I. CALL MEETING TO ORDER

The Regular Meeting of the Board of Trustees was called to order at 7:30 P.M. by
,President Cerne in the Samuel E. Dean Board Room of the Village Commons.

A. RESOLUTION NO. R-299: RESOLUTION AUTHORIZING THE DEMOLITION OR REPAIR OF A
DANGEROUS STRUCTURE (3308 Midwest Road)
Proposed resolution authorizes the Village Manager to give written notice to the
owners of the subject property to put said building in a safe condition or demolish
it.

With an increase in compensation being approved for Clerk & Trustees,
discussion followed to increase the compensation of President as per
Ordinance G -19, approved in 1960. An increase would not be effective
during the current term of office

To adjust the annual compensation for the elected office of President
from $2,500.00 to $3,500.00 and that the Attorney prepare the required
ordinance.

F, ORDINANCE NO. G -286: AN ORDINANCE AMENDING ARTICLE II OF' CHAPTER 2 OF THE CODE
OF ORDINANCES OF THE VILLAGE OF OAK BROOK AND ESTABLISHING A UNIFORM DATE FOR THE
COMMENCEMENT OF TERMS OF ELECTED MUNICIPAL OFFICERS
The terms of the newly elected officers shall commence as of May 1st immediately
following the regular municipal election in that year.

OF THE VILLAGE OF OAK BROOK, ILLINOIS, TO REGULATE TRAFFIC IN THE SADDLE BROOK
SUBDIVISION
All streets in the Subdivision known as Saddle Brook are to be posted with a
maximum speed limit of 25 m.p.h.

mature at First Federal Savings and Loan on April 27, 1981 at a rate of 13.0%
(34 days).

V. OLD BUSINESS
A. ORDINANCE C-289: AN ORDINANCE AMENDING THE ZONING ORDINANCE OF THE VILLAGE OF
OAK BROOK OF 1966 AND THE SUBDIVISION REGULATIONS OF THE VILLAGE OF OAK BROOK

FLOOD PLAIN VARIATIONS AND SPECIAL USES AND SUBDIVISIONS
Both the Plan Commission on February 16, 1981 and the Zoning Board of Appeals
on March 3, 1981 recommended amending the text of the Zoning Ordinance, Section
XIII (K), Fees, to read "Fees For Any Relief Under This Ordinance Shall Be As
Otherwise Established By Seperate Ordinance ". On March 16, 1981, the Plan
Commission further recommended amending the Subdivision Regulations by deleting
the fees from the Regulations. All fees are proposed to be incorporated into
a seperate ordinance.

To continue to the next regular meeting to allow for the fee schedule to be
further clarified.

B. Report of Activities
Communications & Sports Core
Trustee Philip reported Sports Core membership at 439. Opening date is May 23, 1981
with Oak Brook Little League Annual Dinner Dance scheduled for this date.

Trustee Rush reported that the Budget is in final stages & review of Long Range Finan-
cial Plan will follow.
Personnel & Public Safety
Trustee Watson reported that the Police Department was commended for armed robbery
apprehension.
Public Works
Trustee Congreve reported investigating bringing Lake Michigan water thru Westchester
Mater System.
Transportation & Library
Trustee Imrie reported widening of Route 83 possible by 1983.
Zoning & Planning
Trustee Reynolds reported that on March 23, 1981, the Plan Commission recommended
approval of the McDonald's Improvement Plan, and it is scheduled for the Committee -
of- the -Whole Meeting in April. Ben Fuller Museum will be moved March 25, 1981.
VII. NEW BUSINESS
A. Increase in Rates in Proposed Prices for DuPage County Forest Preserve District
Land Fill Operations
Rates are being proposed for DuPage County Forest Preserve District Land Fill
Operations. Each Trustee was provided with related communication and the Village
Manager was directed to transmit the Village's disapproval until the rates can
be ,justified.
B. Bath & Tennis Club - Parking Lot & Tennis Court Expansion
Continued from regular meeting of February 17, 1981 to consider methods of
financing.

To finance the proposed construction of a Parking Lot and six Tennis Courts at the
Bath & Tennis Club using $125,000 from the Sports Core Bond Account, borrowing the
remaining funds necessary for the improvements from the Corporate Account; repaying
the Corporate Account from the Sports Core Operating Fund in the shortest possible
time and paying interest to the Corporate Account equal to the interest the Fund
is receiving and maintaining a $50,000 Operating Fund Balance in the Sports Core
Operating Fund.

Discussion held and staff directed to proceed with preparing final budget for Board
action at the regular meeting of April 21, 1981.
' D. OPEN FORUM
1) Mrs. Zamecnik, Ernie Pyle Subdivision,gave each Trustee a Plat of Survey lo-
cating the improvements and written information about the fences.
2) Mr. Fullen, representing Timber Trails, read a letter of objection to the
theater proposed for Oakbrook Terrace at Spring /Roosevelt Roads. Residents
of Ernie Pyle Subdivision also objected.

3) Mr. Frank McCormick, Woodside Estates, stated his commission as a member
of the Zoning Board of Appeals had expired on November 17, 1980, and the
minutes of meeting reflect him as being absent. President Cerne requested
that he continue until such time as reappointed, or a successor is
named.
