MEETING CALL
The-Regular Meeting of the Board of Trustees was called to order by President
Cerne in the Samuel E. Dean Board Room of the Village Commons at 7 :30 P.M.

Assessment for 1981 Claim Year and Second Supplemental Assessment for

To authorize payment to IRMA for the First Supplemental Assessment for
1981 Claim Year in the amount of $4,230.00 and for the Second
Supplemental Assessment for 1982 Claim Year in the amount of $4,576.87.

President Cerne summarized the discussion held at the Cbmmittee-of-rhe-
Whole 14eeting of June 9, 1986 and the results of the survey conducted
by the Saddle Brook Community Association as well as further specifics
submitted by Continental Cablevision.

cablevision to the entire Village.

To approve and authorize the Village President and Clerk to execute the
Agreement with McElroy Furs for water service to the subject property.

Tennis Court conversion with separate bid for the installation of three
j (3) outdoor drinking fountains. Bids to be received Monday, July 14,
1986 at 10 :00 A.M.

F. Cass /Midwest S -Curve /35th Street Right -Turn Lane — Bid Recommendation:
Three (3) bids were received on June 16, 1986.

To award a contract to Crowley- Sheppard Asphalt Company, the lowest
responsible bidder, for the construction of a right -turn lane at Cass/
Miawest /35th Street in the amount of $49,266.45.
Trustee Bushy abstained from voting due to temporary absence during
discussion.

VI. NEW BUSINESS•
A. Malloy (Sav -Way Liquors - 382 York Road):
1. Flood Plain Special Use and Flood Plain Variation:
On May 19, 1986, the Plan Commission was unable to :rake a
recommendation (only four (4) members present) ano on June 3, 1986 the
Zoning Board of Appeals recommended approval of a Flood Plain Special
Use and Flood Plain Variation to allow for construction of an addition
at a first floor elevation of less than three (3') feet above the high
water level.

To concur with the recommendation of the Zoning Boaro of Appeals to
approve the Flood Plain Special Use Permit ana airect the Village

Attorney to prepare the necessary document with the Plan identified as
the Site Plan Layout, as last revised June 18, 1986, to be made part of
same.

To concur with the recommendation of the Zoning Board of Appeals to
approve the Flooa Plain Variation at one (11) foot instead of three
(31) feet above the 100 —year flood elevation (645 feet) and direct the
Village Attorney to prepare the necessary document to effectuate same.

2. Zoning Variations:
On June 3, 1986 the Zoning Board of Appeals recommended approval of
three (3) Variations in conjunction with the proposea addition and
parking lot mooificati.ons.

To concur with the recommendation of the Zoning Boara of Appeals and to
airect the Village Attorney to prepare the necessary orainances
approving the Variations for 1) construction of a driveway 55 feet in
wioth which exceeas the 30 —foot maximum permitted; 2) reduce the
required number of parking spaces for the mixed —use development from 80
to 60 conditioned that if deemed necessary by the Village of Oak Brook,
the owner be required to provide the additional spaces; 3) allow for
the building to be set back 91 feet instead of the required 100 —foot
setback for the sake of consistency with the approved existing setback.

3. Historic Graue Kill Gateway Area — Certificate of Appro2riateness:
On May 19, 1986, the Plan Commission recommended approval of the
Gateway Development Plan arawn by Norman A. White & Associates, Inc.
dated May 12, 1986.
Trustee Philip moved, seconded by Trustee Rush...
To concur with the recommendation of the Plan Commission approving the
Gateway Development Plan as submitted and direct the Village Attorney
to prepare the necessary documentation to evidence approval of a
Certificate of Appropriateness.

B. Annual Benefit Softball Game:
The 12th Annual Benefit Softball Game to be held on September 6, 1986
by the Oak Brook Police Department /Oak Brook Rotary against the Chicago
Blackhawks with proceeds being donated to the West Suburban School for
Retarded Chiloren locates in Lombard, Illinois. Festivities include
rides for the crildren on fire trucks.

C. Glendale Avenue Parking:
Discussion was held on parking on the North side of Glendale Avenue.
Staff was directed to discuss this matter with the Village of Hinsdale.

Village of Oak Brook - Text Amendment and Zoning of Illinois State Toll
Highway Authority and State of Illinois properties -- Referred to the
Plan Commission meeting of July 21, 1986 and the Zoning Board of
Appeals meeting of August 5, 1986.
E. Open Forum:
Residents objected to the allocation of water to developments outside
of the Village while a sprinkling ban is in effect for the residents
and that there be no more zoning for business uses.
Discussion with a resident of Timber Trails on the completion of the
exterior of the Hyatt House parking garage.
Discussion on the landscaping cycle at the York Road and Oak Brook Road
intersection.
Attorney Martens advised the Boaro that Vitale Fireworks Company cannot
get insurance coverage in excess of $1 million.
