Gentlemen:
The month of April has seen same significant unprovements in all
divisions of the Police Department.
Again, as in March, I feel the most significant achievement has
been in the area of the Traffic Enforcement and Control. As the
Traffic Report indicates, this month we issued some 60 citations
less than last month. In accordance with that, our traffic
accidents on streets and highways have decreased by 13. As I ex-
plained at the time the Traffic Enforcement Program was initiated,
the purpose and theory behind this is to be able to issue fewer
citations and at the same time show a decrease in traffic accidents.
The Dews hbdia has been used to sow degree in an attempt to get this
message to the public in the Oak Brook area; and "I will continue to
use the Dews A9edia for the purpose of informing the public of our
traffic problem and to advise them of our en€orcLinent procedures and
to solicit their cooperation in reducing accidents and personal in-
juries in all areas to include Oak Brook. As you will see from the
Traffic Report for April, we are well on our way to addeve our pur-
pose.

It is obvious that as time goes on our traffic will increase
constdcrably mid at x` part, in the futuiv, 'S' can see-our
prd)lem increasing due to antiquated roads, lack of pudic
cater sere ces and increased ants of vehicles. 'Therefore
in an effort to keep traffic situations contained, the Oak Brook
Police Department will continue in a vigorous ad well planned,
traffic enforcoment program. We are in the process at this time
in creating a Traffic fnforcatent Division which will specialize
in this area and will also pertain to accident investigation.
These units, of course, will have to be used for all facets of
Law Enforcement but will specialize in the area of traffic con-
trol.

by enforcement activity, but is a problem of engineering, parking,
spaces, allocation, etc.
DS% of the accidents that you see indicated on the report are those
in Which some returns to their vehicle to find a fender dented
or scraped and usually the other party has left the seem. This
is a problem witnessed by all large shopping; centers and so far
I know of no one who has come up with an adequate program to solve
the situation but we are endevoring to continue to do so.
The Detective and Juvenile Division have been very active in the month
of April most of which is indicated on their respective reports. 3'

The Communications Division has also had another busy month and as
you will notice we have had another section to this report. This is
to cover a number of false alarms that we are receiving. Both fire
and burglary. Tb: s has been a problem in the past and is one that
contr�.nues to grog with several requests each month to place additional
alarms in our station. The situation is Ding surveyed at this time
and recommendations to the Board will be forth coming in the near
future.
In the area of Vehicle Operation Costs pertaining to Motor Pool you
will notice the costs per mile have been decreased significantly. I
attribute this largely due to the fact that we have received two of
our new squad cars Mich are replacing two of our warn out squads. We
have had considerable difficulty in getting delivery of these cars but
hopefully the May report will indicate the arrival of titan.

Both Detectives attended a 40 hour course on "Sex end Moral Squads"
held at the Western Springs Police Department.
The new arrest file was completed and a new file to be called the
Intelligence File was started. This file will contain all information
on subjects that were investigated by this Department or were arrested
by other Departments and involved in complaints in this Village where
we do not have adequate evidence for a criminal arrest. All complaints,
since this Department was started in 1963, are being checked and any
subject falling into the above grouping will be located in the
Intelligence File.
With the apprehension of the two subjects for Residential Burglary by
Detective Logue on April 27 a total of 8 home- burglaries were solved.
2 in Oak Brook and 6 in DuPage County area with more to follow due to
information obtained from these subjects. The two subjects were pant
of a large gang working out of Chicago that have been burglarizing homes
located in this area and other areas in the western suburbs. An
estimate of about SO horns ,burglaries had been pinpointed to this gang
which at best estimation numbered about 10 subjects. Since our arrest
of these two subjects it has been learned that at least 8 of these
subjects are now in jail or have cases pending in court.

Company inspections were conducted of new buildings. All men
went thru the new Hotel, Commerce Plaza odf ice building and
McDonalds Office building. All fire department and private
fire detection and extinguishment along with construction and
occupancy hazards were explained to everyone.
A complete review and drill was conducted with unit 913. The
proper way of handleing brush and field fires was rt - iewed.
Driver training and pump operations was conducted with all of
the app ;rlatus was conducted. All men participated with all of
the apparatus.
An extensive ladder drill was conducted on ground ladders. All
sizes and types of ladders were used. All types of raises and
carries were reviewed.
Special Drills:
On a Sunday morning at 7:30 A.M. all P.Q.C. men, the on duty
platoon and some of the off duty platoon members met here. We
took all of the apparatus to the shopping center. Each hydrant
was spotted, we then tools measurements from all hydrants to dif-
ferent locations in the shopping center mall. A pre -plan map was
drawed up. Exact hose lays from the hydrants to the stores in the
mall were shown on the map. All men then walked thru the center
and reviewed the fire department connections, the rear service
areas, type of construction and a general review of all of the
different fire fighting problems that are present in the center.
The Brothers from the Seminary came in for a special class on
pump operations .

Platoon Drills:

Each platoon member drove the apparatus thru the commercial and
office and industrial areas. They studied all high value response
areas and fire department connection and hydrant locations. They
also reviewed street and street addresses.
All platoons also reviewed all of the assignments for the Regular
drills that were - conducted for the month

NEW SUBDIVISIONS:
ossman s i-bdivi,sion Plat was reviewed.
Brook Forest Subdivision Unit 5 - Storm sewer manhole covers installed
and street paving completed.
Corporate Plaza Unit L - Grading of Jorie Blvd, is proceeding.
Village Green Subdivision Plat and Improvement Drawings were reviewed.
Merry Lane Subdivision - Concrete curbing was installed to correct a
drainage problem and to replace broken sections.
MISCELLANEOUS INSPECTIONS:
Numerous inspections have been made to examine various drainage
problems, and work being done on approved permits.
RECORDS AM DRAWINGS:
Additional record drawings were received from Might & Co,

Mush of the necessary work for redrafting the Improvement Standards
Ordinance was done.
Various reports and information covering the Oak Brook Utility Co.
were reviewed and surmnarized. Various other documents pertaining
to purchase of the Utility Co. were also reviewed.
Several cr2c-tings have been held with developers and Hi,hway Officials
to mutually work out access problems for development sites, and
problems connected with them.-
Street repair program was worked out for the street Department.
PERMITS:
Permits were issued for 10 driveways.
Permits were issued for 3 storm sewer connections.
Permits were issued for 2 street cuts.
Permits were issued for gradin (2).
