The Regular Meeting of the Board of Trustees was called to order by President
Bushy in the Samuel E. Dean Board Room of the Village Commons at 7:35 p.m.
Pledge of Allegiance was given.

submitted quotes.
Kale Uniforms, Inc. has been the supplier of Oak Brook police uniforms for
over 20 years. They have a proven track record of providing a quality
product with excellent service and follow up. Kale has a
suburban location in Wheaton, Illinois. This is a full ser service and
officers who need to exchange items: have items repaire d replaced
quickly can do so when going to or from the court house in Wheaton. R&R
Uniforms` only location is on Michigan Avenue in downtown Chicago.

"Easement Agreement" which grants a new easement to cover the existing
storm sewer in its actual location.
Trustee Payovich moved to apptoVe the abrogation of the existing easement
within Lot 16 and approve a replacement easement within Lod: 16. Seconded
by Trustee Skinner. VOICE VOTE: Lotion carried.

B. CONTINUED DISC�TSSION OF VILLAGE OF OAK BRCK�K 1992/93 PROPOSED BUDGET: CORPORATE FUND
Village Manager Berley presented a slide presentation of a draft of the BUDGET
1992/93 Corporate Fund Budget.
Trustee Shumate requested the $522,674 under the Board of Trustee
expenses, which is the refuse /solid waste expenditures, be designated as a
single line 3%em.
Village Manager Barley commented on the proposed closing of landfills by
State's Attorney Ryan. If this occurred, there would be substantial cost
increases to the Board which are presently not reflected in the proposed
budget.
Village Manager Barley also stated that the State Income c m Tax eiti ated at
$502,000.00 may be in jeopardy as the State may wan
surcharge which would eliminate $161r500-00 from the estimated tax
revenue. This would increase the Village's deficit of $1,072,000.

Village Manager Barley highlighted the deferred Goals & Objectives for
fiscal year 92/93:
1) Personnel: Deferred one (1) Patrolman to a new Sergeant position in
conjunction with accreditation program.
2) Capital: Deferred Police accreditation program, remodel upper level
and provide for one additional office.
3) Specific Projects: Deferred Village Manager shift from Appropriation
Act to Budget Act. Deferred Police Accreditation program.
Village Manager Barley recommended the Board review the proposal of a Home
Rule municipality for the Village.
Trustee Shumate recommended the Village utilize preventative road
maintenance yearly. President Bushy requested when the Board reviews the
Pavement Management Study, the Village should note which streets the
Village is responsible for maintenance.
Trustee Winters recommended a special service area assessment be
implemented for road improvements to the commercial area within the
Village.
President Bushy requested staff to obtain the Illinois Department of
Commerce and Community Affairs' published packet on the process for a
special service area and provide this material for the Board's review with
the Pavement Management Plan. President Bushy further requested Trustee
Winters to include any further information he may wish to share with the
Board on said topic. President Bushy reminded Trustee Winters that 51% of
the commercial corridor would have to approve of a special service
assessment for road improvements.
Trustee Krafthefer noted that the personnel expenses increase 7% annually
while the Sales Tax revenue increases 5%. Village Manager Barley stated
the Employee Benefits committee should have recommendations to the Board
on health insurance cost reductions.
Village Manager Berley noted the Committee is trying to modify the health
insurance plan, as several companies were contacted to bid on a plan for
the Village and only one responded. Assistant to Village Manager Long
will request a 5% rate reduction from Gallagher Bassett, the Village's
insurance carrier.
President Bushy commented that Walter imrie, District 2 Representative to
the DuPage County Solid Waste Committee, will address the Board at the
next Regular Meeting on the issue of the proposed landfill. closings.
Village Manager Barley requested the April 28th agenda include a
preliminary budget for the Board's review and hopefully a decision made at
that meeting.
President Bushy requested a discussion of the philosophy and rules of
practice for the Village personnel be placed on a Committee -of -the- Whole
agenda this summer.
