Minutes - 04/27/2010 - Board of TrusteesMINUTES OF THE APRIL 27, 2010 REGULAR MEETING OF THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF OAK BROOK APPROVED AS WRITTEN ON AUGUST 10, 2010. CALL TO ORDER The Regular Meeting of the Village Board of Trustees was called to order by President John W. Craig in the Samuel E. Dean Board Room of the Butler Government Center at 7:04 p.m. The Pledge of Allegiance was given. 2. ROLL CALL Village Clerk Charlotte Pruss called the roll with the following persons: PRESENT: President John W. Craig, Trustees Stelios Aktipis, Mark Moy, Moin Saiyed, Gerald Wolin and Elaine Zannis. ABSENT: Trustee James Carson IN ATTENDANCE: David Niemeyer, Village Manager; Blaine Wing, Assistant Village Manager; Robert L. Kallien, Jr., Director of Community Development; Tom McEllin, Fire Chief; Sue Madorin, Library Director; Jeffrey Weber, Police Lieutenant; Michael Hullihan, Public Works Director; Trey Van Dyke, Sports Core Director; and Mark Sterk, Village Attorney. PRESIDENT'S OPENING COMMENTS RIVER SWEEP 2010 PROCLAMATION Clerk Pruss read the River Sweep 2010 Proclamation. 4. RESIDENT /VISITOR COMMENT Former Resident Mark Fleishman asked the Board to uphold all contractual agreements of employee compensation. 5. APPROVAL OF MINUTES — None 6. CONSENT AGENDA All items on the Consent Agenda are considered to be routine in nature and will be enacted in one motion. There will be no separate discussion of these items unless a Board member so requests, in which event, the item will be removed from the Consent Agenda and considered as the first item after approval of the Consent Agenda. BOARD & COMMISSION RECOMMENDATIONS — None 9. UNFINISHED BUSINESS A. POLICE & FIREFIGHTER'S PENSION FUND ACTUARIAL STUDIES VILLAGE OF OAK BROOK MINUTES Page 2 of REGULAR MEETING OF APRIL 27, 2010 Presented by Trustee Aktipis. He stated that an actuarial study of the Police Pension Fund and Firefighters' Pension Fund is performed annually in order to monitor the funding progress as well as determining the Village's contribution for the coming year. He further stated that the recommendation the Village contribute 28.36% of payroll for the police officers and 39.22% for the firefighters is reasonable. Motion by Trustee Aktipis, seconded by Trustee Wolin, that the Village Board accept the attached actuarial reports of the Police Pension Fund and Firefighters' Pension Fund and approve a Village contribution of 28.36% of payroll for police officers and 39.22% for firefighters retroactive to January 1, 2010. COMMUNICATIONS CENTER CONSOLIDATION PROPOSALS Presented by Trustee Wolin. He stated that the options for consolidation of the communications center have been narrowed down to six choices. He further stated that additional information is needed and that the Board is not in a position to make a recommendation at tonight's meeting. Motion by Trustee Wolin, seconded by Trustee Aktipis, to table the Communications Center Consolidation Proposals to a May, 2010 meeting. ROLL CALL VOTE: Ayes: 5 — Trustee Aktipis, Moy, Saiyed, Wolin and Zannis. Nays: 0 — None Abstain: 0 — None Absent: 1 — Trustee Carson. Motion carried. C. ORDINANCES & RESOLUTIONS 1) Ordinance 2010- ZO -V -S -1284, An Ordinance Granting Variation to the Front, Side and Rear Yard Set Back Requirements to Accommodate Portions of the Roof Overhang for the Property at 10 Kingston Drive in the Village of Oak Brook. Presented by Trustee Moy. He stated that the request for variation was discussed and passed at the April 13, 2010 meeting. He then asked Trustee Aktipis to make the comments he was unable to make at the previous meeting due to time constraints. Trustee Aktipis explained why he voted as he did at the previous meeting. Motion by Trustee Moy, seconded by Trustee Saiyed, to approve Ordinance S -1284, which approves the variation to allow the roof overhang on a single - family home to encroach into portions of the front, side and rear yard setback requirements in order to complete construction of the home. FIRE DEPARTMENT SUB- COMMITTEE Presented by Trustee Moy. He stated that at a previous meeting, Board members decided to create a fire department subcommittee based on the findings of the McGrath study. He also stated the issues the committee will be reviewing. Motion by Trustee Moy, seconded by Trustee Saiyed, to approve the creation of an ad -hoc fire department subcommittee to include Fire Department Trustee liaisons Moy and Carson and a member of the Finance Advisory Committee. VOICE VOTE. Motion carried. D. HEALTH INSURANCE RENEWAL DISCUSSION Presented by Trustee Aktipis. He stated that the only option the Village has for health insurance is Blue Cross Blue Shield because no other carrier will submit a quote due to 10% of employees being insured are retired. He further stated staff is still receiving quotes for dental, vision and life insurance. Motion by Trustee Aktipis, seconded by Trustee Wolin, for staff to work with Trustees Moy and Aktipis and to defer making a recommendation until the May 11, 2010 meeting. Discussion ensued. VOICE VOTE. Motion carried. E. PROPOSAL TO HOLE 4 POLO MATCHES AT THE OAK BROOK GOLF CLUB DRIVING RANGE Presented by Trustee Zannis. She stated that one of the things that define Oak Brook is Polo. She further stated that Field #1 will be used for 4 exhibition Polo games in 2010 for a cost of $26,600. She will solicit sponsors from the Oak Brook business community to cover the cost or use extra funds generated from the Taste of Oak Brook. Motion by Trustee Zannis, seconded by Trustee Wolin, to authorize staff to negotiate an agreement with James Zenni to hold 4 polo matches at the Oak Brook Golf Club this year. VILLAGE MANAGER - None B. VILLAGE CLERK 1) Census - Clerk Pruss stated that 82% of Oak Brook residents turned in their census forms. Canvassers will be going to homes of residents who did not turn in the form starting May through July. 2) Voter Registration — Clerk Pruss stated that she can register voters who will be 18 before the November election. C. TRUSTEES —None D. VILLAGE PRESIDENT President Craig stated that the Village has new lighting in an effort to become more efficient and green. 10. ADJOURNMENT TO CLOSED MEETING to discuss collective negotiating matters between the public body and its employees or their representatives, or deliberations concerning salary schedules for on or more classes of employees (2c2) and to consider litigation, when an action against, affecting or on behalf of the Village has been filed and is pending before a court or administrative tribunal, or when the public body finds that an action is probable or imminent (2cl 1). Motion by Trustee Wolin, seconded by Trustee Moy, to adjourn to closed meeting to discuss collective negotiating matters between the public body and its employees or their representatives, or deliberations concerning salary schedules for on or more classes of employees (2c2) and to consider litigation, when an action against, affecting or on behalf of the Village has been filed and is pending before a court or administrative tribunal, or when the public body finds that an action is probable or imminent (2cl 1).
