PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF
OAK BROOK APPROVED AS WRITTEN MAY 8, 2007.
1. CALL TO ORDER
The Special Meeting of the Village Board of Trustees was called to order by Village
Clerk Linda Gonnella in the Samuel E. Dean Board Room of the Butler Government
Center at 4:45 p.m.
2. ROLL CALL
Village Clerk Linda Gonnella called the roll with the following persons
PRESENT: Jeffrey J. Kennedy, Robert G. Sanford and Asif Yusuf.
ABSENT: President Kevin M. Quinlan, Trustees Stelios Aktipis, John W. Craig and
Kathryn F. Manofsky.
IN ATTENDANCE: Jeffrey P. Moline, Acting Village Manager and Kenneth T. Kubiesa,
Village Attorney
There being a lack of quorum the meeting could not be continued.
Trustee Sanford suggested that since there were a large number of residents in attendance
that he explain the thoughts behind the calling of this meeting. He explained that when
Chief Sheahan's employment was contract was approved two year ago, it was intended
that it either be continued or terminated by the newly elected President and Trustees
following the 2007 election.
The state legislature changed the dates of the election and'the certification of the results,
therefore changing the date that new officials would commence their terms. This date no
longer coincides with the Chief Sheahan's contract termination date. If no action is taken
today, the contract will automatically renew and the new Board and President lose the
intended authority to deal with this matter.
It was felt that in fairness to the incoming Board and President they should have the
opportunity to participate in the decision on Chief Sheahan's contract rather than just
allow the contract to renew automatically. The intent was that the current Board would
meet to take action to preserve the authority that was intended for the new Board and
President. The action that would allow that to happen would have been to modify the
current contract and have the current President use his authority to immediately appoint
Chief Sheahan the Interim Chief until the commencement of the new officials' terms
when the incoming President would have the authority to extend the interim appointment.
These actions would avoid having the employment contract of one of Oak Brook's
highest ranking officials and public safety officers be renewed defacto rather than

allowing the new Board as was intended when the original contract was approved. These
actions would also allow the Oak Brook Police Department to continue operations with no
disruption in the chain of command while important matters were resolved and the new
President and Trustees consider this decision which is theirs to make.
Trustee Yusuf concurred with Trustee Sanford's comments recognizing that these were
housekeeping issues as a result of unforeseen circumstances with the change of election
dates.
Those in attendance disbursed at 4:55 p.m.
