The Regular Meeting of the Board of Trustees was called to order by President
Bushy in the Samuel E. Dean Board Room of the Village Commons at 7:33
pan. Pledge of Allegiance was given.
The Deputy Clerk called the roll with the following persons

and Shumate.

Bath and Tennis Club. The new trustees will begin their term at the Regular
Meeting of May 1. April 22, 1997 will be the last meeting for Trustee Lexi
Payovich. All are welcome to attend to wish her well and express their
appreciation for her years of service.

While the bid tabulation, attached to Purchasing Director Kapff s
memo dated April 2, 1997, shows an estimated total project price of
$152,305.89, staff has reduced it to $148,168.95 (deduction of
$4,136.94 for 163 reflective pavement markers). Based on staff s
reanalysis, the pavement markers are not needed on Kensington Road
and Kensington Court.

were received on March 26, 1997. Funds in the amount of
$41,000.00 have been budgeted in the Golf Course Maintenance
Program (8304) for these purchases (total net cost of the bids is
$39,136.00).
Trustee B xlecki questioned accepting only one bid on the piece of
equipment and asked if other bids could be solicited. Village
Manager Veitch stated that this is a specialized piece of equipment.
Golf Club Manager VanDyke noted that Toro does not submit bids.
Motion by Trustee Savino, seconded by Trustee Bartecki, to award
contracts, subject to staff,. a,view, to the following lowest responsible
bidders with delivery anticipated in 15-45 days following placement
of order and declare the existing Units G -15 and G -16 (1989 E -Z Go
utility vehicles) and 1980 Toro 52" trim mower surplus and accept
the trade -in values bid:

The purchase of this Bobcat loader was not budgeted (the unit being
replaced fell through the ice at the Bath and Tennis Club during the
1997 Winter Carnival). $11,000.00 of the cost will be covered by the
totaling of the unit by the Village's insurance group (IRMA), leaving
a balance of $5,221.60. It is the Village Manager's recommendation
that the Sports Core Fund not be asked to cover the balance, as the
Winter Carnival was not a Sports Core function, but a Civic
Association function. Instead, the recommendation is to fund the

Bid packages were picked up by four (4) companies. Two (2) sealed
bids Wert received on March 26, 1997. The bid submitted by West
Side Tractor Sales was for a John Deere loader (in this bid request,
staff prohibited substitutions, since the Village has existing
attachments which only fit a Bobcat), and therefore was
nonresponsive to the Village's request. 'Their bid was also higher
($19,322.70).
Motion by Trustee Savino., seconded by Trustee Payovich, to award a
contract, subject to staff review, to Atlas Bobcat, Inc., Schiller Park,
the lowest responsible bidder, for a Bobcat skid -steer loader Model
#7753, for a total price of $16,221.60, with delivery anticipated in 30-
45 days following placement of order. ROLL CALL VOTE:

The Fire Department is in the second year of upgrading its breathing
apparatus to current O..S.H.A. and N.F.P.A. standards. Since all of its
existing breathing apparatus is manufactured by MSA, staff again is
recommending staying with this manufacturer for departmental
consistency. Pricing for this year's upgrade is identical to that.
received through Air One last year. Air One Equipment has the
exclusive MSA franchise in Illinois, and therefore staff is unable to
bid this purchase. Funds in the amount of $15,000.00 are contained
in the Fire Suppression Program (01 -7201) to cover this purchase.
Motion by Trustee Shumate, seconded by Trustee Bartecki, to waive
bidding due to sole source, and authorize the issuance of a Purchase
Order to Air One Equipment Co., Schaumburg, in the net amount of
$15,440.00, for five (5) MSA 30- minute breathing apparatus, three
(3) spare 30- minute cylinders, and the trade -in of five (5) ultralite air

6. YiLUL HALL - MECHANICAL AND EL.ECI RACAL
SYSTEMS ANALYSIS:
The Village Board, at its January 14, 1997 meeting, authorized staff to
negotiate a professional services contract with Kluber Engineering &
Architecture, Inc. to perform an analysis of HVAC, electrical,
lighting and fire protective signaling systems in the Village Hall. The
scope of services includes the analysis of these systems, needs
assessment, recommendations and an estimate of probable
construction cost. Results from this analysis will help staff determine
which areas need improvement. The next step will be to enter into a
design contract for the desired improvements. Some construction
activities may begin in 1997 (adequate funds exist following analysis
and design), however the bulk of construction is planned for 1998.
Funds for this project are included in the Municipal Building
improvements Program (01- 4201).

a contract to Kluber Engineering & Architecture, Inc., Batavia, in the
not- to- exzeed amount of $31,450.00 to provide an engineering
analysis of the existing ''Village Hail HVAC, electrical distribution,

The Village Board, at its January 14, 1997 meeting,. authorized staff to
negotiate a professional services contract with EME, Inc. to provide
final design services. The scope of services includes preparation of
final design plans, specifications, and cost estimates addressing all
known deficiencies in the HVAC systems at the Public Works
Garage. Based on a report prepared by EME in 1996, the areas to be
addressed include replacement o; the primary HVAC system, adding
additional ventilation c' Ang vehicle warm -up, replacement of the
existing under -floor exhaust system. and auxiliary garage heating
adjacent to the overhead garage doors. EME's scope of services
under this proposed contract also include assistance through the bid
process. Based on the results from the final design process, estimated
construction costs will enable staff to choose which items should be
constructed in 1997 and which should be deferred until 1998. A
contract can then be negotiated for construction inspection services

Insurance proceeds from this accident, plus proceeds from the recent
totaling of the canine unit (which was planned to be sold at surplus
later this year) will more than cover the expense for this purchase.
Earlier this year the Village purchased squad cars through the
Suburban Purchasing Cooperative (SPC), based on their bid price
through Anderson Ford, which was lower than bids obtained by the
State of Illinois.

Purchase Order to Anderson Brothers Ford, Berwyn, for the purchase
of one (1) 1997 Ford Crown Victoria police vehicle in the amount of

Motion by Trustee McInerney, seconded by Trustee Bartecki, to
waive competitive bidding, due to the specialized nature of services,
and authorize negotiation of a contract, subject to the approval of the
Village Attorney, in an amount not to exceed $31,300.00, with
Melrose Pyrotechnics to produce a fireworks display on July 3, 1997
(with a rain date of July 4, 1997). ROLL CALL VOTE:

The Village has used Park USA services for various events since
1991, and all Village departments have developed a good working
relationship with them, $70,000.00 has been budgeted for the
Independence Day celebration in program number 019701.
Village Trustees discussed the two options submitted by Park USA to
provide additional concession services to the Village using the pricing
submitted as Option #I (with no commission) or Option #2 (with
10% commission).
Trustee Savino noted that approximately 30,000 people attend the
event, only 9,000 of which are Oak Brook residents. Trustee
Shumate agreed that the Village should try to recover some of the
cost.
William Lindeman, 11 Pembroke Lane, requested the Board's
consideration of a two -day event with the second day catering to Oak
Brook families. President Bushy noted the event is costly and could
conflict with neighboring activities. Trustee Shumate stated that it is
too late to consider and plan for this type of extended event this year.
Trustee Bartecki suggested resident input through the Village's
newsletter.
Motion by Trustee McInerney, seconded by Trustee Bartecki, to
waive bidding due to the unique nature of the service and authorize
the issuance of Purchase Orders to Park LISA in the amount of
$18,895.00 for services on July 3, 1997 (rain date of July 4, 1997) as
described in the proposal dated March 6, 1997; and to provide

Environmental Concems & Engineering; Trustee Payovich - Noted that
DuPage County is sponsoring recycling of used tires on Saturday, April 12
from 9:00 a.m. until 3:00 p.m.. Used tires can be dropped -off in Naperville at
the Route 59 Metra Station
Financ .,Turchasing and Information Services: Trustee Bartecki - Noted that
the audit report and management letter were distributed to all Trus ,ees on April
4, 1997. He suggested that advertising might be in order for the Sports Core.
Installation of new PC's and printers, and the upgrade of software and
hardware on existing PC's is expected to be completed by the end of the
month.
L brary and Convention &: Visitors Committee: Trustee McInerney -
The Evergreen Series is continuing. The Library has an assortment of the most
frequently- requested tax forms available to the public. National Library Week
is April 13 -19. April 13 -19 is National Volunteers Week which honors those
who reach out to others through community service. The Library recognizes
and thanks those who have donated their time (97 hours of work) to the Library
during the first quarter of 1997. Volunteers include Carol Brizzolara, Pat
Burton, Frankette Kral, Chris Al- Aswad, Scott Bohn. Paul Chin, Liz Detzen,
Donna Fulgenzi, Jenny Hjerpe, Kyle Madorin and Ali Mafee.
Personnel & Public f t : Trustee Kenny - President Bushy reported that a
new Probationary Patrol Officer, Mr. Steve Loffredo, will begin employment
with the Village on May 6, 1997. Officer Danny Ramirez graduated from the
Suburban Law Enforcement Academy at the College of DuPage on March 21,
1997. He started his 3 -month field Training Program on March 25, 1997.
On -site assessment accreditation for the Police Department is set for May 17
through May 21, 1997.
Planning & Zoning: Trustee Shumate - No report.
Public Works & Cable Television: Trustee Savino - On April 19, DuPage
County is sponsoring a hazardous household waste collection in Elmhurst.

Effective with the May cable bills, Continental Cablevision will be adjusting
rates for its converters.
Village Clerk Gonnella - Deputy Clerk McShane reported that 84
absentee ballots were cast in the Village Clerk's office for the Consolidated
Election of April 1, 1997. President Bushy thanked Clerk Gonnella for this
service to the Village residents.
Village R=,Sident: President Rushy - Announced that effective in July, Oak
Brook will have a new Zip Code, 60523. This should improve the mail service
for Oak Brook.

President Bushy opened the discussion of the proposed agreement York & Spring
between the Forest Preserve District of DuPage County and Old Mill Roads)
Inn, Ltd. regarding a Graue Mill restaurant. She stated the Village has
not received an official communication from the Forest Preserve
District nor have plans been presented from Mr. Gerald Sweeney,
who represents the investor group. She commented that the Forest
Preserve District should not assume that Oak Brook approves of the
idea, as zoning questions will apparently not be addressed after the
Forest Preserve District votes on the issue.
Village Manager Veitch commented that a bill has been introduced in
the State Senate that would remove Village zoning controls over land
held by the Forest Preserve District.
Joseph Rush, 33721 Spring Road, gave a brief history of the property.
He pointed out that the current building is 2,000 square feet and the
proposed restaurant will be 7,100 square feet. The property is
currently zoned R -3, residential.
Audrey Muschler, Oak Brook Historical Society, noted the Society's
disapproval of the proposed restaurant concept. She stated that a
7,000 square foot restaurant would destroy the historic nature of the
area.

Robert Waite, 3609 Madison Street, expressed caution with the idea
of a restaurant operating on taxpayer land.
It was the consensus of the Village Board to direct the Village
Manager to draft a letter to the Forest Preserve District of DuPage
County expressing the Villages concern of the restaurant plan.
