Dean Board Room of the Village Commons. I. ROLL CALL Present: President Wence F. Cerne Trustees George Congreve Walter C. Imrie Robert E. Listecki Arthur W. Philip Joseph H. Rush William R. Police and Firemen Pension Fund Requests -received for Village contribution of $213,430 to the Police Pension Fund and $289,725 to the Firemen's Pension Fund for Fiscal Year 1982/83. Trustee Rush moved - seconded by Trustee Listecki ... To accept the reports and put on file the funding requests of the Firemen's Pension Fund and Police Pension Fund. Voice vote: all present, in favor. So ordered. V. OLD BUSINESS A. 35th Street Improvements Trustee Congreve moved - seconded by Trustee Philip ... To allow Swissco, Inc. to accomplish the necessary repair and resurfacing work of 35th Street and its two legs near Midwest Road, and that the one year maintenance and guarantee period begin when the Board approves this project and reduces the Letter of Credit by this respective amount; and additionally that this 35th Street work shall not commence until after the pavement base and binder courses have been installed within Trinity Lakes Unit II. To award the contract to the lowest qualified bidder, James D. Fiola Paving, in the amount of $14,990.00. After discussion and with consent of Trustee Philip, Trustee Congreve with- drew the motion. Trustee Congreve moved - seconded by Trustee Rush ... To award the contract to the lowest qualified bidder, James D. Fiola Paving, in the amount of $14,990.00 less $2,500.00 for removeable Fence and Gates as per proposal. Roll call vote: Ayes: Trustees Congreve, Imrie, Listecki, Philip, Rush and Watson. Felber's Subdivision - Final Plat - (Timber Trails Subdivision) On May 17, 1982, the Plan Commission recommended approval of the Final Plat subject to conveyance of Lot 9 to the Forest Foundation of DuPage County, agreement with Community High School District 88 for contribution of $1,399.00, covenants regarding storm water detention, and waiving of streetlights, curbs and gutters. York Woods Unit 5 - Final Plat Discussion ensued relative to covenants affecting "The Drake Oak Brook, Inc. Addition to York Woods ", joining with the York Woods Homeowners Association,, ,-making it a part of the existing York Woods Covenants. Trustee Watson moved - seconded by Trustee Imrie ... To table to the next Regular Meeting of June 8, 1982. Voice vote: all present, in favor. E. Time Limit - Filing of Plats So ordered. On May 17, 1982, the Plan Commission recommended approval of an amendment to Article VI, Subdivision Regulations, establishing a time limit of six (6) months after Board approval of a Final Plat to submit all documentation required for completion of the recording process. Trustee Watson moved - seconded by Trustee Listecki ... To approve the proposed amendment as recommended by the Plan Commission with the inclusion of a retroactive provision for those Plats on file, and the attorney be directed to prepare the required ordinance. Voice vote: all present, in favor. So ordered. F. Bally's Tom Foolery /Put'n On The Ritz - (Butterfield Road, DuPage County) Action postponed on this matter at the Regular Meeting of May 11, 1982. Discussion ensued on the operation of the amended Special Use conditionally granted by DuPage County, should the Village grant approval of the request to allow required parking on N.I. Gas property located within the Village limits. Possible disconnection of the N.I. Gas property was also discussed. Resident petitions were submitted objecting to any Village participation. Trustee Rush moved - seconded by Trustee Imrie ... To deny the request for disconnection of the subject N.I. Gas property for the required parking related to the use and operation of one hundred (100) coin or token operated amusement devices in conjunction with the restaurant operation; and further that the request for parking on N.I. Gas property within the Village limits be denied; and that the County be so advised of this denial. Roll call vote: Ayes: Trustees Congreve, Imrie, Philip and Rush. Fire Protection Service - Mayslake Village (35th Street) Resolution No. R -314, approved October 27, 1981, extended fire protection service until April 30, 1982, or annexation to the Village of Westmont, whichever occurred first. The Franciscan Tertiary Province of the Sacred Heart which operates the housing for the elderly has requested continuance to a later date or completion of the annexation to Westmont, whichever is earlier. Trustee Imrie moved - seconded by Trustee Congreve ... To grant an extension of Fire Protection Service to September 30, 1982, or annexation to the Village of Westmont, whichever occurs first. Report of Activities Finance and Library - Trustee Rush - Donation of $300 to Library Association by Oak Brook Women's Club to purchase 20 book- cassette kits for the children's library. Personnel - Trustee Listecki - Screening of candidates for two (2) vacancies in the Police Department. Public Safety - Trustee Imrie - Donation of $300 baby manikin by the Oak Brook Women's Club to the Fire Department for use in C.P.R. Program. Public Works & Traffic - Trustee Congreve - Meeting held with I.D.O.T., Division of Water Resources to inform the Village of current happenings regulating the Salt Creek Flood Plain Reservoir Plan. Trustee Congreve moved - seconded by Trustee Philip ... To endorse the redesign of the Busse Woods Reservoir outlet structure to better control the flood flows and flood peaks; and the proposal to improve the stream channel by dredging Salt Creek from Roosevelt Road to approximately the Steeplechase Bridge; with a request to the State that this plan be expanded down to the Fullers - burg Dam, either within this project or within a phased project within consecu- tive years. Request from United States Rugby Football Union for use of the Sports Core Polo Field for their annual Rugby event. Trustee Philip moved - seconded by Trustee Congreve ... To authorize the use of Field #3 to the Midwest Rugby Football Union on May 29, 30, and 31st, with the understanding that last years outstanding debt will be paid in full and the $500.00 deposit is to be paid by certified or cashiers check. Proposed Assessment Plats will consolidate and redefine the property lines of the parcels retained by the Franciscan Fathers after the sales for the Trinity Lakes Subdivision, located South of Oak Brook Road, North of 35th Street, East of Mid - West Road and West of Route 83. To approve Franciscan Fathers Assessment Plat No. 11, consisting of three (3) parcels of approximately 90 acres; and Franciscan Fathers Assessment Plat No. 2, consisting of one (1) parcel of approximately 30 acres, and that the Attorney prepare a resolution adopting this action.
