Kv2TING CAT L .e_ The Special Meeting of the Board of Trustees was called to order by President Buf,E y in the Samuel E. Dean Board Room of the Village Commons at 7:38 p.m. Pledge of Allegiance was given. 2. ROLL CALL: The Clerk called the roll with the following persons PRESENT: President Bushy, Trustees Mayer, Payovich, Shumate, Skinner and Winters. ABSENT: Trustee Bartecki. IN ATTENDANCE: Bruce F. Kapff, Acting Village Manager; Vince Long, Assistant to Village manager; Richard A. Martens, Tillage Attorney; Maggie Powers, Finance Officer /Treasurer; James Fleming, Chief of Police; and Robert Nielsen, Fire Chief /Building Commissioner. 3. DISCUSSION REGARDING VILLAGE'S HEALTH CARE PLAN: Acting Village Manager Kapff presented possible options for administrating the Village's Health Care Plan. Effective May 1, 1993, the Village must accept a 3 -gear contract with IPBC or find arothgr option to manage the Village Health Care Plan. Acting Village Manager Kapff requested direction from the Trustees to prepare a proposal to brokers or TPA's to provide services for the Village. Time would be available for a change -over from IPBC to a TPA by July 1, 1993. President Bushy noted IPBC Representative Aleman started at the Committee-of-the-Whole Meeting of April 12, 1993 that the Village was not required to sign a 3 -year contract. Subsequently, IPEC's attorney has notified the Village in writing that a three -year commitment is required, Trustees Skinner and Payovich voiced their dismay at the lateness of this health care presentation, as the Board had requested this six months prior. Representatives Aleman, Seeling and Stafford from IPBC commented on the Village's plan. Mr. Aleman reassured the Trustees of an improved working relationship with IPBC and the Village of Oak Brook. Tom Durhan, Employee Benefit Plan, stated his company would offer the Village a 12 -month plan. Trustee Shumate inquired if an Administrator had been appointed by IPBC. VILLAGE OF OAK BROOK Minutes 1 April 26, 1993 Spec to "A . - MTGr 4 -A4 -wg3 An Administrator has not been assigned as yet, and the Trustees voiced concern of negotiating a 3 -year contract with IPBC without an Administrator presently. Trustee Skinner requested a 90 -day extension of the IPBC contract. IPBC Representative Alentan stated he did not have the authority to grant this request. keprecentative Seeling stated she would request the President of IPBC for a 90 -day extension. President Bushy voiced her dismay that Village employees are worried that the Health Care Plan of the Village has not been negotiated. She further stated that our own Village employee, Marlene Hellwig, discovered cost effective methods to reduce our health care costs and not IPBC. Trustee Payovich questioned the number of IPBC members that have left the cooperative or have returned. In 1987, LaGrange Park and Western Springs left the cooperative and have not returned. Hinsdale and Willowbrook have recently left IPBC. Tom Durhan, Employee Benefit Plan, stated it is easy to purchase an extension of two or three weeks. Trustee Payovich asked the representatives if their companies could give the Village the same health care coverage we presently have for a 1 -year contract without losing any employees. Tom Durhan, Employee Benefit Plano Roseann Cronin, Boockford & Company; Randy Preston, Delphi Group all stated the same benefits coverage is available with the option to receive better benefits. President Bushy requested any comments from the Village employees. The following comments are noted: Fireman Bob Morton requested the final results of the Employee Benefits Committee. Village Attorney Martens stated due to pending litigation of this form of committee process, he recommended the employee committee not meet until pending litigation ".as been settled. Fireman Mark Fleishman asked how Gallagher Bassett determined the administration fee of our Plan. He could not see a benefit to IPBC when 22 comaminities only have one vote per municipality. Trustee Winters stated if the Board chooses an outside vendor, the Village better ensure their diligence in helping Oak Brook. He voiced a risk in the venture and would prefer remaining in IPBC and be more aggressive in demanding an improved plan. Trustee Skinner moved to direct Staff to prepare an RFP to allow the Village to acquire the services of a TPA to totally manage the Village's health insurance inclue ing claims management, buying stop loss and aggregate insurance as well as other administrative duties. Seconded by VILLAGE OF OAK BROOK Minutes 2 April 26, 1993 14 Trustee Shumate. Trustee minters moved to amend the motion to include requesting IPBC for a 90• -day extension of the May 1, 1993 3 -year contract deadline. Seconded by Trustee Shumate. ROLL CALL VOTE: Ayes: 4- Trustees Payovich, Shumate, Skinner and minters. Rays: O -None Absent: 1- Trustee Bartecki. Abstain: 1- Trustee Mayer. Motion carried. President Bushy indicated her support of the notion. She noted no changes will be made to the Health Care Plan. 4. AOJOUPWRNT: Trustee Skinner moved to adjourn the meeting at 9:55 p.m..
