Trustee McInerney referred to the update on legislation in Springfield that had OPEN FORUM
been provided to the Board. He cited House Bill 3427 -as a concern.
Trustee Caleel reminded residents that they do not pay taxes to the Village of
Oak Brook. The Village budget is based primarily on sales tax revenue, not
property Tax revenue.
President Bushy gave a suggestion from the National Flag Day Foundation that
citizens fly the flag on Flag Day, June 14 and recite the Pledge of Allegiance at
6:00 p.m.

The Intergovernmental Agreement authorizes the use of fire hydrants
in borderline areas of the Village of Lombard and the Village of Oak
Brook and is simply a formalization of a long - standing practice which
Lombard needs as they pursue Accreditation and improvement of
their ISO rating.
The agreement is consistent with past and current practices among the
Village's mutual aid fire departments. Typically, the closest fire
hydrants to the fire are utilized by the Village and neighboring
communities irrespective of ownership. If hydrants are used which
belong to another jtn.sdiction, then the appropriate notifications have
been made after the emergency incident is over. The affected areas
would be on Meyers and Butterfield Roads.

Pursuant to the provisions of the Prevailing Wage Act, the State
requires that each June the Village pass an ordinance ascertaining the
prevailing rate of wages for various trades employed in performing
construction on public works within the Village. The Illinois
Department of Labor has released statistics relative to such prevailing
wages rates for DuPage and Cook Counties. The ordinance adopts
these mandated wage rates.
Trustee McInerney spoke of this unfunded mandate from the State of
Illinois and of the legislation that governs the prevailing wage
restrictions placed on municipalities like Oak Brook as one that needs
to be repealed. Trustee Kenny suggested, and it was a consensub of
the Board of Trustees, that a letter of protest be written from the
Village of Oak Brook with the signatures of all Trustees.

At the Village Clerk's request and with the concurrence of the Liquor
Commissioner, the ordinance clarifies that a liquor licensee must
p -)duce a certificate of insurance for general liability in an amount
not less than $1 million and liquor liability insurance not less than $1
million. The ordinance also increases the late filing fee for liquor
license renewal from $100 to $500.

by Northern Illinois Gas Company for a major gas pipeline. The
property runs across the rear of the Commonwealth Edison substation
at 3125 Butterfield Road and is approximately 1.2 acres in area. The
property is to become part of the Homestead Village Subdivision, a
development in Lombard, and will be used for Floor Area Ratio and
parking. Hernestead Village is a proposed development that will
include a free standing restaurant on Lot 1 at the corner of Butterfield

The Village of Lombard Plan Commission has reviewed and
favorably recommended the Homestead Ville .1e development, and the
Lombard Board held the Annexation Public Hearing on June 4, 1998.
Village Manager Veitch, Village Attorney Martens and Director of
Community Development Hawk do not perceive any significant
effects on the Village of Oak Brook with appro dal of the
disconnection request.

Engineering: Trustee Bartecki - 22nd Street/York Road Project - All of the
concrete pavement widening is done on 22nd Street and widening is
proceeding on York Road. Two lanes are open in each direction except for
daily lane closures (usually between 7 a.m. - 4 p.m.) for that day's work items.
The evening rush coming out of Windsor Drive has experienced problems
which the Engineering Department is trying to mitigate.
Finance and Hotd Committee: Trustee McInerney - Smyth Systems computer
applications were implemented at the Bath and Tennis Club during May, thus
completing this conversion (the Golf Club was implemented during April).
The Finance Department is looking towards automating the transactions at the
pool, poolside cafd, and the clubhouse pending completion of the poolside food
service area this fall as well as some remodeling to the bar area at the
clubhouse to accommodate a point -of -sale machine.
All of the reporting related to the Village's December 31, 1997 year end ha:
been completed. These reports include the Annual Treasurer's Report, the
annual statements for the Police and Firefighters' Pension Funds (required by

the Department of Insurance), and the Annual FinancialReport filed with the
Illinois Controller's offlice,
Legislation was passed last year which increased the maximum amount
allowed in equity investments for pension funds from 10% to 35 %. This
legislation also indicated that an annual compliance fee be paid to the
Department of Insurance, in the amount of .007% of assets. Finally, a directive
is included that the Department "automate its operations ". The Department of
Insurance has interpreted this directive to enable it to _QQm4&1 pension funds to
pay the annual fee via ACH Debit, which basically means they wo!ild take the
money directly from the funds' bank accounts, after giving notice. Both
Pension Boards strongly oppose this procedure and feel that it is a poor
business practice to give others access to their bank accounts, even the
Department of Insurance. All of the funds' disbursements are currently paid by
check. Staff has sent numerous letters to the Department of Insurance stating
the Village's opposition to this procedure, offering to issue checks for the fee,
and have not provided the necessary bank account information in order to
accommodate the ACH Debit payment. Recently, staff sent checks for the
payment of the fee for FY 1997, which were promptly returned to the Village
by toe Department of Insurance. Both funds continue in their resolve to
of pose this procedure. The IPPFA is preparing a lawsuit against the
Department of Insurance seeking to enjoin the Department from compelling
funds from paying the fee via ACH Debit.
The Hotel Committee met on June 4, 1998 to discuss the progress of the 1998
campaign. The Summer Weekend Package has been developed, and
newspaper media ads are scheduled to run in Illinois (Champaign, Peoria and
Springfield), Michigan (Battle Creek and Kalamazoo), Wisconsin (Madison
and Milwaukee) and Iowa (Quad Cities) markets. In addition, the script for the
Oak Brook promotional video is complete, scouting of locations to be filmed
has been done, and filming is scheduled to begin June 12, 1998.
Ei=: Trustee Kenny - For the Month of May, fire call totaled 95, with Mutual
Aid given 7 times and received 9 times; ambulance calls totaled 98, with
Mutual Aid given 12 times and received 6 times.
On Thursday, May 14, 1998, fire and public works units responded to a report
of a Chlorine leak in the well house located at 2212 Tower Drive. Shortly after
first -in companies arrived on the scene, additional hazardous materials units
from the MABAS (Mutual Aid Box Alarm System) Division 12 were called to
the scene to assist. Hazardous Materials Team members were able to patch the
leak, and the incident was under control with no injuries resulting from the
leak. The leak was caused by a oral- functioning shut -off valve. Oakbrook
Terrace, Elmhurst, Villa Park, Lombard and York Center provided mutual aid
at the scene and as fill -in fire units at the fire station.
On Friday, May 29, 1998, Oak Brook fire units and divers responded to
Oakbrook Terrace: to assist in a possible dive rescue for a car in the pond at
Trans Am Drive. A suicide note in the car indicated the victim may have been

in the car. The rescue /recovery er%rts were called off Saturday following an
extensive seawh in which no victim was found.
The Fire and Police Commission conducted the swearing in of a new
firefighter /paramedic, David Link, on May 6, 1998. He replaces one of the
position openings created due to retirement.
The Fire Chief and two officers attended an Incident Command School in St.
Charles on May 29 -31, 1998. One officer attended a week -long smoke diver's
school at the University of Illinois' Fire College. Three personnel attended and
were certified in the NAPD Emergency Driving course. Fire personnel
attended two'lRMA injury prevention safety seminars. Two Fire Prevention
Inspectors attended a code enforcement seminar. The Fire Chief attended the
Illinois Fire Chief s Annual Seminar in Peoria. Monthly fire training consisted
of cleaning and testing all fire department fire hose. Various personnel also
participated in regular monthly medical, hazardous materials and special rescue
training. Four public fire safety education presentations were conducted
reaching an audience of 89 adults and 30 children.
Library: Trustee Ca.leel - Although the weather predictions through the week
kept both K -9 handlers and Library staff concerned, May 16, 1998 tumed out
to be a beautifil day for "Animals in Law Enforcement ", the cooperative
program between the Library and the Police Department. Officer Mucha
presented a spectacular program featuring Marlo, Shadow, Ginger and Dutch.
They demonstrated skills in narcotics detection, human apprehension, bomb
sniffing and tracking. The audience of 83 children and adults enjoyed the
program immensely.
The Oak Brook Women's Club is buying an Ellison machine start-up package
for the Library. Ellison machines use dies to cut shapes and Ietters for displays
and story time projects. This will be a time saver for staff and assist with
decorating the Library more creatively. The Library staff wishes to express its
thanks to fie Women's Club for their generosity.
The Library was closed from May 20 to May 22, 1998 for safety modifications
including carpeting the tiled areas on the first floor and replacing the stairway
balusters as well as reconfiguring the Resource Office and CD -ROM computer
areas.
One hundred eighteen boxes of collection materials have been sent to offsite
storage.
police: Trustee Shumate - On Friday, June 5, 1998, Sgt. Srch graduated from
the 10 -week School of Staff and Command which was held at Northwestern
Traffic Institute from March 30 to June 5, 1998. Police Chief Pisarek and Lt.
Cavalier attended the graduation ceremony. We congratulate Sgt. Srch.
On May 14, 1998, the Oak Brook Police Department along with the Illinois
State Police and the nurses of Loyola University were among those who
worked the York Road toll plaza from 10 a.m. to I p.m. as part of the "Walk In
Our Shoes" campaign. This is an awareness program to buckle up children and

reduce the number of children injured in motor vehicle accidents. These
professionals provided verbal and written information about buckling up to
drivers who passed through the toll plaza between these hours.
On Thursday, June 4, 1998, Chief Pisarek spoke to 43 Safety Patrol Officers of
Brook Forest School. The Chief thanked them for their commitment to their
duties as Safety Patrol Officers. Pizza was served for lunch as a gesture of
recognition from the Chief, and each member received a miniature police
badge for their efforts throughout the year.
Four Oak Brook Police Department Juvenile Officers attended the Illinois
Juvenile Officers Association annual conference in Urbana, Illinois on May 13
to May 15, 1998. The main topic of this conference was the revised Illinois
Juvenile Laws that will go into effect in 1999. At this Conference, Officer
Mary Jo Nugent was elected to the Board of Directors of the Illinois State
Juvenile Officers Association. It is an honor to have a member of the Oak
Brook Police Department serve in this capacity.
Public Works and Ptanning &Zo ine: Trustee Savino - Of 800 residential
water meters planned for replacement this year as part of the Village's water
meter replacement program, 487 (61%) have been completed as of .Tune 5,
1998.
As with last month, significant time has been spent monitoring the DuPage
Water Commission's contractor on Meyers Road "insuring that the Village's
facilities (water mains, stoma sewers, etc.) are adequately protected and
repaired/replaced if necessary. As of June 1, 1998, the contractor passed the
Village's last water main that crosses Meyers Road and, as such, time spent
shadowing the contractor will be reduced.
The restoration of 42 out of 43 parkway and street openings due to water main
breaks and snow plow damage have been completed to date:
As mentioned in last month's report, to minimize interference, tree pruning in
the Saddle Brook neighborhood has been delayed until the paving contractor
has completed their work. Tentatively, pruning will take place late this month.
Mr. Rocca plans to respond to the issues raised by opponents of his proposal,
Zoning Map Amendment, Variations, and Special Use Historic Graue Mill
Gateway Area Certificate of Appropriateness - Flood Plain Special Use (3824
York Road), at the June 23, 1998 Village Board meeting.
Village Clerk: Clerk Gonnella - Attended seminars on document imaging,
notary, parliamentary and community web pabes at the International Institute
of Municipal Clerks Conference in Mobile, Alabama. Sixty Municipal Clerks
from Illinois attended and networked during the conference. Excellent
materials were received at the Conference and shared with staff members.
Village President: President Bushy - Design on the Village's Website is
proceeding (target date for initial implementation is July 31, 1998). The
implementation process continues for the utility billing system (Pentamation)

and event management system at the Bath and 'Tennis Club (Smyth Systems).
Firehouse implementation is to be done with a consultant and in -house staff.
Staffs inability to fill the vacant part-time computer technician position with a
qualified person is beginning to impact staffs level of service. This has also
stalled the installation of new and replacement PCs and printers and delayed
the implementation of other projects. Year 2000 software inventory is
complete and necessary operating system and software upgrades are being
researched and implemented.
President Bushy discussed the possible computer problems that may be faced
January 1, 2000 (Y2K). While an inventory is being completed and Village
PCs will be compliant, there is great and growing concern in the area of public
safety, especially if there are problems in the area of power supply or other
mechanical devices important not only to our residents but to our employees,
e.g., gas pumps, resident's ability to use our 911 system, etc. She is working
with Du.Page County Office of Emergency Management and with DuPage
Mayors and Managers Conference to discuss contingency plans for public
safety for that time. Further reports will be made,to the Board in the months to
come. Trustee Shumate suggested that we make very sure we have an accurate
paper trail of things like our investments and other financial data in the event
there is a problem with information retrieval at Y2K.
Opening weekend at the Bath and Tennis Club was well attended, including a
successful Opening Night event and the best attended Oak Brook Day in the
last five years.
The men's room remodeling at the Clubhouse has been completed, a new patio
awning installed, and the demolition of the but took place on May 27, 1 998.
The bar and ladies locker room facelifts will continue this month, now that the
roof top air conditioning units have been repaired and other leaks into these
areas have been repaired and addressed.
Staff is also aggressively pursuing the raccoons who have invaded the Poolside
Cafe.
Golf during the past month was wonderful. During May, rounds of golf
exceed the totals for May, 1994 by 51 rounds. Year -to date figures indicate
increases as follows: greens fees, $33,372; cart fees, $14,349; driving range
fees, $9,011; lounge sales, $7,883 and pro shop sales, $12,278.
