Veitch's Employment Agreement with the Village effective June 1, 1996 with a 2% salary increase (current salary $96,200) to a new salary of $98,124, and a one -time bonus check in the amount of $4,000. Motion by Trustee Kenny, seconded by Trustee Savino, to ratify the VILLA ^E MANAGER - renewal of Village Manager Stephen B. Veitch's Employment VEITCH Agreement with the Village, effective June 1, 1996, with a 2% salary increase to a new salary of $98,124, and a one -time bonus check in the amount of $4,000. Motion carried. 6. • r1 96 AN ORDINANCE ASCERIAINING THE PREVAILING RATE OE WAGES FQ S-847 PREVAILING ` • i 1� PAQE AND COOK -COUNTIES, -ILLINOIS: I OF WAGES PUBLIC WORKS IN THE VILLAGE QE OAK BROOK, DAU Pursuant to the provisions of the Prevailing Wage Act, the State requires that each June the Village pass an ordinance ascertaining the prevailing rate of wages for various trades employed in performing construction on public works within the Village. The Illinois Department of Labor has released statistics relative to such prevailing wage rates for DuPage and Cook Counties. The ordinance adopts these mandated wage rates. Truster McInerney reiterated that our residents need to voice their concerns with our legislators of these unfunded mandates, the failed unfunded mandates amendment and the need to change. 'Trustee Kenny asked what would be the ramification of not passing the proposed ordinance. Village Attorney Martens indicated Public Works contracts must reflect the prevailing rate of wages. or this could possibly void any of their contracts. Bid packages were picked up by five (5) companies. Three (3) sealed bids were received on June 5, 1996. T'ne project calls for the paving of approximately 3,400 lineal feet of 8 -foot wide cart paths (adjacent to holes #2, 4, 6/7, 8, 9, and 16). The work is schedL_ed to be completed on either June 25 (weather permitting) or August 13. Staff' also investigated the possibility of using the Public Works Department to pave the paths. The low bid of Park Services was slightly lower than the Village's time, material and equipment costs to do the same work. Funds in the aniount of $20,000 have been budgeted in the Golf Course Improvements Program (14- 8403). Motion by Trustee McInerney, seconded by Trustee Shuma- e, to award a contract, subject to staff review, to Park Services, Hillside, the lowest responsible bidder, at a unit cost of $42.00 per ton (estimate of 365 tons) fbr an estimated total project price of $15,330. I REVERSE 911: REVERSE 911 Village Manager Veitch explained that the Reverse 911 system allows the Village's communications personnel to record emergency messages on disk which can be automatically transmitted via telephone to any designated resident or residents who wish this service. It performs recall until a resident is contacted, including an answering machine. This is one part of our multi- faceted Village - wide communication system. The second generation radio -based system, the community early warning system (CEWS), is no longer used, but a successor is being evaluated by staff. This proposal will be presented to the Village Board as a back -up, radio -based system for specific residents designated in neighborhoods such as homeowner association officers and gate houses. The third part of this system is the siren system which is operational. Village staff has been researching various community notitication technologies over the past number of years. One part of the plan is the purchase of the Reverse 911 system. Some of the advantages of the Reverse 911 system are: 1. Notification of residents during an emergency. 2. Messages from the system can be lets on an answering machine. 3. Public safety warning; /alerts from any of the Village's departments can be posted on the system. 4. The system can notify selected types of individuals or those in specific geographic areas. 5. Information disseminated can be as detailed as required by the circumstances. 6. The system continues to re -dial (frequency determined by the system operator when sending the message) until a message can be left. Motion by Trustee McInerney, seconded by Trustee Kenny, to waive bidding due to sole source, and authorize the issuance of a purchase order to Sigma/Micro, Indianapolis, Indiana. for the installation of the Reverse 911 Interactive Community Watch and Communications System at a total purchase price of $22,000. Trustee Shumate recommended residents request this be a voluntary system offered to our residents. He voiced a concern of liability to the Village unless it is a warning system only. Trustee Kenny commented it is a prudent recommendation, and the vast majority of our residents would appreciate the system. Trustee Shumate asked the Trustee who made the second to entertain the concept of sending a notice to residents whether they wish to participate. T:ie motion remained as stated. Trustee Bartecki suggested this information be included in our Village newsletter with a notice to ieturn the insert if a resident does not wish to participate in this program. Village Manager Veitch stated all listed resident telephone numbers would have to option out of the program while residents with unlisted telephone numbers would be required to sign up for the program. Trustee McInerney explained, as this is one of the objectives of the Village Board, appropriate guidelines be developed of instructions for our personnel. Chief of Police Klatzco explained that CALEA requires a policy statement and procedures be developed for this system. R \ The developer is requesting a reduction in the Letter of Credit in the amount of $91,541.86. Village Engineer Durfey recommends the Celozzi's Subdivision Letter of Credit be reduced by $52,592.10 based upon the amount of the work completed to date and the data submitted as revised. As per the Village's procedures, the Engineering Department has spot - inspected the improvements as they have been constructed and have found them to comply with Village regulations. VOICE VOTE: Motion carried. ,Environmental Concerns inee�ing: Trustee Payovich - Village Manager Veitch commented on the following: 1) 1996 MFT Paving Project - All asphalt has been placed, and this project is drawing to a close with the contractor accomplishing the few remaining miscellaneous items; 2) 1996 Infrastructure Paving Project - Croydon Lane has asphalt base installed, and Chatham Lane should be in a similar situation within the next few days. The contractor will proceed with Windsor Drive and Camden Court when he can schedule a grinding machine within the next two weeks, and 35th Street east of Midwest Road will start on Monday, June 17th and will be closed during reconstruction; and 3) A problem has arisen with acquiring the permanent easement from Northern Illinois Gas (NIGas) at the southwest corner of 22nd Street/York Road. Apparently, the Illinois Department of Transportation (IDOT) always goes to condemnation on past NIGas items but neglected to inform the Village last fall when land acquisitions began. The Village is proceeding with land acquisition of the other three parcels and should soon be in a position to bring this to the Board for action. The NIGas delay may delay the project about 5 months. The Village has requested IDOT District Engineer, Dwayne Carlson, to consider installing a temporary traffic signal, from the exit of the tollway on York Road, as part of this project. Trustee McInerney explained that due to the York Road badge construction, there is an inordinate amount of westbound traffic on Oak Brook Road. Could a timing change be made at the bridge signal? Village Manager Veitch will investigate this with IDOT. References on both vendors have come back favorable, with the technology team meeting on June 21 st to select one finalist. Sunday hours will resume the week after Labor Day on September 8th. The Library will close at 7 P.M. on Wednesday, July 3rd and be closed all day on Thursday, July 4th. Hours have also been scheduled in the Samuel E. Dean Board Room at 7:30 P.M. -8:30 P.M to speak with the architects. The Oak Brook Library Display Case features the Oak Brook Women's Garden Club and gardening ideas Two new modem lines have been installed in the Library; one at the Resource Desk and one at the Circulation Supervisor's desk facilitating easier access to Illinet- Online and other local resources. Internet access is now available for reference use. The Oak Brook Hotel, Convention and Visitors Committee meeting was cancelled due to a lack of a quorum. personnel & Public Safety: Trustee Kenny - The "Home Fire Safety Inspection Program" has been started. Through the cooperation of the Oak Brook Civic Association, a mailing has been sent to all homeowners within the Village offering this program to their family. Approximately 3,000 flyers were distributed. In addition, each Homeowners' Association President was advised of the program, asking them to advi their members. To date, approximately five (5) homes have been inspected, Lnd the balance of requests will be completed in June. lag I & Zoning: Trustee Shumate - Both Appeals pertaining to the Building Inspector's Determination of the Institute in Basic Life Principles' current land use have been continued to September 3, 1996. The hearings regarding the Text Amendments to remove the amortization provisions and to approve the other proposed Zoning Ordinance changes will begin with the Plan Commission on June 17, 1996 and the Zoning Board of Appeals on August 6, 1996. The Montalbano Condominium proposal, along Harger Road near Salt Creek, hearings will begin with the Plan Commission on July 15, 1996 and the Zoning Board of Appeals on August 6, 1996. The Comprehensive Plan and Zoning Ordinance update b &3ed on the Lohan Study was discussed at the Committee -of- the -Whole meeting on Monday, June 8, 1996. The Montalbano two -lot resubdivision of the property on Harger Road approximately 300 -feet south of Yorkshire Woods will be delayed. The submitted documentation for the Flood Plain Special Use is not complete. Tentatively this will be scheduled fear the Plan Commission meeting on July 15, 1996 and for public hearing at the Zoning Board of Appeals for August 6, 1996. A few problems were encountered, however they have been rectified. Valve exercising is more than 90% complete, and this program objective should be completed within the next two weeks. Work is almost complete on the Village's secondary water main feed which will connect Reservoir A to the Village's transmission main at York Road and 22nd Street. All storm sewer inlets for this year (300) have been cleaned by contract. It is the Village's intent to clean 25% of the system annually. Parkway and street restorations are 90% complete. Due to the weather, this activity was extended. Crews will begin asphalt work during the next few weeks and have already started scraping and painting street name sign poles. The Village's new landscape contractor has begun work throughout the Village cutting grass. Again, due to the weather, some areas have to be addressed. Villag Clerk: Clerk Gonnella- Attended a Municipal Clerks of Illinois seminar in Jacksonville, Illinois in April and met with Mark Sorensen, Secretary of State Records Division, to discuss optical disc storage. The Clerks plan to work with the Local Records Commission and Secretary of State Ryan for improved techniques of permanent record storage, to discuss their concerns of the two tiered voter registration procedures and methods of improved registration. In May, attended the 50th International Institute of Municipal Clerks convention in Albuquerque, New Mexico. Frank Shafroth, Director of P(,,'.:ry and Federal Relations, National League of Cities, gave an excellent seminar on how to strategically affect the legislative process and make a difference. The Clerks hope to bring his expertise to the Illinois Municipal League conference in September. RECOMMENDATION TQ JOIN IHE FELQNY INVESTIUATION ORD.96 -AG -S -848 ASSIST,, CE TEAM (FIA,Ti: FELONY INVESTIGA TION ASSISTANCE The Felony Investigation Assistance Team (FIAT) is a specialized TEAM (FIAT) police mutual aid organization that pools investigators and evidence technicians to assist in investigation of major crimes. FIAT was organized in the mid- 1980's and has been an invaluable source of assistance to the participating agencies. Although membership has normally carried a nominal fee (used to acquire and maintain items of specialized equipment owned in common), the organization has temporarily suspended annual dues based on its current financial condition. Staff expects dues to be re- instituted at some time in the future. Village Manager Veitch and Chief of Police Klatzco recommend that Oak Brook join with the 13 municipalities that have previously executed the : ntergovernmental agreement and become a member of FIAT. Motion by Trustee Kenny, seconded by Trustee Bartecki, to adopt Ordinance 96 -AG -S -848, "An Ordinance Authorizing Participation In The Intergovernmental Police Service Assistance Agreement And The Felony Investigation Assistance Team ". The request is consistent with the al-plicable provisions of the policy. This is a single lot of record and the lot abuts an existing water main. Village Engineer Durfey and Superintendent of Public Works Meranda advise that this application will not have substantial impact on the ability of the water system to serve the present and future needs of its customers within the Village and the Accredited Area. The applicant has agreed to be bound by the standard provisions and restrictions of the Village's form of Water Service Agreement. Trustee Savino explained that this water service request is outside of the Village and not within the certificated area. It is indicated by Superintendent of Public Works Meranda that this would have little affect on the Village's water system. There is no other available water service for the applicant except to dig a private well. President Bushy commented if the proposed restaurant was positioned differently on the property, it would be within the certificated area. Trustee Kenny voiced his concern with setting a precedent. Village Manager Veitch explained that the applicant meets all the requirements of the provisions of the Village's policy regarding outside the certificated area of the Village. President Bushy asked if the applicant could position their building into the certificated area. Motion by Trustee Savino, seconded by Trustee Bartecki, to approve, in concept, provision of water service to Flatlander's Restaurant and Brewery, to be located at Butterfield Road and TransAm Plaza Drive, and authorize the Village Attorney and staff to prepare a Water Service Agreement for final consideration by the Board.
