TUESDATt JULY 11, 1989
The Public Hearing was called to order at 7:30 P.M. by President Cerne in the
Samuel E. Dean Beard Room of the Village Cozaons. The Meeting was called pursuant
to Notice given as required by law, copy of which is attached.

published in the Oak Brook DOINGS on June 30, 1989. Copies of the proposed
ordinance were available for publie examination, and no one appeared to speak or
submit any written comments in behalf of or against the ordinance.

I. PUBLIC HEARING: FY 1989190 APPROPRIATION ORDINANCE:
President Cerne called a Public Hearing at 7.•30 P.M. regarding the proposed
Appropriation Ordinance for the Village of Oak Brook for 19691990. It was noted
that the notice of this Public Hearing was published in the Oak Brook DOINGS on
Friday, June 30, 1989 as required by lair. President Cerne outlined the proposed
Appropriation Ordinance and requested any response from the public, being none, a
Motion was made to adjourn the hearing at 7:35 P.E. by Trustee Bartecki, seconded
by Trustee hush.

Oaks, Walnut Lane, Woodland Drive, Merry Lane, Timber Court, Fairview,
35th Street and Cass Court in the total amount of $28,587.73, subject
to approval of waivers by the Village Attorney.

Brook Section improvement as stated in the letter of June 14, 1989
from the Village Engineer to IDOT and as stated in the Agreement of
May 21, 1985 between the Village of Oak Brook and the State of
Illinois.

VI. OLD BUSINESS:
A. Presentation - DuP a Count Landsca in Plans - York Road and 313t
Street Oak Brook Road :
.� Discussion held and review of the final plans as presented by DuPage
County staff regarding landscaping plan for York Road and 31st Street.
The Board complimented the County on their plans.
B. Recommendations - York Lake Partners (3415, 3505 York Road):
1. Rezone from R -1 to R -3
2. York Lake Preliminary Plat
Discussion tabled at the Regular Meeting of June 27, 1989 as requested
by N. Batistich, Architects until the next Regular Meeting of July 11,
1989.
Applicant amended his rezoning application and requested property be
rezoned from R -1 to R -L. Applicant also withdrew preliminary Flat and
will present new plat meeting R -2 requirements to Plan Commission.
Trustee Winters moved, seconded by Trustee Maher...
To direct the Village Attorney to prepare appropriate rezoning
ordinance but hold presenting same until new preliminary plat is also
brought to Board.

C. Correction. to Till !60 Board Minutes of June 13 1989:

To correct the minutes relating to the motion of Item V. A.
(Discussion of Possible Change Orders for Reservoir B (South of I -88
and West of Meyers Road)) to read "To direct Harza Environmental
Services, Inc. to redesign the access road so that it is basically
built "at grade" in an amount not to exceed $5,000.00; to delete
terracing from the north and south side of the tank, and direct Staff
to pursue proposals from landscape architects for landscaping the two
elevations of the tank."

D. Report of Activities:
1. Finance: Trustee Bartecki - A Five -Year Audit by the State for the
Penes sion Funds in progress with our Annual Audit.
2. Public Safety: Trustee Bushy - Aerial Ladner Truck in the Hinsdale
and Downers Grove July 4th Parade. Fire Department responded
efficiently to an extensive fire at 20 Royal Vale Drive, July 10th.
3. Public Works A Personnel: Trustee Rush - All residents will be
notified of the Village water restrictions. Two new Police Officers:
Casey Calvello and John Verdera have been hired. Well #7 has dropped
its pumping level drastically.

To authorize Staff to proceed with three (3) phases to minimize
further reduction of water levels as outlined in Staff's July 11th
memorandum and to authorize Staff to proceed with a contract with
Layne- Western for lowering of Well #7 60 feet, when appropriate, on a
time and materials basis and to waive competitive bidding due to the
emergency nature of the repair.

4. Sports Core: Trustee Maher - Police Department commendea for their
handling of the Fourth of July Celebration. Noticeable improvement in
the maintenance of the Golf Course.
5. Stormwater Management: Trustee Payovich - The final easement for the
-A Salt Creek Dredging has been received.
04 Trustee Payovich moved, seconded by Trustee Bushy...
To accept the Grant of Easement from Ronald C. and Gertrude B. Gresens
and direct the Village President and Clerk to affix their signatures
thereon due to the urgency of this project.

State will let project in August with dredging of Reaches 2 and 3 to
start this Fall.

VII. NEW BUSINESS:
A. Annual Benefit Softball Game - Police_De2artment:
The 15th Annual Benefit Softball Game is to be held on August 5, 1989
by the Oak Brook Police Department /Oak Brook Rotary against Chicago
Blackhawks with proceeds benefiting the West Suburban School for
Retarded Children located in Lombard, Illinois. Festivities include
rides for children on the fire truck.
Trustee Rush moved, seconded by Trustee Maher...
To authorize the use of the fire truck as requested.
VOICE VOTE: All present, in favor. So ordered.
B. Recommendation - _Replacement of Public Works Air Condition System:
Discussion was held relative to the Staff's recommendation to
authorize Staff to proceed with the replacement of the Public Works
air conditioning unit in the amount not to exceed $18,000.00 and waive
formal bidding procedures due to the urgency of the situation.
Consensus was to ratify by telephone poll the replacement of the
Public Works air conditioning unit in the amount not to exceed
$18,000.00.

To adjourn at 9:35 P.M. to Executive Session to discuss collective
bargaining.
