CALL MEETING TO ORDER The Regular Meeting of the Board of Trustees was called to order at 7:35 P.M. by President Cerne in the Samuel E. Dean Board Room of the Village Commons. A. To approve and ratify the following investment from the Corporate Fund: -- _ -- One federally secured certificate of deposit in the amount of $475,000.00 to mature at Great American Savings & Loan _,_,____on November_ 28, 1980 at a rate of 16.125% (228 days) . Engineering Department With no objections, the report for the Engineering Department was accepted as submitted. B. Fire Department & Ambulance Report - With no objections, the report for the Fire'Department & Ambulance Report were Accepted as submitted. C. Inspection Bureau With no objections, the report for the Inspection Bureau was accepted as submitted. D. Legal Department With no objections, the report for the Legal Department was accepted as sub- mitted.- E. Library With no objections, the report for the Library was accepted as submitted. F. Fairview /Meyers "S" Curve - Final Plan Trustee Congreve moved - seconded by Trustee Philip... To accept and approve the final plans for road improvements as sub- mitted by the DuPage County Highway Department, with the following modifications to the Fairview Avenue /Meyers Road S- Curve: 1) The 50' radius cul -de -sac be increased to a minimum of 53'. 2) The 8' BAM shoulders to be so marked as to deter any vehicular travel. Further, that the 175' left bay for southbound Meyers Road at 35th Street is acceptable. Spring Road & Oak Brook Road Manager Carmignani reported on the enforcement of Ordinance G -261, which re- stricted southbound traffic at Oak Brook Road /Spring Road between the hours of 3:30 P.M. and 6:30 P.M. Pro and Con statements were made from spectators and appreciation was expressed from residents for the expenditure of funds that allows for the reduction of traffic on residential streets. C. Trinity Lakes Unit IV - Reduction in Letter of Credit #SP -23731 Reduction in Letter of Credit #1254 Request from PRC Toups Corporation, representing the developer of Trinity Lakes Unit IV, Swissco, Inc., for a reduction in Letter of Credit #SP -23731 and Letter of Credit #1254. ,Trustee Congreve moved - seconded by Trustee Philip... To authorize reduction of the Letter of Credit #SP -23731 by $275.085.93 leaving a remaining balance of $563,456.07 as re- commended by the Village Engineer. To authorize reduction of the Letter of Credit #1254 by $156,701.00 leaving a remaining balance of 0 as recommended by the Village Engineer. Report of Activities Communications & Sports Core Trustee Philip_ reported: Brochures have been mailed for activities at the Sports Core, with another mailing of information on the food service. Finance & Personnel Trustee Rush reported: The Village was awarded a Certificate of Conformance for their annual financial report of Fiscal Year ended April 30, 1979 and the Finance Officer received an Award of Financial Reporting Achievement. Public Safety - Transportation - Library Trustee Watson reported: The Oak Brook Volunteer Firemen's Association donated an Air Bag Rescue and Lifting System for the Fire Department Rescue Truck, and the Oak Brook Women's Club donated a check in the amount of $1,000.00. Public Works Trustee Congreve reported: Application filed with Illinois Division of Water Resources for allocation of Lake Michigan Water. Zoning & Planning Trustee Reynolds reported: Drainage system for Friar Tuck Subdivision and surrounding areas of Robin Hood Ranch will be reviewed by Staff and other interested parties on April 25, 1980. Page -Mark, Heritage Oaks, and Stratton's White Oaks Subdivisions will all be considered by this Board at the same time, and by agreement, Heritage Oaks was referred back to the Plan Commission for review of the entire area. E. Butler GHQ Subdivision - Final Plat Recommended for approval by the Plan Commission on April 21, 1979, subject to recommendations related to easements, approval of the Improvement Plan, and Staff review of the Flood Plain elevations. Village is in receipt of all re- quired documentation. Trustee Reynolds moved - seconded by Trustee Rush... To direct the attorney to prepare a resolution approving the said final plat dated April 17, 1980 prepared by Bollinger -Lach As- sociates to be subject to:' 1) Execution of the Subdivision Improvement Agreement; 2) Execution of the Interior Pedestrian /Bicycle Path Subdivision Improvement Agreement, said Agreements as referred to above, acceptable in form and substance to the Village as approved by the Village Attorney; 3) Written Approval by the Illinois Division of Water Resources, State of Illinois, of the flood plain as depicted on the Subdivision Improvement Plat; and 4) Compliance with Paragraphs 1 and 10 of the Subdivision Improvement Agreement and Paragraphs 1 and 4 of In- terior Pedestrain /Bicycle Path Subdivision Improvement Agreement regarding additional public improvements in conjunction with any Improvement Plan, building per- mits, resubdivision, or development of the property; 5) Execution of all accompanying "easement grants" and other proposed documents submitted as part of Plat f of Subdivision submission material. Food Service Contract - Bath & Tennis Club -'_Special Events Discussion was held relative to establishing an ordinance providing regulations for the food service at the Oak Brook Bath & Tennis Club, and an annual license for a perferred list as caterers for Special Events. Trustee Philip moved - seconded by Trustee Congreve... To direct the Village Attorney to prepare a License Ordinance for food service at Special Events at the Bath & Tennis Club. Voice vote: all in favor B. Open Forum So ordered So ordered Steele Glodek, Madison Street, questioned the traffic flow to be generated from the proposed McDonald's Headquarters. She further requested the Village take some action to control the dumping of organic material at Bronswood Cemetary adjacent to her property. Ann Waite, Madison Street, brought attention to surveilance of the Sexton Land Fill Performance Standards which are subject to review by the municipality. C. Stratton's White Oaks - (White Oak Lane) - Final Plat Referred to Plan Commission Meeting of May 19, 1980. D. Adjournment Time - 10:25 P.M. Trustee Congreve moved - seconded by Trustee Philip...
