Dean Buard Room of the Village Commons at 7:31 p.m. Pledge of Allegiance was given. 2. ROLL CALL: The Clerk called the roll with the following persons PRESENT: President Bushy, Trustees Bartecki, McInerney and Savino. AWARD OF CONTRACT - ENGINEERING SERVICES - UNDERGROUND STORAGE TANK - SITE CLASSIFICATION STUDY: UNDERGROUND STORAGE TANK The Village Board, at its meeting f February 8, negotiate a contract with Huff & Huff, based on their qualifications dintaff #G SERVICES CONTRACT performing this type of work. This firm was originally interviewed for Phases I through III of the remediation SITERCLASSIF- effort, for which Crawford, Murphy p y & Tilly, Inc, was selected because most of the work involved ICATION STUDY construction type acbvities. In the event that both sites are not classified in the same category, this contract provides a re- opener (para. 10, Aft. A) to determine a new not -to- exceed contract amount. The contract also takes into account the fact that unforseen changes in IEPA regulations or subsurface conditions could alter the scope of work (Aft. #2, bottom of 2nd page). Funds in the amount of $20,000 were budgeted for this work. Staffs preliminary indication is that both sites will likepy fall into the "no further action" classification. Motion by Trustee Savino, seconded b; Trustee Bartecki, to waive the bidding process, due to the professional nature of the services, and award a contract, subject to staff review, to Huff & Huff, Inc., Environmental Consultants, LaGrange, for engineering services for an underground storage tank site classification study, with compensation to be paid on a time and materials basis, not to exceed $14,030 if both sites (Public Works and Fire Station #1) are classified as "no further action sites" and $23,000 if both are "low priority sites ". DEPARTMENTAL REPORTS: Environmental Concerns & Engineering: Trustee Payovich - Village Manager Veitch reported that the final lift of surface asphalt for Forest Glen Subdivision will finally bring to a close this rain - delayed project. Next stage will be curb and pavement on Regent Drive. Finance /Purchasing: Trustee Bartecki - No report. Library and Hotel, Convention & Visitors Committee: Trustee McInerney - The Library Commission is in the process of preparing a report for presentation to the Village Board relative to the best possible services in a cost effective manner which could be offered to the residents. Patti Kuhl has been hired as the new Reference and Adult Services Librarian. 200 people are registered in the Summer Reading Program. Two additional programs are scheduled. On July 20 at 7:00 p.m., "Marto ", along with Officer Mucha, will give a demonstration; and on July 27 at 7:30 p.m., "Diamonds and Sapphires: Sharing Literar)LGeLrs ", a literature sharing program for adults will be held. P�rsonmel &Public Safety,: Trustee Kenny - There were no fire or medical incidents, related to the Fourth of July holiday or fireworks. Two new Firefighter /Paramedics have joined the Fire Department: Michael Janney from the 'Pleasantview Fire District and Brian Bitterlin from the Chicago Ridge Fire Department. Planning & Zoning: Trustee Shumate - Village Manager Veitch reported that further consideration of McDonald's petition is scheduled for the Regular meeting of July 25, 1995. Public Works & Cable Television: Trustee Savino - Staff continues to gather information and cost estimates on the requirements necessary to tape and broadcast Board meetings, and a report will be presented to the Village Board next month. illage Clerk: Clerk Gonnella - Attended an Illinois Department of Revenue workshop and received information on sales tax revenue laws which will be shared with the local hotels for use by vendors using the hotel facilities. Licensing revenue to date has been collected for 26 Liquor Licenses ($58,000); 25 Taxi /Livery Licenses ($1,250); 14 Tobacco Licenses ($700); and 400 Vending Machine Licenses ($10,295). President Bushy publicly thanked Clerk Gonnella for her diligence in the work involved in collecting for licenses. Village President: President Bushy - As a result of the Drivedown to Springfield earlier this year and the lobbying for Senate Bill 907, Governor Edgar signed Senate Bill 907 which is now Public Act 89 -0089. This Act will now give the Village of Oak Brook the same opportunity to receive sales taxpayer information as the Home Rule communities. This information will be helpful in preparing a more creditable Five -Year Financial Plan, and will aid our understanding of who our commercial residents are as we continue to work in the area of business retention and economic development. The fireworks presentation on July 3rd drew a crowd of approximately 30,000. The first meeting recently held with the Presidents of the Homeowners Associations to share ideas and needs was attended by 13 of the 22 associations.
