Philip moved - seconded by Trustee Congreve.... To modify Section 3 -21 of Fees; of the Code of Ordinances to 'reflect the new annual Liquor License Fees: Class of License Initial Renewal A -1 $4,000.00 $2,000.00 A -2 6,000.00 41000.00 A -3 4,040.00 2,000.00 B 42000.00 2,000.00 C 2,000.00 1,500.00 D 100 /day and that the Village Attorney prepare the required ordinance. Voice vote: all in favor LL So ordered C. Request for Fee Increase - Building Permits The Permit fees have not been adjusted since 1974, and are to be modified to reflect the increase in cost of operation of the Bureau of Inspection. Trustee Rush moved - seconded by Trustee Philip.... To modify Section 5 -7; Fee Schedule of the Code of Ordinances, increasing the Permit fees as recommended by the Bureau of Inspection; and that the Village Attorney prepare the required ordinance. Voice vote: all in favor So ordered D. ORDINANCE NO. G -281: AN ORDINANCE AMENDING SECTION 6 -31 OF THE CODE OF ORDINANCES OF THE.VILLAGE OF OAK BROOK, AND INCREASING FEES FOR USE OF EMERGENCY MEDICAL SERVICE PROVIDED BY THE OAK BROOK FIRE DEPARTMENT Proposed ordinance increases the fee for emergency medical service provided by the Village in the amount of One Hundred Thirty Dollars ($130.00) for each such use. Trustee Watson moved - seconded by Trustee Philip.... To adopt Ordinance G -281 as presented and waive reading of same. Roll call vote: Ayes: Trustees Congreve, Imrie, Philip, Reynolds, Rush and Watson. Nays: none President Cerne indicated approval of the motion. So ordered E. Request for Fee Increase - Weed Cutting Trustee Congreve moved - seconded by Trustee Philip.... That Ordinance G -7 be revised to establish fees of $125.00 for mowing vacant lots and an additional fee of $75.00 be imposed if billing is not paid within 30 days, and that the Village Attorney prepare the required ordinance. Voice vote: all in favor So ordered Village of Oak Brook Minutes -2- March 17, 1981 Village of Oak Brook Minute* -3- March 17, 1981 V. OLD BUSINESS A. Illinois Department of Transportation Master Agreement - Traffic Signals Trustee Congreve moved - seconded by Trustee Rush.... To respond to the letter from IDOT, dated 12/10/80, relative to proportioned sharing of the signal maintenance costs, stating that the Village cannot see any beneficial reasons for executing the proposed Master Agreement. Voice vote: all in favor B. Lake Michigan Water Allocation Trustee Congreve moved - seconded by Trustee Rush.... So ordered That the Village accept the revised IDOT Lake Michigan Water Allocation, LMO 81 -1; and execute Permit #134, as required, effective only upon the availability of enough Lake water to serve the residents, and that the water use fees would not be excessive. Roll call vote: Ayes: Trustees Congreve, Imrie, Philip, Reynolds, Rush and Watson Nays: none President Cerne indicated approval of the motion. So ordered ©I. NEW BUSINESS A. Library General Information Statement Referred to next Committee -of- the -Whole Meeting of April 13, 1981. B. Liquor License Request - Marriot,Corporation Trustee Congreve moved - seconded by Trustee Rush.... To concur with the Liquor Commissioner (President) to issue a Class A -2 Liquor License to the Marriot Corporation at the existing initial fee of $5.000.00 conditioned upon a Certificate of Occupancy being issued by the Bureau of Inspection. Voice vote: all in favor C., 1981/82 Budget So ordered Compensation for the President had been established at $2,500.00 per year and for the Trustees at $15.00 per meeting in 1960, and for the Clerk at $15.00 per meeting in 1963, and there have been no adjustments made since that time. Any adjustments would not be applicable to an elected official currently serving their term of office. Trustee Congreve moved - seconded by Trustee Philip.... That there be no adjustment made for compensation of the Elected Officials - President, Clerk and Trustees. Roll call vote: Ayes: Trustees Congreve, Philip, and Watson Nays: Trustees Imrie, Reynolds, Rush and President Cerne Motion fails Trustee Reynolds moved - seconded by Trustee'Rush'.... To adjust the compensation to $25.00 per meeting for the Elected Office of Trustee by amending Ordinance G -19, and the Elected Office of Clerk by amending Ordinance S -61, and that the Attorney prepare the required ordinance. Roll call vote: Ayes: Trustees Imrie, Reynolds, Rush and President Cerne Nays: Trustees Congreve, Philip and Watson Motion carries The proposed 1981/82 Budget was discussed and due to the late hour, and with the concurrance of all members of the Board, this subject was continued to the next regular meeting of March 24, 1981.
