The Regular Meeting of the Board of Trustees w,c,. --alled to order by President
Bushy in the Samuel E. Dean Board Room of the Village Commons at 7:34
p.m. Pledge of Allegiance was given.

3. ANNOUNCEMENTS & Pte, EN FORUM: ANNOUNCEMENTS
AND
Dr. Howard E. Trier, One Camelot Drive, addressed the Board of his OPEN FORUM
opposition to DuPage County's removal of the proposed pathway section of
the expansion of Midwest Road from 31st Street to 22nd Street. He submitted
petitions to the Village Board of Trustees from Brook Forest residents of their
full support of the proposed pathway.
President Bushy acknowledged the Village has been pursuing the proposed
change with DuPage County Board Chairman Franzen. Five years ago, she
had requested the pathway, rather than a landscaped median, be included in
their plans. DuPage County had agreed to this request at that time. President
Bushy requested the views of the Trustees on this change.
Motion by Trustee Payovich, seconded by Trustee Kenny, to submit a
resolution to the DuPage County Board and DuPage County Board Chairman,
Gayle Franzen, from the Oak Brook Village Board of Trustees and President
stating the Board and a majority of Oak Brook residents request a pedestrian
pathway on Midwest Road from 31 st Street to 22nd Street. VOICE VOTE:
Motion carried.

Motion by Trustee Denny, seconded by Trustee Bartecki, to concur BAAR -
with the recommendation of President Bushy and appoint John Baar BOARD OF FIRE AND
to the Board of Fire and Police Commissioners, to fill the expired POLICE C011MISSIONER;
term of John Craig (expired May, 1996); term to expire May, 1999.

In September, 1989, the Fire Department initiated a Contract with
Paramedic Services of Illinois (P.S.I.) for the provision of three
paramedics. This was done after an extensive discussion involving
the Village Board and Fire Department personnel. The initial contract
was for one year, throughout which the concept was evaluated and
reviewed. At the end of the first year, no valid concerns surfaced and
the three paramedics worked well within our Fire and E.M.S.
program. In 1990, the Village Board renewed the contract with P.S.I.

for three years and again in 1993 for three more years. The current
contract will. expire on August 31, 1996.
Staff suggested formal bidding be waived and the P.S.I. proposal be
accepted due to the quality of service provided by P.S.I. is well above
that of similar firms; P.S.I. personnel are very familiar with both the
Village geography and equipment; P.S.I. has agreed to tie the
escalation to the Consumer Price Index (CPI); and of the three
original 1989 bids, the P.S.I. proposal Naas the lowest and met all of
the Village's requirements. The Contract has a six- month mutual
cancellation clause, should either party have problems in the next
three years.
Motion by Trustee Kenny, seconded by Trustee Bartecki, to waive
formal bidding and approve a three -year extension of the contract
with Paramedic Services of Illinois (P.S.I.) for paramedic service at
the current price, plus escalation tied to the Consumer Price Index
(CPI). ROLL CALL VOTE:

Envircmmental _Cgncerns & Eng ee l: Trustee Payovich -- The MFT Paving
Project (Orange Crush Recycle, L.P.) is substantially complete with only
restoration remaining. The Infrastructure Paving Projeu (Jaynes D. Fiala
Paving Company, Inc.), 35th Street (Midwest Road - Covington Court) was
reconstructed in seven (7) days (contractor allowed 14 days) and opened ahead
of schedule. The Engineering Department is doing are excellent job of
selecting contractors. The Drainage Prc.ject (Martam Construction) work
should start in the next couple of weeps.
FinanceTurchasin and Information Services: Trustee Bartecki - Regarding
Information Services: Demonstrations of imaging software for the document
management system have been held. Staff will be working with Minolta to
design an imaging system matching the Village's needs, following which the
Village will negotiate a contract for hardware /software installation and staff
training for the chosen system.
Resumes have been received for the position of Information Systems
Specialist. Interviews will be the week of July 15 with a hire soon thereafter.
Computer training for Village employees on our standardized office
applications is continuing as planned.

DEPARTMENTAL
REPORTS -
SPECIALTY AREAS

Sports Core receipts may now be entered by our Receptionist at the new data
entry station recently created at that location.
The Purchasing Department awarded projects during the past month which
included golf cart paving, leaf machine and Reverse 911.
Stan is reviewing a replacement copier for the General Management
Department.
Bid specifications for office supplies will be issued shortly.
The Technology Committee has selected one finalist for the financial
applications and one for the Sports Core applications. Negotiations with the
selected vendors will begin soon. A January 1, 1997 conversion form.,ost of
the major finai -ial applications has been set.
Departments have started preparation of the 1997 -2001 Five -Year Financial
Plan.
The Village's 1995 Audit was submitted to GFOA for another Certification of
Achievement for Excellence in Financial Reporting award.
L'bma and Hotel Convention & Visitors C mi e: Trustee McInerney -
Residents met with Jay Carow, architect, indicating their views of a library
concept design and site recommendation. The Park District site is not a viable
location for a library, and two sites have been suggested on the Sports Core
property.
The Oak Brook Women's Garden Club had a lovely "gardens and gardening"
display in the Library's Display Case during June. The display was
coordinated. by Nancy Hayden, Library Association Board Display Case
coordinato-, :• and Oak Brook Women's Club members.
Oak Brook Healthcare Centre invited Library Staff to participate in the
Centre's Flag Day celebration on June 14. Reference Librarian Kuhl and
Director 'Martir► read patriotic poetry and led the Centre residents in singing
"America the b .,autiful ".
The Oak Brook Library offers a variety of vacation books and travel guides to
help plan travels.
Personnel & Public Safety: Trustee Kenn, - During the July 4th holiday
period, the Fire Department experienced no incidents related to the use of
fireworks. The Fire Department participated in both the Village of Hinsdale's
and the Village of Downers Grove's Fourth of July parades.
PlanrLi,g-& Zoning: Trust, °e Shumate - Village Manager Veitch noted on the
Omnibus Agenda the Comprehensive Plan and review update was referred to
the Plan Commission to begin in September.
The Village of Oak Brook petition for Text Amendments to delete the
Amortization Provisions of the Zoning Ordinance is under review by the flan
Commission. The Plan Commission initiated their review at the June 17, 1996
meeting and will continue the discussions to the July 15, 1996 meeting while
seeking Village Attorney Martens' legal opinion. The public, hearing by the

The Oak Brook Golf Club has experienced a decrease in the rounds of golf,
greens fees, driving range fees, lounge sales and pro shop sales due to the rain
experienced in June.
President Bushy explained that the Village Manager and President have held
informal meetings with the nonunion employees of the Village to exchange
information and ideas.
The Fire Pension Board denied a duty disability of a firefighter but granted a
pension. The Police Pension Board has had two residents appointed to the
Board, being the Village President and Patrick Goy. Two police officers and a
pension recipient will be elected tomorrow evening as officers of this Board.
Again, the Pension Fund is over 100% funded, and few communities in the
State have both their pension funds as well funded as the Village of Oak
Brook.
President Bushy acknowledged the culmination of a year of the Village's
disaster mitigation planning will occur Sunday afternoon through the evening.
All homeowner association Presidents have been notified of the planned
disaster exercise. Over 200 volunteers, including the Great Lakes Navy
recruits, will participate as victims of this exercise. The Village President and
Board of 'Trustees have the legal responsibility to protect our residents, and
President Bushy welcomed the Trustees to attend the exercise. .A, multiple site
disaster has been planned with the Village to exercise the Emergency
Operating Center. Residents are welcome to participate as volunteers in the
exercise. Carol Stream is the next community to be involved in this type of
exercise with the DuPage County Emergency Management Office, and Oak
Brook will assist them with their exercise. President Bushy commended those
communities that are participating in this event for our community.
Trustee Savino suggested at next year's Independence Day Celebration that the
music be improved. Bath and Tennis Club Manager Sartore explained that the
music vendor had an unexpected power generator failure, and they had to
improvise.

Mr. Malloy is the owner of lots 15 and 16 in the Old Oak Brook
Subdivision. When he built his home on lot 16, some of the driveway
and landscaping improvements were constructed on the south edge of
lot 15. This resubdivision will relocate the lot line between the two
lots to eliminate any encroachments. The two new lots are in
compliance with the Zoning Ordinance and Subdivision Regulations.
The Plan Commission, at their meeting of June 17, 1996, reviewed the
plat and has recommended approval. At the Plai? Commission

meeting one neighbor spoke in support of the proposal. There was no
public comment in opposition.
Village Engineer Durfey has indicated that the plat is in order with the
exception of some minor drafting details. Since this property is
already in a fully improved subdivision, no improvements or waivers
are necessary.
Motion by Trustee Kenny, seconded by Trustee Savino, to direct the
Village Attorney to draft the required resolution for final action at the
Regula? meeting of July 23, 1996. VOICE VOTE: Motion carried.
