Minutes - 06/05/2003 - Board of Trustees1 2 3 MINUTES OF THE JUNE 5, 2003 SPECIAL JOINT MEETING OF THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF OAK BROOK AND THE OAK BROOK PARK DISTRICT BOARD OF COMMISSIONERS APPROVED AS WRITTEN BY VILLAGE BOARD ON JUNE 24, 2003. CALL TO ORDER: The Special Joint Meeting of the Village Board of Trustees and the Oak Brook Park District Board of Commissioners was called to order by Oak Brook Park District President Thomas Truedson at 7:50 a.m. in Meeting Room I of the Oak Brook Park District Family Recreation Center, 1450 Forest Gate Road, Oak Brook, Illinois. ROLL CALL: Oak Brook Park District Executive Director Tom Suhs called the roll with the following persons PRESENT: Oak Brook Park District Board President Thomas Truedson, Park District Board Vice President Harry Peters, Park District Board Treasurer John O'Brien, Park District Commissioners Marie Kokenis and Howard Trier. The Village of Oak Brook Village Clerk called the roll with the following persons PRESENT: Village President Kevin Quinlan, Village Trustees Stelios Aktipis, George T. Caleel, John W. Craig, Susan Chase Korin, Elaine Miologos and Asif Yusuf. ABSENT: None. IN ATTENDANCE: Richard B. Boehm, Village Manager of the Village of Oak Brook; Tom Suhs, Executive Director of the Oak Brook Park District and Bonnie Sartore, Oak Brook Bath & Tennis Club Manager. DISCUSSION OF INTERGOVERNMENTAL PROGRAMS AND PROJECTS: Park District Board President Truedson welcomed the Oak Brook Village Board to the Park District Recreation Center. He acknowledged that this was an opportunity for a new beginning for both Boards to serve the people of Oak Brook. He explained that Harry Peters would be the Park District liaison for the Village and noted that President Quinlan had appointed Susan Korin as the Village Trustee liaison to the Park District. President Truedson suggested that Village President Quinlan and he meet on a regular basis to discuss any issues. Commissioner Peters stated he would like to have an on -going dialogue with Trustee Korin regarding their Park Board meetings to better serve the community. President Quinlan commented that the Park District facilities are over - utilized in comparison with the Bath & Tennis Club and suggested that they work toward using all of the facilities available in Oak Brook for residents. Commissioner O'Brien noted that two years ago the premier facilities of the Park District Recreation Center were voted by its peers to have the outstanding recreational facility for all park districts in Illinois. This year the Aquatic Center won the outstanding aquatic center for Illinois park districts in its class size. Commissioner Trier commented that many residents are not aware of the operations of both facilities and this may be an area for the Boards to address. Park Board President Truedson discussed the 10K Race the Park District will be coordinating next year as they wish to make it an outstanding event. This could be an excellent event to work together for the Boards. Trustee Caleel stated he was pleased that this meeting was called and he suggested that each Board poll their respective members to determine what items they think would be useful in a collaborative effort. The Village Board has discussed what the Park District could do for the Village in relationship to tennis and perhaps swim activities and could be further discussed to help both facilities. The Village Board has also discussed the feasibility of the Park District participating in Autumn Fest and the July 41" event. It could be held at either facility and the Boards should prepare for further discussions with specific goals at future meetings. Trustee Yusuf discussed the Village's citizen survey and noted the comments regarding the park district. He recommended that this information be sent to the Park District Commissioners. Trustee Korin asked if the Commissioners had surveyed their members. President Truedson stated they had not previously. Trustee Korin suggested surveying their corporate members. President Truedson explained they have been reluctant to do any marketing because their facility is used to the maximum presently. VILLAGE OF OAK BROOK Minutes Page 2 of 4 June 5, 2003 3 President Quinlan stated the citizen survey results would be forwarded to the Park Commissioners. Trustee Craig suggested some type of method to capture some of the corporate market for the Bath & Tennis Club. Commissioner O'Brien concurred and suggested targeting the seniors in our community as their Pioneer program is always filled. Trustee Trier recommended some type of program at the new Library for the seniors. President Truedson noted that if the two Boards would meet as a group and their objective is to try and produce programs together, there would be some great ideas developed. Director Suhs stated there are 1,700 members in their fitness center of which 50% are residents, 25% corporate residents and 24% non - residents. Their Fitness Center Director and their staff visit our corporate residents on a regular basis to give presentations on fitness. President Truedson commented that pool usage has increased dramatically. The program is generating revenue and there are very positive resident reactions about children learning how to swim and compete in meets. Commissioner Trier noted that a few years ago in cooperation with the Bath & Tennis Club, the Park District had a joint swim team. They practiced in each facility and this type of cooperative programming should be considered. He explained that a children's splash area would be built next summer outside of the Aquatic Center. Their tennis facility is an enterprise fund and no tax revenue is used to operate it as it generates its own revenue. Trustee Miologos inquired whether the Commissioners perceived some type of cooperative program beginning this summer. Commissioner O'Brien indicated a golf program at the Oak Brook Golf Club is already implemented. Trustee Miologos asked if there was any new initiative that the two liaisons could pursue. Commissioner O'Brien suggested coordinating the l OK Race with the Village and in conjunction with the participation of the Oakbrook Shopping Center. Possibly beginning or ending the race at the shopping center. Commissioner Peters recommended cooperative programming with the Oak Brook Day event. Coordinate this with the Park District and have both facilities open for the residents of Oak Brook. He noted the July 4th event and their Concert in the Park Series could be two other programs that may be coordinated together. President Truedson also noted their Classic Movie night and this could be considered for adults. Trustee Miologos suggested a concert at the Sports Core and use the Bath & Tennis Club for food service. Commissioner Peters noted the Polo Fields is also a great area to use. VILLAGE OF OAK BROOK Minutes Page 3 of 4 June 5, 2003 3. Commissioner Peters addressed the Village's mosquito abatement program and the Park District's similar program. They have increased the spraying program and asked if they are spraying enough due to the West Nile Virus. He indicated there is a new type of device that eliminates mosquitoes. He suggested reviewing this further collectively to determine if further control is needed. Commissioner Peters suggested this could be a good public relations effort to work cohesively in this area. President Quinlan offered to change the rhetoric of the two separate facilities but rather consider it one unit of services to the Village of Oak Brook with separate responsibilities. The Commissioners and Board of Trustees toured the Oak Brook Park District Recreation Center at 8:25 a.m. Trustee Miologos suggested that the Park District's Pee Wee Day outing come to the Bath & Tennis Club for a day at the beach rather than go to another facility. Park President Truedson explained that the Park District would seek sponsorship for their IOK Race for the fall of 2004. This would not be a revenue generating event but an extension of the fitness aspect of their facility. Commissioner Kokenis suggested that it be held on a Sunday or maybe in conjunction with the Village's Autumn Fest. 4. ADJOURNMENT Motion by Trustee Craig, seconded by Trustee Yusuf, to adjourn the meeting at 8:55 a.m. VOICE VOTE: Motion carried.
