Effective January 1, 1997, the Easter Sunday is now a recognized holiday for patrol officers such that if an officer works on that day, he or she is entitled to holiday premium pay for the hours worked. In exchange for recognition of Easter, the number of personal days granted to the officers was reduced by one. The ordinance extends the provision to the non - represented shim employees who are eligible for holiday premium pay (i.e., Police sergeants and Communication Center personnel). Because these employees may also be required to work on Easter Sunday, staff is recommending that the holiday be recognized for them as well in exchange for a one -day reduction in the number of personal days. At the Committee -of -the -Whole meeting on April 13, 1998, staff described for the Board the actions that the Village will need to take in response to enactment of the electric utility deregulation legislation last year. The resolution is the first step in con,,-;;rting from the gross receipts based utility tax to the kilowatt hour based tax. The statute specifies a schedule of maximum excise tax rates for the ten usage tiers. Municipalities are free to establish rates based on that schedule through a process of adjusting those rates proportionately to yield the appropriate revenue target (the "Proportional Method "). No ICC action or approval is needed for rates established under the Proportional Method. The Act also sets up a process for determining tax rates unique to the municipality where such rates would more perfectly accomplish the revenue and taxpayer neutrality intended in the Act (the "Alternative Method "). Technically, the ICC is charged with the responsibility for promulgating such rates using information provided by the utility through the ,requesting municipality. In order to receive the rates in time to consider adopting them effective with bills rendered after September I (thereby including consumption after August 1, the date on which residential electric rates will be reduced 15 %), it is VILLAGE OF OAK BROOK Minutes 5 of 9 May 12, 1998 0 necessary to submit a request to the Commission by mid -May. The municipal consortium, of which the Village is a member, is organizing a joint filing in order to facilitate this process. Einoce and Hotel Committgg: Trustee McInerney - Village Manager Veitch reported that during April, staff implemented Smyth Systems for the Golf Club computer applications. The system is functioning well and staff anticipates implementation at the Bath and Tennis Club during the middle of May. The 1997 Audit was completed during April, and the report as well as the Management Letter was on tonight's agenda for acceptance and to be placed on file. The revised investment policy of the Police Pension Fund was adopted during April to, accommodate the recent legislative changes increasing the limit on equity investment to 35% (a Village Board objective). The Firefighters' Pension Fund investment policy is in draft form and will be considered at their next regular meeting. Village Manager Veitch continued by reporting that a marketing campaign status report has been prepared by the Hotel Marketing Subcommittee. Eim: Trustee Kenny - April fire callJ- totaled 95, with Mutual Aid given 5 times and received 3 times. Ambulance calls totaled 75, with Mutual Aid given 5 times and received 5 times. , On April 7, 1998, fire units responded to a request for aid from NICOR for a gas main break at 2813 Meyers Road. On April 8, 1998, fire units responded to a smell of smoke in Marshall Fields. On April 28, 1998, fire units responded to a reported roof fire in Timber Trails. First -in fire units quickly brought the chimney fire under control. In thi• situation, firefighters found a fireplace which had been modified to hect the entire home, but had not gone through the proper building permit process. In addition, it had not been cleaned regularly. Both factors contributed to the fire. It is important to note that the Building Department's n-rmit process is designed to keep our residents safe by insuring the proper installation of fireplaces according to the appropriate building codes, as well as providing information concerning the proper care and maintenance of fireplaces to insure their continue' Safety. This fire was an example of one which could have been prevented. The resident was advised that it would be in their best interests to discontinue use of the fireplace until such time as it could be properly cleaned, inspected, and brought into compliance with Village codes. Officers participated in Incident Command Initial Reporting training with the department's new CD ROM interactive training teclhnology. Monthly paramedic training consisted of reviewing the new Good Samaritan Standard Operating Procedures in preparation for biannual paramedic competency examinations to be conducted in May. The Fire Chief taught "Management Decision Making' on April 29 and 30, 1998, the second in a series of promotion preparation workshops conducted by the Illinois Fire Chiefs Association. Various other personnel participated in regular monthly fire, medical and hazardous materials, and special rescue training. Libr=: Trustee Caleel - The Library Mll be closed on May 20 -22, 1998 for repairs and maintenance. Materials may be returned to the outside book return. The collection and reference service will not be available during this time. The Library will reopen on Saturday, May 23, 1998 at 10 a.m. In cooperation with the Police Department, the Library will present "Animals in Law Enforcement" on Saturday, May 16, 1998 at 1:00 p.m. Marlo, Oak Brook's police dog, will demonstrate his narcotics detection and apprehension skills with his handler,, Ciiicer Randy Mucha. Also, the Cook County Forest Preserve District has tentatively scheduled a police equestrian unit to join the demonstration. Police: Trustee Shumate - Village Manager Veitch reported that Officer Steve Loffredo has completed his probationary period and on Monday, May J, 1998 was officially sworn in as a full -time Police Officer. This annual event is to remember those officers that have fallen in the line of duty. Public Works: Trustee Savino - The residential water meter replacement program is well undenavay with over 45% of the 800 meters scheduled for this year being replaced. Significant time has been spent monitoring the DuPage Water Commission's contractor on Meyers Road insuring that our facilities (water mains, stone sewers, etc.) are adequately protected and repaired/'replaced if necessary. Now that the contractor has passed 31 st Street, progress should speed up on the project. Parkway and street restoration due to water main breaks and snow plow damage are also well underway with over 60% of the 43 sites being completely restored. To minimize interference, tree pruning in the Saddle Brook neighborhood has been delayed until the paving contractor has completed their work. Tentatively, pruning will take place in June. DuPage County is sponsoring a Household Hazardous Waste collection event in Wood Dale on Saturday, May 30, 1998. Residents are welcomed to bring common househc 1d hazardous waste to the Wood Dale Fire Station at 411 Park Lane. Village Manager Veitch read in its entirety the following press release and asked the newspapers to please print the article, as the Village had frill coverage of it when the incident was reported: "On Monday, May 11, 1998, the Oak Brook Police Department concluded an investigation of an alleged Criminal Sexual Assault Case. This incident was reported to the Oak Brook Police Department on November 7, 1997. The juvenile victim from Broadview, Illinois reported to police that she was sexually assaulted in a parking garage at Oakbrook Center. Both agencies logged many hours to resolve the case. After several interviews, and a lengthy investigation, Oak Brook Police detectives determined the alleged facts of this case to be false and unfounded. The alleged victim, a sixteei► year old juvenile, signed a statement confirming the detectives' findings. The victim was counseled, and no charges are pending at this time."
