President Dean called for a motion to appoint Mss, La Verne Skala as village clerk pro teas in the absence of Mrs. Lorraine Fricek, - Trustee O'Brien caved a aseonded by Trustee Congrwe o°a. Int' l Office C tOr -noor Area Ratio Variatlon RMMMt Each trustee was provided with a copy of Zoning Board Chairman Rhodes' letter„ dated June 8th. 1972, stating that the zoning board unanimously receded the granting of a variation increasing the permitted f .L- - - area from 194,256 sq. ft. to 2156500 sq. ft. Mrs James E. Lewis Gottlieb /Beale & Co. read a letter dated July 119 1971 stating that the owner-developer would not again apply for a change its the floor area ratio for subsequent phases of caustruction on the remaiini property if the requested variation for 1) was granted. Trustee Hall moved - seconded by Trustee Bush.... That the requested variation in floor area from 1949256 to 215p500 sq. ft. be granted for building IF-pro ants to be constructed as a part of Phase I on Lot 1 subject to the letter of cammitment from Gottlieb /BWle & Co. dated July 11th, 19720 and that the Village Attorney be directed to prepare said variation ordinance. This idea will possibly bring to light the ideas and observations of the traffic men on the streets. The following Traffic Summary was written by PtL Fleming of the Traffic Divisime 0 . JRJeAm r ° Respectfully submitted, Sgt. John L Janik Oamaaaader Traffic Division A monthly accident rate of ninety -five motor vehicle accidents is obviously a serious and dangerous problem. Vehicular damage repair bills and doctors' fees in personal injury accidents are, as everyone is aware of, astounding. Why does our accident rate keep rising? Congestion is the answer. Congestion breeds frustration, and frustrated drivers are accident prone drivers. Congestion results when the volume of traffic exceeds the roadway's meximun capacity to handle said traffic. This is apparent on most of oak Brook's artetlal roads during peak hours. It is unfortunate that such a meticulously planned, beautiful Village as Oak Brook has to suffer a serious traffic problem. The congestion on 31st Street at peak AM and PM hours is extremely bad and getting worse. The proposed signalizatiou and widening of the intersections of 31st Street at Midwest and Meyers Road should relieve a good deal of the conges- tion. For the past seven months our Department directed traffic during the peak evening rush hour at the intersections of Spring and Commerce and Spring and Harger. This is thirty to forty man -hours a month spent constructively funne- ling traffic out of Oak Brook. This has been a successful procedure in the past, but there is a day in the near future when the volume of traffic at Spring and Commerce will exceed the ability of a uniformed officer to handle said problem. Office complexes are being built on Commerce and some completed buildings are not at this time occupied. These buildings are all going to generate future traffic. The intersection of 31st Street and Rt. 83 has the dubious distinction of being the most dangerous intersection in the Village. It taken a toll of prop- erty damage and personal injury most every month. It is pure luck that there were no fatalities when a semi- tractor /trailer, travelling southbound on Rt 83 entered the intersection on a red light, struck tvo cars, knocked over two traf- fic standards and tipped over crashing down on the northbound lanes of Rt. 83 and 31st Street. Several people were transported to the Hospital in the Police Depart- ment Ambulance, and uniformed officers spent more than four hours at the scene of the accident protecting the scene, collecting evidence and directing traffic. Enforcement action was taken on the driver of the truck. A second near fatal accident occurred at 31st Street and Rt. 83 on the 7th day of June, during the early evening hours. Thanks to a quick response by the Oak Brook Police and the Department Ambulance to the scene of the accident, the severely injured party was on the way to the Hospital within minutes of the colli- sion. Enforcement action was taken on the driver, who was found to be at fault by the investigating officer. In summary, we feel that the traffic now using the roadway system of Oak Brook is not going to diminish, but to the contrary increase. We have a bad problem which is getting worse. We sincerely hope that in the future the people who live and work in Oak Brook will experience a modern adequate roadway system that lives up to the high standards of Oak 8zaak's image. � • �VAt! Corporate Plaza II - The improvement drawings were corrected and returned. Beards Subdivision - Final Subdivision Plat was reviewed and ap- proved by the Plan Commission and Village Board. White Cak Lane Subdivision - Final plat was reviewed and approved. McDonald's Resubdivision - Final Subdivision Plat was reviewed and approved by the Plan Commission and the Village Board. Rickert's Division - Final Subdivision Plat was reviewed and for - warded to the Plan Commission. This was given conditional approval subject to action on a zoning variation. MISCELLANEOUS INSPECTION 3 : Numerous inspections have been made to examine various street and drainage problems, and work is being done on approved permits. Numerous inspections were made iTL conjunction with Hinsdale Sani- tary District Trunk Sewer job and Special Assessment gobs concern- ing restoration of streets. Regular inspections have been made of the new Fire Station. MISCELLANEOUS: A meeting was held with Illinois Division of Highways Engineers to review preliminary plans for widening 22nd Street and Butterfield Road from Route 83 to Yorktown Shopping Center. Preliminary discussions have been held with representatives of Holabird & Root regarding utilization of the Village Hal.i site. A meeting was held with representatives of the Illinois Toll Road to review traffic counts taken by both and to discuss corrective action which can be taken to relieve traffic problems at Spring Road & 22nd Street. The toll road is going to construct an addi- tional toll booth to help aleviate the congestion.
