The vote of the Zoning Board of Appeals was being contested, and in letter dated April 11, 1978, Attorney Bianucci indicated that in his opinion the vote in question was proper. Each trustee presented his opinion on the matter. Trustee Cerne moved - seconded by Trustee Reynolds... A proposed amendment to the text of the Zoning Ordinance of Oak Brook creating a new district classiticati.on Known as ORA-3 or an o r-Tce campus type use. Trustee Brown requested final action be delayed because of the question- able vote of the Zoning Board of Appeals, and the changes to the text have not been considered by the Plan Commission of the Zoning Board of Appeals. Trustees Cerne and Philip commented that the substance of the text has been considered. Rezoning of the property known as the GHQ rp operty into said ORA -3 district classification. Trustee Reynolds presented a brief geographical location, description of uses, revenue to be generated, and impact of proposed development on Village services. On February 13 and 14, 1978, the Village initiated action for public hearings by the Plan Commission and Zoning Board of Appeals; and subsequently both Boards presented their recommendations to the Trustees. Trustee Brown commented on the lengthy legal opinion from the Village Attorney relative to contract zoning. Trustee Glaves commented that rezoning of the GHQ would prove to be detrimental because other similar vacant - landowners might request the same zoning. Trustee Cerne urged that the Board consider what action is in the best interest of the Village. Trustee Reynolds moved - seconded by Trustee Cerne... That the Village Attorney be directed to prepare the appropriate or- dinances effecting the rezoning of the property described in Exhibit B, referred to in the Village M�-iager's proposal letter of February 14, 1978, from its current zoning classifications of R -1, R -4, and B -1 to the classification identified as ORA -3 under the provisions of the proposed text amendment, referred to as Ordinance G -60, Section 10 (D), the Zoning Ordinance of the Village of Oak Brook, Illinois, 1966, as Amended, in- corporating generally such considerations as are in keeping with those which have been previously described.
