The Regular Meeting of the Board of Trustees was called to order by President
Bushy in the Samuel E. Dean Board Room of the Village Commons at 7:37
p.m. Pledge of Alleiiance was given.

The Clerk called the roll with the following persons
PRESENT: President Bushy, Trustees Caleel, Kenny, McInerney, Savino and
Shumate.
ABSENT: Trustee Bartecki.
IN ATTENDANCE: Stephen B. Veitch, Village Manager; Michael A. Crotty,
Assistant Village Manager; Dale L. Durfey, Jr., Village Engineer; Debra J.
Jarvis, Fire Chief/Building Commissioner; Bruce F. Kapff, Director of
Information Services & Purchasing; Ruth A. Martin, Library Director; and
Allen W. Pisarek, Chief of Police.
Trustee Savino related to the Village Board, audience and public watching this
meeting of the importance in calling our Village 9 -1 -1 service due to a family
emergency he experienced. He voiced his pleasure with the expediency of our
ambulance service. President Bushy explained this was due to the installation
of the Opticom system for our emergency vehicles. Fire Chief Jarvis noted
that the Village transports patients regularly to Good Samaritan, Hinsdale and
Elmhurst Hospitals. Our public safety personnel, after consulting with a
physician, are'able to also transport patients to other area hospitals. All of the
major intersections in Oak Brook have the Opticom controller installed which
allows our emergency vehicles, when approaching an intersection, to
automatically change the signal. This is a major safety factor for our public
safety persoruiel and vehicular traffic in Oak Brook.
President Bushy talked of the, season for construction and reminded our
residents the need for building permits. Our building inspectors are important
for the residents in protecting them to ensure their contractor or developer is
building a safe structure. " "Residents may contact our Building Department for

Village Manager Veitch reported on the latest road construction projects. The
22nd Street and York Road project will inconvenience motorists over an
extended period of at least one year. This is a joint effort with the Village and
the Illinois Department of Transportation. Lane closures will occur until the
concrete patching is completed. One of the local street paving projects to
occur is in the Saddle Brook Subdivision with spot curb replacements and
installation of new pavement surface. A few other streets will be resurfaced in
the Village. The Midwest Road Bridge Replacement Project has begun. This
is a DuPage County project and will take approximately one year to be
completed. One lane will be open in each direction. Upon completion of this
project, Midwest Road will then be expanded to four lanes from the bridge to
35th Street.
The DuPage Water Commission is installing a 49 -inch water main with a new
pipeline from Butterfield Road to 75th Street. This should improve our water
service system from the Commission. There is also a utility telephone
company working through Ginger Creek along 31st Street.
Trustee Shumate inquired if the pipeline along Meyers Road would affect the
pine trees located along the roadway. Village Manager Veitch indicated the
new DuPage Water Commission pipeline will be under the pavement of the
western lanes. Trustee Shumate noted the southbound lanes on Midwest Road
have been reconfigured to one left, one right and one straight. Could this be
investigated to change for two southbound lanes of traffic and one left turning
lane , as the traffic is congested from Roosevelt Road to 22nd Street. Village
Manager Veitch will contact DuPage County to review this problem.
Trustee Shumate noted that the Village does have a mutual aid agreement with
our surrounding communities that may assist our Village. President Bushy
recommended that residents please call the 9 -1 -1 emergency service, if needed,
to give our public safety personnel the time needed for medical assistance
during the major roadway construction occurring in the Village.
Village Manager Veitch affirmed that the Village has an automatic mutual aid
agreement with Downers Grove that automaticrilly gives emergency service in
the designated northeast extremities of Downers Grove and southwest
extremities of Oak Brook.
Pr.:.sident Bushy remarked of the Chicago Tribune's article of the Illinois
Nlunicipal Retirement Fund's (IMRF) Board of Trustees exorbitant travel
expenses. She noted the Village's concern of this issue, as the Village pays
into The Fund for our employees and if the Trustees would want to send a
letter to them addressing this issue. Trustee Caleel suggested it would be
appropriate to send a letter from the Village Manager and President Bushy
requesting the IMRF Trustees to maintain proper control of their expenses.

Village Manager Veitch mentioned that the employees are very upset with how
The Fund's investments are not comparable with other comparable Municipal
Retirement Funds. The rate of return has not been as good as other states, but
our employee participation is required by State statute. Trustee McInerney
inquired into who appoints the IMRF "trustees. Village Manager Veitch will
investigate this and report to our Board of Trustees. Trustee McInerney stated
the IMRF Trustees should use benchmarks for The Fund and that whoever
appointed these Trustees should be accountable fe'r the conduct of The Fund
and its Trustees. They should have had policies in place that gratuities may not
be received, especially in the case of an investment management firm.
Presi&at Bushy conmiented that all of these issues were addressed by the
IMRF Trustees after these concerns were brought to light by the Chicago
Tribwie.
Trustee Shumate requested that Village Attorney Martens review this letter so
the Village does not violate any laws. Trustee Caleel asked if the Village
would confer with Lhe DuPage Mayors and Managers Conference in comparing
their performance with Standard and Poors and any conflict of interest with the
travel expenses. President Bushy suggested the Illinois Municipal League
should also receive a copy of this letter.

appeared to be a random listing of some of the bid prices under Agenda Items

1998. The ordinance grants a special use permit for the property 298 Oakbrook Cente
located at 298 Oakbrook Center for an outside dining area for
Clubhouse international subject to the conditions set forth in Secdon
3 of the ordinance.

For Outdoor Dining Areas Adjacent To Restaurants (Clubhouse

and waive the fill reading thereof.
Trustee Savino noted in the March 24, 1998 minutes under Agenda
Item 9.A.., Recommendation - Clubhouse International (298
Oakbrook Center) - Special Use - Outdoor Dining ", that the second
paragraph indicates the ballast is not included in the planting barriers.
It was clarified �)y Village Manager Veitch that this is an error in the
minutes.

the minutes of March 24, 1998 under Agenda Item 9.A.,

The ordinance declares eleven vehicles as surplus and authorizes their
sale at the DuPage Mayors and Managers Conference surplus vehicle
and equipment, auction. Included are seven squad cars, one
administrative car, and three dump trucks. If replacements for some
of these vehicles have not been received by the date of the auction,
those surplus vehicles will be pulled from the June auction and sold at
the Conference's second 1998 auction on August 29`x'. The
Conference charges a 15% administrative fee, which will be
subtracted from the gross receipts.
The auction is scheduled for Saturdav, June 20, 1998 at the College
of DuPage, with bidding beginning at 10 :00 a.m. As in past years,
the Village is required to supply one staff person (usually a Police
Officer) to assist the Conference with the auction.

waived bidding due to sole source, and authorized staff to negotiate a
contract with Boecker Road Maintenance to perform the 1998
Pavement Rejuven,,tion Project.
Staff has successfully negotiated unit pricing which is competitive
with that provided by Boecker to surrounding municipalities for

similar services. The Village's project will include an estimated area
of 140,104 square yards. Services to be provided include the supply
and application of Reclamite preservative setiil (unit cost of $.43 /sq.
yd.), sand ($.02 /sq. yd.), distribution of resident notification letters
($.015 /sq. yd.) and traffic control ($.015 /sq. yd.) as required. This
year's pricing is the same as 1997, and lower than the previous two
years ($.52 in 1996 and $.505 in 1995) for the same level of service.
Village personnel will again perform the street striping activities,
saving approximately $8,400.
Streets to be treated are located in the Brook Forest, York Woods,
Trinity Lakes and Robin Hood Ranch subdivisions, and are indicated
on the street listing and map attached to Purchasing Director Kapff s
memo dated March 26, 1998.
Funds in the amount of $85,000 are contained in the Roadway
Improvements Program (41-461) to cover this project.

negotiated contract with Boecker Road Maintenance, Naperville, at a
total unit price of $.48 per square yard of Reclamite for a total
estimated project price of $67,249.92. ROLL CALL VOTE:

In 1994 and 1995 the Village contracted with Clarke Environmental
Mosquito Management, Inc. for abatement services on a lump sum
basis (1994 cost of $45,018 and 1995 cost of $47,720), with the
contractor providing all necessary services. The Village's recent
contract was for unit prices, with the actual cost based on needs
($41,013 in 1996 and $36,083 in 1997). In r? wet year the Village
saves money with a lump sum contract.
Based on the Village's good experience with a unit price contract the
Past two years, staff recommends approval of a three year unit price
contract. The annual costs are staff's best estimate of the amount of
service required in a "normal" year. Actual expenses may be higher
or lower, due to weather and other variables.

ABATEMENT
SERVICES
Funds in the amount of $49,915 have been budgeted in the Mosquito
Control Program (10 -312) to cover the first year of this service
contract.
Motion by Trustee Savino, seconded by Trustee Kenny, to waive
bidding, as this is a sole source situation, and award a three -year
contract, subject to staff review, to Clarke Environmental Mosquito
Management, Inc., Roselle, at the unit prices indicated on the
proposal attached to Purchasing Director Kaptrs memo dated April 8,
1998 for various mosquito abatement activities at estimated annual
costs of $45,822 for 1998, $48,113 for 1999 and $50,518 for the year
2000 (assuming a 5% maximum annual increase for the 2nd and 3rd

Engineering: Trustee Bartecki - Village Manager Veitch stated the
Engineering Report had been given previously in the road construction project
reports.
Finance and Hotel Committee: Trustee McInerney - Conversion problems
with the general ledger, payroll, and accounts payable applications have been
resolved.
A draft copy of the 1997 audit report has been received and Finance Director
Langlois will be making comments to the auditors by the end of the week.
Smyth Systems, for the golf applications, began at the end of March.
Due to a change in legislation, the Police and Firefighters' Pension Funds
investment policies are allowed to increase the limit on equity related
investments from 10% to 35 %. Both funds will be progressing toward the full
35% over a period of time and will -be utilizing mutual funds to achieve this
goal.
Ei=: Trustee Kenny - A March home fire occurred in Timber Trails and was
quickly extinguished with mutual aid provided by Hinsdale.
Six Firefighters and the Fire Chief attended the Fire Department Instructor's
Conference during March. Lifestar Advanced Life Support Helicopter
Tiansport presented a special training at the Oak Brook Fire Department on
Landing Zone Safety. Various other personnel participated in regular monthly
fire, medical,and hazardous materials, and special rescue training.

ASSIGNMENTS
The Fire Chief gave a presentation to the Oak Brook Rotary Noon Club on Oak
Brook Fire Department Operations and the Importance of Disaster Emergency
Preparedncss for Businesses.
On March 8, the Fire and Police Commission conducted the swearing in of a
new firefighter /paramedic, Gary Watkins. fie replaces one of the position
openings created due to retirement.
Library-: Trustee Caleel - During National Library Week, April 19 - 25, the
Library is offering many activities to celebrate American libraries: The
Library Evergreen Concert sponsored by the Friends to be held at the Oak
Brook Bath and Tennis Club on April' 19 at 4:00 p.m. honoring; Joseph Fullan
for his years of service to the Oak Brook Library; and the Friends' Third
Annual Used Book Sale on April 24 (noon to 6 p.m.) and April 2; (9 a.m. to 1
p.m.) at the Bath and Tennis Clubhouse.
On April 7, United States Senator Dick Durbin toured the Library and met our
staff. A discussion focused on the need for public Internet in public libraries.
Oak Brook Foundation bylaws and articles were written and will be submitted
by Village Attorney Martens to the State of Illinois for approval.
President Bushy recognized Joseph Fullan for his many years of service to the
Oak Brook Library.
Police: Trustee Shumate - Officer Danny Ramirez has completed his
probationary period and on Friday, March 20, 1998 was officially sworn in as a
full -time Police Officer.
Lt. Cavalier and Sgt. Borkovec went to the CALEA conference which was held
in Vancouver Canada on March 18 - 21, 1998. They attended many training
sessions such as Accreditation Manager Introduction, Forensics, Clang
Awareness, Re- Accreditation Procedures and various other workshops.
On Monday, March 30, 1998, Sergeant Sue Srch began her I 0 -vv -eek studies at
Northwestern's School of Police Staff and Command. This course supplies
students with the knowledge and skills necessary for assuming increased
responsibilities in administrative staff or line command positions.
Public Works: Trustee Savino - On March 19, the Village took delivery of two
7 -ton single rear axle dump trucks which replac; °d Units 503 and 506. These
»nits are equipped with new self - contained liqui,.1 calcium chloride pre - wetting
spray equipment used during snow and ice event;:.
Sin,.- the first of the year, eight water main breaks have been repaired
cc. :pared to nineteen for the same time period last year. The relatively mild
winter, thus far, is a major contributing factor for the lower number.
Large commercial water meter testing, by contract, has been comp'eted and our
in -house residential water meter change -out program is underway with slightly
over 17% completed to date.

Yillaae leek: Clerk Gonnella - The Clerk's office has begun the renewal
process of all licensed liquor establishments in Oak Brook.
In a joint lobbying effort with the DuPage Mayors and Manager Conference
and the Municipal Clerks of Illinois, HB2864 passed and is now currently in
Senator Rauschenberger's Committee. The Northeast Illinois Circuit Clerks
Association has also joined efforts in the passage of this bill before the Senate.
The bill allows electronic storage of documents with a retention period of 10
years or less without them being microfilmed.
Eighty -six residents from 10 precincts voted in- person absentee in the Clerk's
ogee for the March 17, 1998 General Primary.
Village President: President Bushy - The installation process continues for
Pentamation (financial) and Smyth Systems (Sports Core). Golf Course
application was brought on -line m hen the course opened. The Smyth Systems
Event Management System softvvare is being installed and configured prior to
the Bath and Tennis season.
The Firehouse system plan is b, ing developed.
PPG's and printers are being ordered "just in time ", to account for limited
storage and avq.ilable staff to complete the installations.
Year 2000 software inventory is complete and necessary operating system and
software upgrades are being researched and implemented.
Review of website design firms continues as well as efforts to fill the recently
vacated part-time computer technician position.
Current Purchasing Department projects include Golf clubhouse architect
contract, Golf commodities, Police uniforms and equipment, roadway paving,
golf cart path paving, surplus property auction, pavement rejuvenation,
janitorial services, crack sealing; landscape maintenance, tree maintenance
services, municipal building project preliminary design and 1998 bid schedule.
The golf course opened for play on Friday, March 27 which was a delay of 5
days compared to last year due to snow at the beginning of March. Rounds of
golf are running,a little behind compared to last year due to the inclement
weather, but greens fees, cart fees, driving range fees, lounge sale and pro shop
sales are up.

It is appropriate that this request be considered in the context of the 22nd Street/
Village's policy, established in 1994, with respect to provision of Eisenhower Road)
water service to areas outside the Village (Ordinance 94 -WA -S -781).
Section 2 of the ordinance provides that "the Board mqv consider
applications to furnish water to individual applicants located on

single lots of'record ... outside the Village and not within the
Accredited Area, and abutting an existing System main.... provided
that the Board f nds, on the basis of a report from the Village
Manager, that approval ... will not have a substantial impact on the
ability of the System to serve present and future needs of its
customers ' and that the applicant be bound by certain restrictions,
including a prohibition on outdoor use of water.
Thus property is located outside the Village (within the City of
Oakbrook Terrace) and outside he accredited ?-,ea. It abuts an
existing system main in 22" Street. Although the premises constitute
a single use, the use appears to occupy three lots of record.
The City of Oakbrook Terrace will be in a position to serve the
property within a year to eighteen months. The applicant has
indicated that he is willing to connect to the new Oakbrook Terrace
system when service becomes available.
It is staff s recommendation that the Board authorize negotiation of a
water service agreement containing the normal provisions, including
the usual prohibition on outdoor use of water, and further including a
requirement that the property owner connect to the Oakbrook Terrace
system within six months of the time that water from that system
becomes available to the property.
Motion by Trustee Kenny, seconded by Trustee Caleel, to approve, i�
concept, provision of water service to the small shopping center
located at the northwest corner of 22`°d Street and Eisenhower Road in
Oakbrook Terrace, and authorize the Village Attorney and staff to
prepare a Water Service Agreement consistent with the terms of the
Village's policy on water service outside the Village. VOICE VOTE:

Village Manager Veitch recounted what occurred from the
Committee -of -the -Whole meeting of April 13, 1998. The flan
Commission and Zoning Board of Appeals has reviewed the
residential structure height considerations and recommended to the

Village Board some amendments to the Zoning Ordinance provision
The five -point plan is:
1. Height increase is limited to properties in R -1 and R -2 Zoning
Districts.
2. Minimum lot size of 1.5 acres.
3. Maximum height of forty feet (40') based on an increase of one
foot of structure height for each 1.5 foot increase: in interior side
yard provided. Front, corner lot side, and rear yards will remain.,
specified in the underlying zoning district.
4. Only applies to roof pitches 5/12 and greater. Does not apply to
flat roofs or roof pitches lower than 5 /12.
5. In order to inform future property owners of the increased interio
side yards required, a document shall be recorded with the
Recorder of Deeds indicating the use of this zoning provision.
At the Committee-of-the-Whole meeting on April 13, 1998, the
Village Board of Trustees discussed this subject and reached a
consensus to direct staff to prepare a text amendment to include:
limiting the privilege to the R -1 and R -2 Districts; minimum lot size
of one acre; additional height up to 40 foot height provided that the
portion of a structure is taller than 30 feet in height; an extraordinary
interior side yard based on its height according to its ratio of 1 1/2 feet
of additional side yard for each additional foot of height; the
minimum roof pitch provision and the recording of the document as
suggested by the Plan Commission and Zoning Board of Appeals.
Motion by Trustee Shumate, seconded by Trustee Savino, to direct
staff to prepare a zoning text amendment addressing residential
structure height to the Village Code of Ordinances for the Board of
Trustees to refer to the Plan Commission and "Zoning Board of
Appeals. VOICE VOTE: Motion carried.
President Bushy acknowledged Trustee Savino for his request to
address this issue in a timely manner before this occurs in Oak Brook
and it gives the Village time to study the impact that may occur to our
community.
In June of 1997, the Village executed "Entry and Testing" agreements
with Sprint PCS (now SprintCom) in order to permit tecluiical
evaluations of our Windsor Drive and Tower Drive elevated water
tanks for possible installation of PCS antennae. By Fall, the Village

learned that interest had narrowed to the 'Power Road site. In
November, Village Manager Veitch circulated photographs of
installations similar to the one proposed for the Tower Road tank,
which met with no objections on aesthetic grounds.
The draft Site Agreement includes the following key provisions:
• Initial term of five years and four renewal terms of five years
each.
• Monthly rent of $2,000, with 4% annual escalation..
• Mutual option to terminate, with 180 days notice, at any renewal
terns after the first renewal term. SprintCom may terminate at any
time during the initial term or first renewal term upon payment of
twelve months rent.
• SprintCom to reimburse Village for additional costs of painting
tower due to presence of antenna.
Village Manager Veitch explained the water tank structure would
include a ring of antennae around the shaft of the tank below the bulb.
This would not include a shroud around the ring of antenna.
Motion by Trustee Kenny, seconded by Trustee Savino, to place this
item on the Active Agenda for the Regular meeting of April 28, 1998,
Trustee Shumate asked that a shroud be placed around the antenna to
cover the structure. 'Village Manager Veitch indicated that a shroud
attracts birds for nesting and makes the presence of the antenna more
visible.
VOICE VOTE: Motion carried with Trustee Shumate voting nay.
