Bushy in the Samuel E. Dean Board Room of the Village Commons at 7:38
p.m. Pledge of Allegiance was given.

The proposed ordinance rezones the so- called "ToIlway Property" from

Pursuant to Section 7 of the Ordinance, the ordinance becomes effective
upon satisfactory proof that ORIX TMY Oak Brook Venture, an Illinois
partnership, or its nominee, owns the subject property. If the applicant
fails to provide this evidence on or before January 9, 1996, the ordinance
shall be of no force or effect.
Section 2 of the ordinance sets forth five conditions, including subsection
(e.) which requires that construction and development of the subject
property shall commence no later than May 1, 1997 and shall be
completed on or before May 1, 1998. If these conditions are not satisfied,
Section 6 of the ordinance states that the subject property shall revert to

as presented and waive the full reading thereof.
Roberta Arquilla, President of the Brook Forest Homeowners Association,
addressed the Village Board of the concern of the signage lighting on the
rear of the proposed building along 1 -88.
Terry King, representing ORIX, stated his firm would work accordingly to
the Village Board's request of signage for the property.
Village Attorney Martens commented that the Ordinance refers to the
plans. The section entitled, "SIGNAGE CONCEPT", could include the
following wording: Notwithstanding the foregoing, all signs on the south

X(B)(5) OF THE ZONING ORDINANCE OF TIME VILLAGE OF _OAK
BROOK:
The proposed ordinance is a Text Amendment to clarify yard setback
requirements for future redevelopment of lots generated by resubdivisions.
The proposed ordinance affects both the Ireland and Eastman Kodak
requests for zoning relief. In each of those cases, the applicant has
sought the subdivision of a zoning lot which contains two or more principal
buildings. In that circumstance, the ordinance provides that the required
yard shall be not less than 30 feet in depth. It also provides that existing
parking stalls and isles are permitted in required yards.
Motion by Trustee Shumate, seconded by Trustee McInerney, to pass
Ordinance 95- ZO- TA- G-554, "An Ordinance Amending Section X(13)(5) of
the Zoning Ordinance of the Village of Oak Brook ", as presented and

Trustee Shumate voiced a concern of the large lot being divided into three
parcels and requested a lot of record be included.
Village Attorney Martens spoke to the issue and stated the Ordinance
could include a waiver subject to cress easements between lots 1, 2 & 3
with covenants that run with the land. Village Attorney Martens requested

ORDINANCE 95 -SC -S -806 AN ORDINANCE AUTHORIZING THE

The proposed ordinance authorizes the issuance of a Sports Core
Refunding Note in the amount of $152,249.80 with Oak Brook Bank. The
original borrowing of $522,000.00 commenced in 1989 and provided for
the purchase of equipment and the maintenance building at the Sports
Core. The financing has been accomplished by means of a series of 1-
year notes due on May 12 each year, with the remaining principal balance
being refinanced for an additional one year term. The interest rate on the
note is 6.85% and the monthly payment on this obligation is $6,802.00.
These are the same terms as those in effect when the note was originally
issued. The monthly payments have been budgeted for in the Golf
Course Maintenance Program (8304).

DEPARTMENTAL REPORTS - SPECIALTY AREAS:
Environmental Concerns and Engineering: Trustee Payovich - Village
Manager Veitch stated the paving program has progressed despite weather
conditions.
Finance and Purchasing: Trustee Bartecki - No report.
ibra[y.and Motel, Convention &Visitors Cc mmittee: Trustee McInerney The
advertising campaign for the Hotels has proven well, as 100 responses were
received from the February issue of the 'Gavel'. 'Three ads have been placed
in the business Travel News with 225 responses received. The Illinois
Weekend Escapes campaign begins in May. An ad insert will be circulated to
2.2 million readers in newspapers in Illinois, Missouri, Wisconsin, Iowa and
Indiana. A second mailing of the BankCard Insert campaign will occur this fall.
The Library has planned activities for Oak Brook Day during the Memorial
weekend.
Personnel and Public Safety: Trustee Kenny - Trustee Shumate reported
Officer Cates of our Police Department received an Outstanding Performance
Certificate frorn A.A,I.M. Officer Cates has made 10 D.U.I. arrests in 1994.
The Detective Division participated in a multi jurisdictional task force for
apprehending a burglary suspect that had committed three residential,
burglarieb in Oak Brook. Detective Sergeant Coniglio and Detective Weber
participated in the arrest.
The Police Department has purchased two bicycles, equipped and trained
seven officers in Police Bicycle Patrol Tactics. The patrol program
commenced operations on May 6, 1995. The Bicycle Unit will concentrate
their patrol activities to residential subdivisions, the Village bicycle pathway
system, the Sports Core, Village parks, commercial parking garages and
Village special events.

REPORTS -
SPECIALTY AREA
Planning and Zoning: Trustee Shumate - Commented on his attendance of a
McDonald's presentation of their proposed facilities expansion to interested
residents.
Public Works and Cable T.V.: Trustee Savino - Superintendent of Public
Works Meranda gave him a tour of our Public Works facilities, well and
reservoir for background information as the new liaison Trustee.
Robert Ryan, Continental Cablevision, gave a brief presentation to the Village
Board of the new rate change due to converter and installation changes.
Continental Cablevision will reduce their basic rate by 15 %, as they have
proposed a six.-year agreement with the Federal Communications Commission

(FCC).
Trustee Savino stated the basic tier rate would be $5.70 rather than the $7.88.
President Bushy requested Continental Cablevision to work with our staff to
view the feasibility of televising Village Board meetings. It would be beneficial
for our entire electorate to view the Board meetings.
Village Clerk: Clerk Gonnella - The Local Canvassing Board reconvened April
25, 1995 for a Discovery of Recount of the canvass of votes held April 11,
1995. The canvass of votes remained the same as stated by the Canvassing
Board on April 11, 1995. No further action had been taken by candidate Trier
as of late afternoon. The deadline to file with the Circuit Court was 5:00 p.m.
today.
Oak Brook hosted a joint meeting of Municipal Clerks from DuPage, Cook, will
and Lake counties. Members viewed the latest technology of optical disk
storage, indexing, codification and municipal software. The Clerks discussed
legislation affecting Municipal Clerks and joined Municipal Clerks of Illinois in
opposing Senate Bill 92 which prohibits a Freedom of Information request from
being denied because it is requested by a commercial enterprise or its
intended use. This would be unduly burdensome to expect Village staff to
assist a private venture to further their interests without reimbursement or
recourse to deny the request under law.
Vill� President: President Bushy - Commented on the DuPage Mayors and
Managers Drivedown to Springfield with Village Manager Veitch. The mayors
met with the Governor and discussed the income tax surcharge rebate to
municipalities. The officials further met with Lee Daniels, Pate Philip and other
legislators.
President Bushy attended the Police Officers Memorial Service held in
Springfield. Oak Brook was represented by Sergeant Mayes in one of our
squad cars.
Oak Brook has agreed to join the DuPage Mayors and Managers Conference
for another year. Village Manager Veitch and President Bushy will represent
the Village. Finance Officer Langlois will be the alternate delegate for the
Village Manager. President Bushy asked if any of the Trustees wish to be an
alternate delegate, in her absence, to please contact her.
President Bushy reported that the golf course revenues are down from last
year due to the inclement weather. Golf rounds totalled 4,082 year -to -date
compared to 5,321 in 1994. Golf memberships are 10 less than last year at
this time, and green fees are $18,000 less than last year.
The Village has agreed to participate in the On -Site Assistance Program with
DuPage County, and will work on disaster preparedness for the next fifteen
months. A disaster drill was held in Winfield in which President Bushy

participated. Winfield was publicly commended for their participation, as Oak
Brook will begin their participation in the program.
UNFINISHED BUSINESS:
A. AWARD OF CONTRACT - PRELIMINARY ENGINEERING - YORK ViARD OF
ROAD /HARGER ROAD BICYCLE/PEDESTRIAN PATHWAY: CONTRACT -
YORK RD. /RARCER
This project is part of a Federal /Illinois Department of Transportation RD. BICYCLE/
Traffic Control Measure Gram for both engineering design and PEDESTRIAN
construction. The cost sharing is 75% Federal and 25% Village. The PATHWAY
Village will be liable for $23,145.50 of the Phase I Engineering cost.

the Preliminary Engineering Services Agreement for Federal Participation
(pursuant to State law and Village Ordinance) with Civiltech Engineering,
Inc. for the York Road/Harger Road Bicycie/Pedestrian Trail project in the

American Taxi Dispatch, Inc. has formally requested an additional 15
licenses on behalf of its drivers, based on the increased demand for taxi
service in Oak Brook and surrounding communities. American 'Taxi's
request would bring the total number of taxi licenses to 55.
Pursuant to Section 8-34 of the Code of Ordinances, the number of taxi
licenses issued shall be determined by the Board of Trustees, based on
the public convenience and necessity. The Village Clerk annually issues
the licenses to the individual taxicab drivers only after all the criteria
required by the Village Code have been met, including a thorough vehicle
inspection by the Oak Brook Police Department.
Trustee Shumate asked Staff to review the $50.00 license fee if it was
appropriate for the cost of staff to issue licenses. Village Manager Veitch
explained that Chapter 8 of our Village Code, which includes licensing, is
of high priority in the recodification process of our Code of Ordinances.
Motion by Trustee McInerney, seconded by Trustee Savino, to approve
the request, from American Tax Dispatch, Inc. for an additional 15 Taxi
Licenses. VOICE VOTE: Motion carried.

The Katsis' property is a parcel of land that was split out from adjacent (1-124 35th St.
property many years ago. It has never been part of a formal subdivision
and as such does not constitute a "Lot of Record". For such properties, it
requires approval of a Plat of Subdivision or an Assessment Plat prior to
the construction of a home an the site.
Motion by Trustee Shumate, seconded by Trustee Mclnemey, to direct the
Village Attorney to draft the necessary resolution for action at the Regular
meeting of May 23, 1995. VOICE VOTE: Motion carried.
