VILLAGE OF OAK BF40K MINUTES OF July 9, 1974 I 'MEETING CAL G A. Roll Call The regular meeting was called to order at 8:00 P.M. by Trustee Rush. President Howell and Trustee David F. Swain, Jr. were absent. All other trustees were present. Trustee Congreve moved - seconded by Trustee Brown... That Trustee Rush be appointed President Pro Tem in the absence .if President Howell. Voic© vote - all in favor. So ordered. II RBADINC OF MINUTES Trustee Baschen moved - seconded by Trustee Brown... That the reading of the minutes of the regular meeting of June 21:, 1974 be suspended and that they be accepted as submitted. Voice vote - all in favor. So ordered. III ORDINANCES, RESOLUTIONS, VARIATIONS, PIATS, ETC. A. Resolution - Robert W. Iiavey - R -160 President Pro Tem Rush read in its entirety a proposed resolution commending Robert W. Havey for his past service as a member of the Police Pension Fund from 1966 to 1974. Trustee Brown moved - seconded by Trustee Congreve... That Resolution R -160 as presented be approved. Voice vote - all in favor. So ordered. B. Resolution - Illinois Dept. of Transportation - R -161 Each trustee was provided with a copy of a memo dated July 2, 1974 from Engineer Littleton relative to the request of Illinois Dept. of Transportation to adopt a resolution that would allow the village to do work in the State right -pf -ways without acquiring additional permits for the calendar year. This would be an annually renewable resolution. Trustee Hayes moved - seconded by Trustee Congreve... That Resolution R -161 as presented be approved and that the reading of said resolution be waived. Roll Call Vote: Ayes - Trustees Baschen, Brown, Congreve, Hayes and President Pro Tern Rush. Investments The following investment was recommended for the month of July, 1974. 1) the purchase of three federally secured certificates of deposit, one for $130,000, and the second for $140,000 and the third for $150,000 drawn on the corporate account. to mature September 11, 1974 in the Oak Brook Bank at the rate of 11.805 %. Candreya - Fence Variation Each trustee was provided with a copy of the Zoning Board of Appeals minutes of July 2, 1974 recommending that the request for a variation from John P. Candreya, 42 Sheffield Lane, to erect a six foot solid fence on the lot line be denied on the basis that it would alter she essential character of the locality. Trustee Baschen moved - seconded by Trustee Brown... That this request for a variation as presented be denied. Due to unique cira ustances, in regard to the plight Lf the owner, and due to the fact that this construction would not alter the essential character of the locality. Approval- Expenditure -.Fire Exams Each trustee was provided with a copy of a memo dated July 1, 1974 from Trustee Baschen relative to the request of staff for finds to be utilized in the Fire Fighter's selection process. Trustee Baschen moved - seconded by Trustee Congreve... That the sum not to exceed $2,000.00 at $35.00 per examination, as presented be approved. Roll Call Vote: Ayes - Trustee.. That the Village Manager be authorized to purchase four luminaires from Guardco and to advertise for bids for their installation to be received Monday, July 29, 1974 at 10:00 A.M. Drill was conducted on general building construction,and the typical forcible entry tools used in ventilation of these types construction. A class was held on the chemistry of fire and the types of heat trans- fers. Drill was conducted on the methods of forcible entry for various types doors.This drill was conducted at St.Paschal's utilizing their many types of doors. Drill was conducted on the new department response proceedures used in conjunction with the Yorkfield Fire Department. Drill was conducted on master stream operations using Units 915,916 and 918.A1so used was the portable master stream appliance. Class was held on the various methods of ventilation. Platoon Drills: Class was held on the proper care and cleaning of fire hose.Upon completion of this class,a practical demonstration of hose testing and cleaning was held. Class and a practical drill was conducted on the proper use and care of the Scott Air Pack. in- company inpsections were held in the Oak Brook Center.All loading and service areas were covered,as well as transformer rooms.Also drilled on were the locations of the various fire dept.connections. Drill was conducted on the various types of forcible entry tools that are carried on the department inventory. S ecial Drills: A special drill.was conducted on underwater rescue and the proper use of the life jacket.Section 3 of IFSTA Manual 108 was read. Special reading drills of IFSTA Manual 108,Chapters 2 and 3 were held. Special drills were conducted on driver's training and area familiar - ization,and locations of fire department connections. ITe were able to obtain about ?5 toms of Blackm ` top which was placed in the most critical areas. The catch basin and curb inlet cleaning program was completed during the month. 22,500 lineal feet of street striping was completed. The Public Works Mechanic was hired on the 3rd of June and is servicing the Public Works vehicles and preparing Preventative Maintenance schedules for all vehicles except the Fire Department equipment. the rain and wind storm on June 20th took down several trees and many branches around the Village. 54 manhours were required to clean up after the storm. There were two water main breaks during the monthq one on June 19 at 9 Brighton Lane, York Woods and the other occurred on June 27 on Ivy Lane# Brook Forest. Water pumpage for the month was less than antiolpatad due to the cool and wet weather.
