All trustees were present. READING OF MINUTES Trustee Rosh moved - seconded by Trustee Swaiii... That the reading of the minutes of the regular meeting of June 26, 1973, be suspended and that they be accepted as corrected. Page 2 - item C - not necessarilly repreLeztative of the entire York Woods area, as all the residents of York Woods had not had their opinions polled. Voice vote - all in Favor. So ordered. 111. ORDINANCES, RESOLUTIONS, VARIATIONS, PLATS, ETC. A. Water Shortage Eme enc Each trustee was pr.vided with a copy of a letter of July 10, 1973 from Manager Kenneth G. Carmignani in regard to Superintendent Wilson, report of increased water consumption. President Howell read a letter, which is to be sent to all customer of the Village of Oak Brook, dated July 10, 1973, restricting \the use of water for sprinkling of 1-awns during the water shortage emergency. Trustee Hayes moved - seconded by Trustee Rush... That the village attorney be directed to prepare an ordinance to this effect for passage at the next regular board meeting. Roll Call Vote; Ayes Trustees Baschen, Brown, Congreve, Hayes, Rush, Swain, and President Howell. Nayes - None. So ordered. B. Resolution - Margaret 0. Coffin President Howell read a proposed resolution commending Margaret 0. Coffin for her past service on the Zoning Board of Appear since 1970. Trustee Rush moved - seconded. by Trustee Baschen... That Resolution 145 be passed and approved as presented by the Village Board. Voice vote - all in favor. - So ordered. C. Street Lighting Ordinance G -150 Each +-xustee was provided with a copy of a letter from Manager Carmignani, dated July 6, 1973, reviewing the recommendation of the Public Works and Utilities Committee for types of street lights, and a copy of the proposed ordinance to adopt street lighting standards for the Village of Oak Brook amending Article VII, Section 3 Part F of the Oak Brook Subdivision Regulation Ordinance G -140. i Trustee Itayes moved - seconded by Trustee Congreve... That all employees covered in the Merit: -Pay Plan receive a 5% cost of living increase and also that the pay grades be increased 5% to be effective on July 5, 1973. IV. FINANCIAL. A. Treasurer's Report All trustees were furnished with a copy of Treasurer Van Dyke's report for the month of June showing "Cash on Deposit" of $126,,143.2, at the end of the month in the Corporate Account. (Funds deposited in U.S. Treasury Bilk, and Savings Account total $2,752,691.00.) Trustee Baschen moved - seconded by Trustee Rush... That the treasurer's report for the month of June be approved as submitt t. Roll Call Vote: Ayes - Trustees Baschen, Brown, Congreve, Hayes, Rush, Swain, and President Howell. Nayes - None So ordered. Manager Carmignani stated that Certificate of Deposits in the amount of approximately $190,000.00 which matured in April, May, and June will be reviewed for reinvestment and is preparing an analysis of cash flow. Trustee Hayes moved - seconded-by Trustee Congreve... That the staff be authorized to invest approximately $190,000.00 in short term Treasury Bills. Roll Call Vote: Ayes - Trustees Baschen, Brown, Congreve, Hayas, Rush, Swain, and President Howell. Nayes - None So ordered. B. Approval of Bills All trustees were furnished with a list of bills (XVII -2 -73) to be approved for the month of June. Trustee Baschen moved - seconded by Trustee Brown... That the bills submitted to the Village Board and posted in the amount of $146,074.26 be approved for payment. (Departmental - $57,811.51, Payroll and Miscellaneous - $88,262.75) Roll Call Vote: Ayes - Trustees Baschen, Brown, Congreve, Hayes, Rush, Swain, and President Howell. Nayes - None So ordered. V. REPORT OF OFFICERS A. Buil.dingDepartment Trustee Hayes moved - seconded by Trustee Rush... That the report of the building inspector for the month of June 7%10%73 • C. Recomnendatioin on , Faire Pens xon Fund :(Con *inu+�d) Pie 4, Seyte A 1971 pension Plan', Chapter 108, 50, 'See flon'4A09 , ad opted. p , provides for increases it deductions from firemen #4 pay by %% from July 1, 1971. The provision also provides that the municipality contribution be increased from that date. Also furnished was a letter dated June 8, 1973 from Manager Uarmignani, and a listing of the firemen along with their total earnings from July 1, 1971 to May 10, 1973. The firemen's share to be deducted from their pay amounts to $1,852.03; the village's share is the same amount. Trustee Baschen moved - seconded by Trustee Rush... That the recommendation as presented be approvedtuntil the debt of $1,852.03 is eliminated. Roll Call Vote: Ayes - Trustees Baschen, Brown, Cor_greve, Hayes, Rush, Swain, and President Howell. D. hater Service Report Each trustee was provided with a copy of a letter from Manager Carmignani, dated July 6, 1973, and a copy of the Public Works Committee's recommendation on suggested water service policy. Manager Carmignani reviewed a map prepared by Engineer Dunkirk desig► ,tinq areas of water service by Oak Brook and by neighboring muncipalities. Trustee Hayes moved - seconded by Trustee Congreve... That the water service policy be approved as presented and as amended subject to the proper planning and proving out of cash flow and capital recovery; and that priorities be developed for the expansion that will be determined by a Water Service Plan for service areas. Village Hall Recommendations Trustee Baschen reviewed the July 7, 1973 meeting of the Board of Trustees, representatives of Holabird and Roots Engineer Dunkirk and Chief Sizemore. Mr. Eugene Cook of Holabird and Root stated that detailed drawings could be ready by October and released for bids in November. That the architectural firm of Holabird and Root be authorized to begin construction drawings for the new Village Hall with the modifications discussed and approved by the village board and subject to the review of the construction drawings by the village board and approval of said drawings prior to the letting of bids. Each trustee was provided with a copy of a letter from Manager Carmignani, dated July 6, 1973, in regard to the Public Works Committee's review of the request from Western Community Salvage Co. for a scavenger license, and it was the committee's opinion that at this time an additional scavenger license was not necessary to handle the collection in the Village of Oak Brook. Bids Received - Jorie Blvd. Each trustee was provided with a copy of a letter dated July 6, 1973 from Manager Carmignani in regard-to the Public Works Committee's meeting of July 5, 1973 recommending that bids for the improvement of Jorie Blvd. from Corporate Plaza Unit #2 south to Forest Gate Road be received and opened at the Village Hall at 11 a.m. on August 7, 1973. Trustee Congreve moved - seconded by Trustee Rush... That the village staff be authorized to advertise for bids for the Jorie Blvd. improvement. Trustee Rush moved - seconded by Trustee Hayes... That the recommendation of the Zoning Board be approved as presented subject to the proposed fence being "open" and that the appropriate ordinance be prepared. Manager CaYmignani reviewed the decision of the Zoning Board that the variation request for parking was not,' 'kece-ssarY and that an alternate location for the tennis courts should be sought. That the variation request of the Oak.Rrook Hotel Company for the construction of tennis courts in the side yard and con- struction of parking in a ORA -2 District along the side of the building adjoining the street be referred back to the Zoning Board of Appeals and a member of the Zoning & Planning Com.
