MEETING CALL: MEETING CALL The Regular Meeting of the Board of Trustees was called to order by President Bushy in the Samuel E. Dean Board Roam of the Village Commons at 7:35 p.m. Pledge of Allegiance was given. 2. ANNOUNCEMENTS _& OPEN FORUM: ANNOU711C "fS AND President Bushy noted improvements in the Samuel E. Dean Board Room with OPEN FoRu�g installation of a podium for guest speakers and a press table. Suggestions for a user friendly configuration of the Board Room are welcomed. President Bushy announced the 1995 Park District "Music in the Park" Concert Series brochures are available in the Village Hall. Village Manager Veitch announced, at the Committee -of- the -Whole meeting of June 12, 1995, it was a consensus of the Village Board to adjust the water rate structure in recognition of the rebates to be received by the Village from the DuPage Water Commission. The water rebates total approximately $2.4 million. A new monthly service charge of $5.00 per customer, whether water is used or not, will be placed in ordinance form for Village Board approval at their meeting of June 27, 1995. A consumption rate of $2.35 will also be implemented with further review periodically, as 1998 is projected to increase to $3.10. Commercial will be billed monthly, and residential residents will be bi- monthly. The water rebate will occur over the next two and a half years. 4. ORDINANCE 95- ZO -SU -S -809 AN ORDINANCE GRANTING A SPECIAL USE FOR EDUCATIONAL AND CULTURAL FACILITY (3400 ST. PASCHAL DRIVE): The ordinance grants a special use to Atelier International and certain named sublessees to use a portion of the Mayslake property as an educational and cultural facility devoted to the performing arts, music, visual arts and crafts, subject to the conditions set forth in Section 3 of the ordinance. The conditions address sublicensees, noise, parking, and limited residential use of the facility. This special use is only permitted in the C/R District. The subject property is owned by another governmental body, the DuPage County Forest Preserve District. The special use automatically terminates if a Certificate of Occupancy of the Friary has not been issued within two years from the date of adoption of the ordinance. The Village Board must further grant a permit. The ordinance clearly authorizes the Fire Chief to issue permits for the public display of fireworks. Personnel & Public Safety: Trustee Kenny - The Bicycle Patrol of the Police Department is underway. Officers are patrolling subdivisions, the pathway system and our shopping center. The Fire Department has announced the resignation of Firefighter Mike Rogers and Captain Charles Templin. Firefighter Rogers has served the Village for 28 years and served as one of the three original one -man firefighter shifts. Captain Templin has served the Village since May, 1973. Planning & Zoning : Trustee Shumate - Announced the Committee-of-the- Whole agenda discussion of the Sports Core, Tennis Dome and Library. Public Works & Cable Television: Trustee Savino - Public Works has completed the tree pruning project. Staff has met with Continental Cablevision to discuss televising Board meetings. Financial costs are being studied, as audio and lighting upgrades will be necessary in the Board Room. Equipment needed would be three cameras, a monitor, a switching device and an operator for the equipment. A comprehensive report should be forthcoming in the near future. VILLAGE OF OAK BROOK Minutes k, Rage 5 of 11 June 13, 1995 kA re , I e • Village Clerk: Clerk Gonnella - Attended the annual conference of the International Institute of Municipal Clerks in Louisville, Kentucky in May. The Conference seminars centered on the following topics: Implementation of an Electronic Document Management System; Navigating the Information Highway; A Disaster Preparation and Recovery Program; and Positive Leadership for the 21st Century Performance Team. Village President: President Bushy - Commented on the Ethnic Fest presented by School District 53 at Butler School. Since this activity has grown, the School District has requested the Village to participate in the Festival. Meetings have been held with the Civic Association, Park and School Districts. July 4, 1996 is being considered with day -long activities on the Sports Core properties. Information is being gathered and will be presented to the Village Board for their approval. President Bushy acknowledged this concept mirrors Paul Butler's vision of the use of the Sports Core property. The concept will be staffed by volunteers from different organizations. Any recommendations are welcomed. The DuPage Mayors and Managers Conference has been negotiating the franchise fees for electricity with Commonwealth Edison. The suburbs have subsidized the City of Chicago with these franchise fees. The DuPage Mayors and Managers and other councils of government were successful in the Illinois Commerce Commission changing these allocations. The fee was 1.6% and is now reduced to .53 %. This is lowered from $1.40 to $.47 per household per month. This will be a savings of $32,978 to the Village residents annually and to the County, an annual savings of $2,733,000. Two seminars have been organized for the On -Site Assistance Program. Emergency Management training sessions for elected officials and staff are scheduled for a half -day workshop June 21, 1995 anj a one -day workshop July 20, 1995. The Village Trustees should notify Village Manager Witch if they wish to attend. President Bushy announced Gayle Franzen, DuPage County Board Chairman, will be a guest speaker at the Civic Federation of Chicago luncheon June 21, 1995 at the Hotel Nikko. Trustees are to contact Village Manager Veitch if they wish to attend. President Bushy asked the Trustees to consider appointing some type of a Community Events Commission. She requested consideration of discussions by appointed residents, as advisors to the Village Board, to celebrate the year 2000. Trustees are to contact President Bushy with any suggestions, as it will be presented to the Village Board in the near future for consideration. UNFINISHED BUSINESS: A. AWARD OF CONTRACT - EQUABLE & MOBILE RADIOS: Bid packages were sent to seventeen (17) firms. Competitive sealed bids were received on May 31, 1995 from eight (8) companies. The vendors' prices are good through the end of June, 1995, due to a Motorola rebate which expires June 30, and because pricing for this type of equipment constantly changes. Motion by Trustee Bartecki, seconded by Trustee Payovich, to award contracts to Chicago Communications, Chicago; Illinois Communications, Chicago; and VHF Communications, DesPlaines, subject to staff review, based on unit prices from the lowest responsive bidders for each type of radio, in the total amount of $22,775.75. AWARD OF CONTRACT -'1995 CRACK SEALINO_PROJEC I Prospective bidders were required to be Illinois Department of Transportation prequalified for this work. Bid packages were picked up by six (6) companies. Three (3) competitive sealed bids were received on June 7, 1995. Motion by Trustee Payovich, seconded by Trustee Bartecki, to award a contract, subject to staff review, to S.K.C. Construction, Inc., DesPlaines, the lowest responsible bidder; and based on the unit price of $.903 per pound of Fiber - Asphalt Crack Sealing material, for an estimated total project price of $44,550.40. REQUEST FOR EXTENSION OF COMPLETION DATE - YORK LAKE YORK LAKE SUBDIVISION IMPROVEMENTS: strsDIUSION - ---- -- IMPxuvEMM The Subdivision Improvement Agreement for the York Lake Subdivision is dated October 21, 1991 and states that all improvements are to be completed within three (3) years following that date. At the Village Board meeting of October 11, 1994, the Board considered a request from the developer for a completion date extension and subsequently approved a seven -month extension to May 21, 1995 which would allow for springtime construction. Motion by Trustee Shumate, seconded by Trustee Payovich, to approve an extension of six (6) weeks, to July 21, 1995, for the completion date for the York Lake Subdivision subject to the subdivision's security also being extended one (1) year past the revised completion date. VOICE VOTE: Motion carried. The petitioner stated the subdivision's security will be extended one (1) year past the revised completion date. D. REQUEST FOR EXTENSION OF COMPLETION DATE - COVINGTON COVINGTON SUB. - SUBDIVISION - COMPLETION OF WHITEHALL PARK SUBDIVISION COMPLETION OF: IMPROVEMENTS: WHITEMLL PARtt SUBDIVISION + On November 8, 1994, the Village Board granted the request of the IMPROVEMENTS developer to extend the completion date of the Whitehall Park Subdivision improvements from November 16, 1994 to June 15, 1995. This followed a previous extension from June 16, 1994 to November 16, 1994. Although significant work has been accomplished, several items remain outstanding. A letter dated June 8, 1995 from Bill Cussen, Engineering Department, to Dominic Imburgia, President, Covington Court, Ltd., lists the outstanding construction items. In addition, documentation as I required within the Subdivision Improvement Agreement and the + Subdivision Regulations also needs to be completed. A letter dated June 6, 1995 from Phyllis Muccianti, Vice President, Covington Court, Ltd., requests that the completion date be extended to September 16, 1995. Village Engineer Durfey explained the ccnstruction of the bike path and burying of overhead utility lines, will be placed in the Covington Subdivision completion and removed from the Whitehall Park Subdivision. This will be presented to the Village Board as a change in the Subdivision Improvement Agreements between Whitehall Park and Covington. Lines will have to be lowered for the pathway. The project may not be completed until 1996. Motion by Trustee Shumate, seconded by Trustee Payovich, to approve an extension of approximately three (3) months, new completion date being September 16, 1995, for the completion of the Whitehall Park Subdivision improvements and required documentation subject to the subdivision security also being extended to one (1) year past the revised completion date, September 16, 1996. Conversion fee is a provision in the Village's plan which allows former employees to elect to convert to an individual policy with the selected vendor after their rights under COBRA have expired. Claims are administered by Health Plan Management, and staff recommends a one -year renewal. 7. Renew with the current vendor, American International Group (AIG) which provides $50,000 group term life insurance and AD & D coverage to all full -time employees. 8. Renew with Vision Service Plan (VSP) for the coming year as its provider for vision insurance. Motion by Trustee Kenny, seconded by Trustee Bartecki, to authorize the Village Manager to enter into agreements for the annual renewal of specific and aggregate stop -loss insurance, third party administration, plan administration, group life insurance, and group vision insurance for the period July 1, 1995 through June 30, 1996. Trustee Shumate commented, with ADA requirements, once the Village has a health insurance plan, one may not remove any coverages.
