To: The President and the members of the Board of Trustees
Gentlemen:
This will serve as a cover letter of the divisional breakdown of the
total activities of the Pulicx Department for the month of March, 1971.
As you will see, this month's report is divided into five (S) divisions.
These divisions are: Motor Pool, Detective Bureau, Juvenile Bureau, Patrol
Bureau and Corminications Division. It is my intent to offer a complete and
detailed report of the department's activities over a given thirty (30) day
period, and do so in a mariner which will be readily understood.
In the month of March we have seen many achievements such as: Public
School Program was initiated in the form of the showing of films, talks, hand
out materials, etc. In additions, Officer Romani has been designated as the
department liaison officer to the Butler School and School Boy Patrol Pr gram,
all of which has been long awaited by the school authorities and will be a
continuing program through each school year.
A new squad car was placed in operation and has shown a marked improv-
ment in our patrol coverage.
Patrolman John Logue has been assigned to the Detective Bureau, therefore
allowing us to have a detective on duty or call twenty -four (24) hours a day,
seven days a week. This will increase our efficiency in the areas of Follow -
up, Investigatim, and Booking.
In addition, the month of March has seen the iniation of the Traffic
Enforcement Program, which has, mid will continue to show a marked decrease
in automobile accidents in our jurisdiction.
We have also undertaken complete re- organization of the entire Police
Depar7unt's Records System which should be completed sometime within the
next ninety (90) days. There have been many other changes, too numerous to mention's
in this report, but all of which will be detailed in a separate ninety (90) day
progress report.
Great strides have been made in the past sixty (60) da

satisfying change, the one which everyone has noticed, is fact that Polio
Department Personnel have become highly motivated, generally eadmiaatstic, and
generally happy to be a Police Officer in Oak Brooks

ACCIDENTS
March didn't produce any serious accidents, our most costly took
place in the Eastern Airlines parking lot when a driver for Admiral
j Security lost control of the company owned jeep and proceeded to
hit four parked vehicles, estimated damage was aver $7,000.00,

The revamping of the Antiquated Records System on all Arrests made
by this Department since 1961 was initiated. These records were located
in six different areas throughout the Building. When the new system is
in• service an Officer will be able to look in one folder and find all the
inforration he would want on an one w

The revamping on the Photo File was also initiated. Slide photos
are being taken of all subjects arrested by this Department since 1962.
When the new Photo File is in service it will be in accord to the recent
Supreme Court Decision in which the Witnesses viewing the Photo File
are not to know what the subjects were arrested fora

HISCELLMOUS INSPECTIONS:
HUR"arous inspections-have been made to examine various drainage
problems. and inspection of work being done on approved permits.
RECORDS AND DRAWINGS:
Adalflonil record drawings were received from Might & Co.
MISCELLANEOUS:
- _ G P &__C proposed revision of Subdivision Re Lation Ordinance was
reviewed and my thoughts based on past operations with such ordinances
transmitted to the Plan Commission. Following Plan Commission
discussion, I have reworked the entire land improvement standards
section of the Proposed Ordinance.
Various reports and information covering the Oak Brook Utility Co.
were reviewed and summarized. Various other documents pertaining to
purchase of the Utility Co. have also been reviewed,
Several meetings have been held wit'A developers and State and County
Highway Officials to mutually work out access problems for development
sites, and problems connected with proposed State & County work.
PERMITS:
Permits were issued for 10 driveways.
Permits were issued for 3 storm sewer connections.
Permit was issued for 3 curb -cuts.
