l. MEETING CALL:
The Joint Special meeting of Wednesday, June 29, 1994 was
called to order by President Bushy in the Samuel E. Dean Boa.'d
Room of the Village Commons at 7:52 p.m.
The Clerk called the roll with the following persons
PRESENT: President Bushy, Trustees Kenny, McInerney, Payovich,
Shumate and Skinner.
ABSENT: Trustee Bartecki.
IN ATTENDANCE: Stephen B. Veitch, Village Manager; Vince
Long, Assistant to Village Manager; and Tom Hawk, Director of
Code Enforcement.
IN ATTENDANCE: Champ Davis, Chairman, Zoning Board of Appeals;
Zoning Board of Appeals members Dorothy E. Dosedlo, Paul Goeken
Martis and Manu Shah; Alfred P. Savino, Chairman, Plan Commission;
Plan Commission members Stelios Aktipis, Thomas B. Doyle, George
C. Mueller and Anthony G. Tappin; Kit Barbaro, Executive Director
of OBACI and OBACI Board members Paul Goeken Martis, Steve
Kozarits and Raymond Stanis of JMB Retail Properties.
2. WORKSHOP AND GENERAL DISCUSSION WITH LOHAN ASSOCIATES REGARDING
THE COMMERCIAL AREA COMPREHENSIVE PLAN/ZONING ORDINANCE UPDATEC-0
President Bushy addressed the Board of their responsibility to
protect the value of the property in the community invested by its�i
residents whether residential or commerical. She noted the 50-50
split between the two types of residents being a good balance.
She further stated that this Board has the courage to seek the
vision of Paul Butler's image of what the Village is perceived
and what should continue. She complimented Staff and the Advisory
Boards for their vision to give of their time and effort to �
the future of the Village. We begin this process with our |
contractor, Lohan Associates, to the Village's future and our
responsibilities.
Dirk Lohan, Lohan Associates, addressed the Village Board on the ..
procedures for the Comprehensive Plan Update. Questzons the Board
must address: Is if the Village is moving forward? Does the Code
need to be revised to allow stimulation of a more desirable future
of Oak Brook? His firm is gathering information presently and `
wishes the Boards to discuss their concerns. Mr. Lohan requested
the Boards to brainstorm this evening with their concerns of the
future of Oak Brook.
Mr. Lohan stated Aaron Gruen, Gruen Gruen W~ Associates, will

and the open space element. This functions as the central
business district of DuPage County. Here is an opportunity to
increase its synergy. Looking at the infrastructure and analysis
of accessability, we have to enable selected development to
minimize congestion, improve intersections and move circulation
and not just to react to its development. Oak Brook is a
preminent edge city of Chicago. How do we maintain viability and
desirability with age. Look at new planning theories in the
suburbs. Merge with vision and leadership to enhance a sense of
community and commerce.
Mr. Lohan stated Dave Miller, Metro Transportation, will address
the traffic congestion and how to minimize it. Areas they will
research is what the work place will be 5 to 20 years front now
and the potential of telework centers. How can the Village set
an example in transportation +or,other communities with the
Clean Air Act affecting people driving to work in Oak Brooks
There are 6.000 employees affected by the Employee Commute
Option program in Oak Brook. Their companies must reduce their
employee travel to and from their work site. Oak Brook could
provide an innovative way to deal with this.
President Bushy noted this topic will be a very real component
of the plan as OBACI is also working in this area.
Mr. Miller suggested this be looked at positively by companies
rather than negatively. Parking garages could be reduced for a
company as one example. McDonald's is becoming involved in
telecommunications as part of their reduction of travel time
or expanding facilities.
Greg Furda, S-idley & Austin.. suggested Lahan Associates will do
the vision of the Village and he will draft his concepts into
ordinances and then work with Village Attorney Martens.
Aaron Gruen stated his firm will be interviewing the local
development community, business owners, tenants and property
owners in the commercial district to identify their concerns
and evaluate alternatives to resolve these concerns.
Terry Wendt stated after a twelve month process they will arrive
at a revised Comprehensive Plan for the commercial district of
Oak Brook and revisions to the zoning ordinances that support
the purposes of the Comprehensive Plan. Phases will include
an initiation process of looking at historical plans. A small
report will be given a+ how Oak Brook developed, what the
original values and visions the Village wants to perpetuate
and ones you may wish to challenge and change. Interviews will
take place of the commercial residents, who is affected by these
existing restrictions of the Comprehensive Plan and Ordinance
and what would they like to see different . Dave Miller will
study the existing traffic patterns, congestion points, where
there are good things in the traffic flow and pedestrian
circulation. They will study utility and drainage issues, what
the Village requires, any restrictions or enhancements.

20 years. A workshop will be set to review this followed by a
preliminary concept report in November. In Januaryv Lohan
Associa'.es will address a public accessment rot ea what residents
wish,, their constraints, and the current regulatory limitations
and the image of the future of Oak Brook. Then they will go to
the citizens of Oak Brook, a small but well focused resident
survey, and review their findings. A public forum Will also be
conducted then. February through March a final concept will be
developed of the image of Oak Brook. April through June the
Plan and Ordi nano- e will be revised and brought for review by the
Boards for a public hearing process. This will be a five month
process.
Mr. Lahan requested the Boards begin a dialogue of their concerns
to the future of Oak Brook. Trustee Kenny voiced a concern for
the commercial district being vacant and obsolete. He suggested
a need to address the land use in the commercial area.
Trustee McInernev noted the external forces that have changed in
the United States. Industries downsizing, merging, and people
moving to the sunbelt areas. What trends, competition or
legislation affect the Village? Identify trends as they occur
and have the ability for the Board members to continually review
this issue. He asked that the Boards know the Village's
strengths. find its target market and put effort forward to
bring companies to Oak Brook.
Trustee Skinner suggested the redevelopment of the Village's
prime property is a major concern for the Village.
Trustee Shumate requested the commercial residents be asked what
is needed to keep them in our community. What can be done for
better transportation from our community to other areas. The
Village should provide easement property for fiber optics.
Should a post office be located in the shopping center?
Trustee Payovich inquired into how we incorporate this plan and
have would other governmental agencies comply with this especially
in our roadway system.
Dave Miller suggested identi+ying the problem areas, taking a
proactive approach and meet with the appropriate agencies.
President Bushy noted working with IDOT and the Tallway Authority
to address the 22nd street and toll way configuration as our
commercial residents are concerned with the confinement of that
area..
Paul Goeken Martis requested discussions with the homeowner
associations.
Champ Davis urged the Board to consider a digital consultant
due to the video compression technology. This may change the
use of hotels. meeting space, offices and the use of an
electronic home work space.

Tom Doyle suggaed easy access to the shoing center - for our
commercial residents. Trustee Skinner noted mixed usage of
property, day care center, exercise facility, 7-11 store could
be located in one building.
Mr. Lohan noted McDonald' is use of shuttle service for- their
employees. Perception of a shuttle service needs to be
addressed to market it properly.
Trustee Shumate urged certain areas are not in our control
such as the Tollway Authority and to include this in the
project as to how to work e++ecti vet y with them. There are
areas that have not been developed in surrounding communities.
Should these properties be -;,.ncorporated into the Village so
as to ensure a project does not potentially impact the Village.
Tony Tappin suggested zoning regulations that would attract
businesses to the Village presently and twenty years from
now.
Mr. Lohan stated the Plan is a living record and it will evolve,
develop and change. The ordinances tend to be rigid but needs
to be flexible enough to serve the Village well over time.
Oak Brook has a reputation for being difficult and this needs
to be addressed.
President Bushy asked the mission and vision of the Board should
address this. It will take team work to do this and asked the
advising boards to think of areas the Board does not see and
help to -develop this to the future of Oak Brook.
President Bushy asked that the Village find a method to bring
it to the forefront as an excellent commercial district.
Tony Tappin requested building a strong alliance with our
corporate executives. President Bushy stated she spends
considerable time with the corporate executives of Oak Brook
and OBACI members. Village Manager Veitch will also be meeting
with these executives.
Paul Goeken Martis pledged his support representing the interest
of the commercial and retail residents of Oak Brook and will
also contact executives.
Resident Bill Lindeman asked why this project was limited to
commercial and not residential areas of Oak Brook. Does Lohan
Associates agree with this limitation? Does anyone see a
benefit from the residential area'
President Bushy commented that it is included in the scope of
the contract. It was kept separate from residential and
corporate so that our residents did not think that some areas
like Briarwood Lakes would become a commercial area.
Mr. Lohan stated they are only reviewing the technical
boundaries of zoning that are non-residential areas. Open
space will be addressed. It will not affect existing
residential areas.

President Bushy stated if en open space is addressed. concerned
residents will have input and any needs to be addressed.
President Bushy thanked members of the advisory boards for
attending the meeting and asked them to contact Lahan Associates
if they had any ideas to share.
