T he Regular Meeting of the Board of Trustees was called to order by President
Bushy in the Samuel E. Dean Board Room of the Village Commons at 7 :34
p.m. Pledge of Allegiance was given.
The Clerk called the roll with the following persons
PRESENT: President Bushy, Trustees Bartecki, Kenny, McInerney, Savino
and Shumate.
ABSENT: Trustee Payovich.
IN ATTENDANCE: Stephen B. Veitch, Village Manager; Michael A. Crotty,
Assistant to the Village Manager; Tom Hawk, Director of Code Enforcement;
and Bruce F. Kapff, Director of Information Services & Purchasing.

President Bushy commented that the last heavy rainfall in Oak Brook
necessitated our Village's request of DuPage County to open the 12-1nihurst
Quarry due to the rise of Salt Creek. DuPage County Chainnan, Gayle
Franzen, responded to our needs and averted flooding in our community.
President Bushy introduced Anthony Charlton, Project Engineer, for the
Elmhurst Quarry. He had previously demonstrated a video tape to President
Bushy, as a member of the DuPage County Stormwater Committee, of the
process to divert Salt Creek water to the Quarry. She had requested his
presentation of this video for the Village Trustees . Mr. Charlton explained the
processing of the stormwater through the Quarry while the Trustees viewed the
video. He stated the cost of the Quarry is approximately $61,000,000. It
would have cost taxpayers $166,000,000 if it had to be totally built. There is
approximately 11,000 acre feet of storage on the site, and it is fairly
inexpensive; at a cost of $6.000 per acre foot. The project is approximately
$5,000,000 under budgeted costs.
Joseph Fullan, 122 T ;-- iberview, commended the Public Works Department for
their outstanding c:forts in rep ►iring the water main break can June 10, 1906
on Timberview Drive. Damage occurred to the affected areas, and it was
restored properly and efficiently. All the affected property owners had

supervisors, Lee Hammer, Street Foreman, and Doug Patchin, General
Foreman, and staff for their efforts.
President Bushy acknowledged Superintendent Meranda's efforts in
responding quickly to these types of incidences by his instituting the water
valve exercise program to train our personnel efficiently in this area. She
thanked Mr. Fullan for his comments acknowledging statl's efforts.
Cyrene Grierson, 100 Forest Trail, inquired if the Mosquito Abatement
Program could be increased due to the large amount of rainfall. She requested
offering continuous set-vices of mosquito spraying.
President Bushy commented that Clarke Environmental Mosquito
Management, Inc. has stated the mosquitoes are a regional problem, but they
will have their employees walk on foot in forested areas of the Village to spray.
This evening their trucks will complete the spraying of the Village, and on
.tune 27th and 28th their employees will be walking to spray the forested areas.
Monies are available in the budget if further spraying is needed. There is a 1-
8001'-lot Line to report problems so that Clarke is aware of the situation.

minutes of the Committee -of- the -Whote Meeting of June 10, 1996 as presented

Motion by Trustee McInerney. seconded by Trustee Shumate, to approve the
minutes of the Regular Meeting of June 11, 1996 as presented and waive the
full reading thereof. VOICE VOTE: Motion carried.

Motion by Trustee McInerney, seconded by Trustee Bartecki, to
concur with the recommendation of President Bushy and appoint
Tony Mira, the new General Manager of the Renaissance Oak Brook
Hotel, to the Oak Brook Hotel, Convention and Visitors Committee,
to fill the term held by the previous Manager, Deborah Karcanes, term
to expire Febmary 28, 1997. VOICE VOTE: Motion carried.
Motion by "Trustee McInerney, seconded by Trustee Bartecki, to
concur with the recommendation of President Bushy and re- appoint
Stelios Aktipis, as Chairman of the Plan Commission, term to expire
May. 1999. VOICE VOTE: Motion carried.

President Busby read in its entirety a Resolution commending Mario
C. Vescovi for his service as a member of the Zoning Board of
Appeals from June, 1993 through June, 1996.

Resolution 96 -AP -R -672 as presented. VOICE VOTE: Motion
carried.
This agreement provides that, when requested by Briarwood, the
Village of Oak Brook Police Department will enforce a 25 m.p.h.
speed limit on the private streets in Briarwood and will enforce a stop
sign at the entrance to the subdivision; Briarwood agrees to pay for
the Village's officers' time at the special duty rate then in effect, with
a minimum charge of two hours. The Village has a similar agreement
with the Midwest Club. State statute provides that the corporate
authorities may enter into agreements such as the one proposed by
Briarwood.

Ordinance 96- ABC- EX 1 -S -84( "An Ordinance Authorizing Execution
of an Agreement for Enforcement of Certain Traffic Regulations for
Motor Vehicles in the Briarwood Lakes Subdivision in the Village of
Oak Brook ", as presented and waive the full reading thereof. ROLL

Bid packages were picked up by eight (8) companies. Five (5) sealed
bids were received on June 12, 1996. Martam Construction's bid is
$17,141 wider budget and $57,157 below the engineer's estimate.
The drainage work will be performed in various areas of the Village
as follows:
1. White Oak- LauNu1bgm Lane. Water currently ponds within
the existing ditch along the south side of the pavement. This project
installs a storm sewer and inlets.
2. 42-51 Baybrod Lane. The existing roadside swales pond water
due to improper elevations and some driveway culverts being at
improper elevations. This will reinstall two driveway culverts and
regrade three swales between culverts.
3. 19 -23 Royal _Vale Dom. The existing roadside swales do not
work properly due to flat grades and one culvert being backpitched.
This project installs a storm sewer and inlets.
4. 3.-55 M adowood Dave. this area currently has roadside ditch
ponding and private property ponding. This project will install a
storm sewer and inlets in the right -of -way to provide a positive outlet.
5. 9 Hunt Club L=[U= Qub Drive. Water currently ponds
within the existing ditch along the southeasterly portion of Hunt Club
Drive. This project will install underdrain under the ditchline.
Funds in the amount of $100,000 have n�een budgeted in the
Stormwater Management Improvements Program (16 -4602) for this
work.
Motion by Trustee Kenny, seconded by Trustee Bartecki, to award a
contract, sub, ect to staff' review, to Martam Construction, Elgin, the
lowest responsible bidder, based on the unit prices listed in
Purchasing; Director Kapff's bid tabulation, for an estimated total
project price of $82,859. ROLL CALL VOTE:
Ayes: 5 - Trustees Bartecki. Kenny. McInerney, Savino and
Shumate.
Nays: 0 - None.

The Becker property is a small lot on the east side of Lincoln near
Oak Brook Road. The property is entirely - .nTounded by property
owned by the Village. In 1984, the 'Westchester Park Resubdivision
alleys adjacent to this lot were vacated, and the land was apportioned
to the adjacent property holders, the Becker lot and the Village. The
manner in which this vacated alley was split placed the Becker's
driveway across Village -owned land. To solve this problem, it was
determined to transfer by sale a small portion of Village property to
the Beckers. State statute allows such a transfer. In order to
.ccomplish such a transfer of property, the Village Subdivision
Regulations require a Subdivision approval, and the Village gave the
Beckers the standing to proceed with a Subdivision petition. Since
the Becker property is an existing nonconforming lot, as to lot area
and width; and the Subdivision Regulations requires compliance with
the Zoning Ordinance minimums, approval of variations will be
necessary.
The Plan Commission and Zoning Board of Appeals have held the
required hearings. The Plan Commission has recommended approval
of the Subdivision, and the Zoning Board of Appeals has
recommended approval of the variations. Both the Plan Commission
and the Zoning Board of Appeals conditioned their recommendations
on the basis that the Plat deficiencies be corrected to file satisfaction
of Village Engineer Durfey prior to their recommendations being
taken to the Board of Trustees. A plat revision along with a plat of
abrogation has been submitted, and Engineer Durfey has indicated
that it is now acceptable. There has been no public testimony or
comment on this issue.
Motion by Trustee Shumate, seconded by Trustee McInerney, to
authorize the Village Attorney to draft the required ordinance and
resolution for approval at the next regular Board meeting.

McInerney, to state that these documents should be held for inclusion
with the procedures and documents necessary for the sale of the
Village -owned portion of the vacated alley to the Beckers. VOICE
