THE PRESIDENT AND BOARD OF TRUSTEES OF THE
VILLAGE OF OAK BROOK APPROVED AS WRITTEN ON
AUGUST 10, 2010.
1. CALL TO ORDER
The Regular Meeting of the Village Board of Trustees was called to order by President
John W. Craig in the Samuel E. Dean Board Room of the Butler Government Center at
7:02 p.m. The Pledge of Allegiance was given.
ROLL CALL
Village Clerk Charlotte Pruss called the roll with the following persons:
PRESENT: President John W. Craig, Trustees Stelios Aktipis, James Carson, Mark Moy,
Gerald Wolin and Elaine Zannis.
ABSENT: Trustee Moin Saiyed.
IN ATTENDANCE: David Niemeyer, Village Manager; Blaine Wing, Assistant Village
Manager; Robert L. Kallien, Jr., Director of Community Development; Tom McEllin, Fire
Chief and Thomas Sheahan, Chief of Police.
PRESIDENT'S OPENING COMMENTS
A. Earth Hour Proclamation
President Craig stated that Earth Hour is a global campaign to showcase what can and is
being done all over the world to combat climate changes. Earth Hour is being celebrated
across the world on Saturday, March 27, 2010 from 8:30 pm — 9:30 pm. The Proclamation
was read by Clerk Charlotte Pruss.

All items on the Consent Agenda are considered to be routine in nature and will be enacted
in one motion. There will be no separate discussion of these items unless a Board member

Motion by Trustee Aktipis, seconded by Trustee Wolin, to approve the Consent Agenda and

8. ACTIVE BUSINESS
A. PSI CONTRACT TERMINATION
Presented by Trustee Moy. Trustee Moy stated that it is premature for the Village to cancel
the PSI contract before input from residents and the findings of the Fire Department Study
conducted by McGrath Consulting. Trustee Moy also stated that the Village has the right to
revisit this issue at a later date.
Motion by Trustee Moy, seconded by Trustee Aktipis, to rescind the letter of intent to
terminate the PSI contract. Discussion ensued. ROLL CALL VOTE:
Ayes: 5 — Trustee Aktipis, Carson, Moy, Wolin and Zannis.
Nays: 0 —None
Abstain: 0 — None
Absent: 1 — Trustee Saiyed.

C. FIRE DEPARTMENT SUB - COMMITEE
Trustee Wolin stated that a sub - committee should be formed to study the Fire Department
and the study conducted by McGrath Consulting.
Motion by Trustee Aktipis, seconded by Trustee Wolin, to form a committee to study the
Fire Department. Discussion ensued. ROLL CALL VOTE:
Ayes: 5 — Trustee Aktipis, Carson, Moy, Wolin and Zannis.

C. FIRE DEPARTMENT STUDY PRESENTATION
Presented by Trustee Moy. Dr. Tim McGrath from McGrath Consulting presented the
findings of the study conducted for cost cutting measures for the Fire Department. Some of
the ideas discussed include:
• Reduce false alarms /false calls
• Notification times needs to be tracked
• Turnout time needs to be recorded
• Implement quality assurance program
• Remove non - emergency and mutual aid from response time average
• 2 in 2 out — there should be 4 firefighters responding to most incidents
• Single station is not recommended
• If Village decides to have a single station, a mutual aid agreement with Oakbrook
Terrace should be implemented, or co- staff /consolidate with Oakbrook Terrace
• Operate with 10 employees on a daily basis, 6 at Station 1 and 4 at Station 2
• Utilize paid -on- premise
• Reduce staffing to 8 employees at night
• Allow only 2 employees off simultaneously
• Replace Aerial with a Quint or share purchase
• Eliminate one engine from inventory
• Provide greater separation between apparatus bay and living quarters at Station 2
• Remove exercise equipment from apparatus bay at Station 2
• Establish an EMS clean-up room at Station 2
• Support the Village's utilization of "results budgeting"
• All new hires should be FF & Paramedic certified at time of hire
• Negotiate vacation days as hours paid, not hours worked for calculation of overtime
• Fill the Deputy Chief position when possible
• Oversight of Fire Prevention to Community Development
• Implement a fire inspection/pre -plan with on -duty personnel
• Support Fire Department's public education efforts

• Implement the "Risk Watch" program with Police Department
Fire Chief Tom McEllin, Battalion Chiefs Gary Clark and Jeff Marciniak discussed the
following:
• 2009 implemented reductions
• Firefighter /Paramedic Training
• Firefighter typical duty day
• Emergency Management Services (EMS)
• Importance of adequate staffing
• Firefighter safety when responding to a call
• Response to false alarms /trouble alarms
• Cost reduction alternatives
• Implementation of recommendations made by McGrath Consulting
Discussion ensued.
Resident Dr. Gopal Lalmalani stated that the Village cannot implement any further cuts in
essential manpower, equipment and services in public safety.
Resident Cathy Giangrasse stated that the Village cannot afford to enforce any more cuts and
that all residents should be grateful to the employees of the Village.
Larry Robins, VP of Operations at PSI, stated that all Paramedics assigned to Oak Brook are
all well trained, professional and enjoy working for the Village and look forward to
continued relationship.
Resident David Hill applauded the Village for all the cost cutting measures taken.
Resident Mr. DiCanio stated that it is a good idea to meet with Homeowner Association
Presidents for input on any further changes or cuts.
9. INFORMATION & UPDATES
A. VILLAGE MANAGER
Village Manager Niemeyer stated that the 22 ad Street widening project will begin in July and
end in October of 2010. All signals will be replaced and a new light signal will be placed by
Costco.
B. VILLAGE CLERK
L Census —the Oak Brook 2010 Census response is 21%. Clerk Pruss reminded everyone
how economically important it is for all residents to fill out and turn in the census.
2. Easter Brunch - will be held at the Bath & Tennis Club from 11:30 am — 2:30 pm on April
0. The cost is $24.95 for adults and $14.95 for children.
C. TRUSTEES
Trustee Aktipis stated that Manager David Niemeyer received an award by the Chamber of

Commerce for his work.
D. VILLAGE PRESIDENT
President Craig stated that the Village Board and the Homeowner Association Presidents are
having a breakfast meeting on April 10, 2010. He further stated that Costco reconsidered
relocating thanks to the 22nd Street Improvement Project which will place a traffic light at
their location to control the flow of traffic and public safety.

Motion by Trustee Carson, seconded by Trustee Wolin, to adjourn the Regular Meeting of
the Board of Trustees at 10:18 pm. VOICE VOTE: Motion carried.
