Dean Board Room of the Village Commons at 7:32 p.m. Pledge of Allegiance was given. RRR - RR� ®{1�WIRRRRRRRR� Engineer Durfey stated the water main has been installed in Ginger Creek but has to be pressure tested, and the contractor will continue the concrete shoulder work on Baybrook Lane for another three weeks . President Bushy commended the Engineering Department for their on -site supervision of the project which has progressed very well and on time. Final xecc : Trustee Bartecki - Finance Officer Langlois noted the sales tax revenue for the first four months of 1994 has increased 14% from last year. Librar�l & Hotel, Convention and Visitors Committee: Trustee McInerney - �sRYRI The Library Commission met today and would hope a new comnmissi it would be appointed before the planning study has begun in Septemn,..r. A suzmmerfest is planned at the Library for our residents to meet our new Librarian, Ruth Martin, and to display new facilities at the Library. Personnel &Public Safety: 'Trustee Kenny - The Police Department has ��.�.. completed the preliminary process for National Accreditation. The office renovation has been completed and personnel have been reassigned.. Sgt. Cavalier has been appointed the new Police Department Accreditation Manager. Michael Hall is the Supervisor of the Police Telecommunications Division. Peggy Whoriskey became the Supervisor of the Police Records Division, and Joan Sterba was appointed the Police Administrative Secretary. The application to the Commission for Accreditation of Law Enforcement Agency (CALEA) should be submitted shortly. Three police officers, Patrolman Russell, Detective King and Lt. Pisarek, were commended for their apprehension of suspects. Patrolman Russell assisted in recovery of stolen merchandise from an armed robbery at Oakbrook Center, burglary to an automobile and drug violation. Lt. Pisarek assisted in the description of a vehicle suspected in theft at Oakbrook Center. Officers recovered over $1, 000 in stolen merchandise from said vehicle. Detective King assisted in apprehension of suspects with arrest warrants and executed these warrants. Planning & Zoe: Trustee Skinner - Both the Zoning Board of Appeals and Plan Commission will be busy for the remainder of the year. Public Works & Cable Television: Trustee Shumate - Village Manager VILLAGE OF OAK BROOK Minutes 4 July 12, 1994 4 DEPARTMENTAL REPORTS -- SPECIALITY AREAS 9. s w Veitch noted the near completion of the underground storage tanks . Assistant to Village Manager Long has been working with the cable TV company, Continental CablevUion, and their new rate structure of $7.66 versus the prior rate of $8.85,, due to the new regulations of the FCC. Ai. public hearing will be held prior to a regular Board meeting to discuss the new rate. Villlac Clerk: Clerk Connella -The Clerk attended a press conference in SprirAgfield, June 26th, representing the Municipal Clerks of Illinois., to appeal the General Assembly for passage c implementation of Senate Bill #1263, the National Voter Registration Act. If the bill is not passed until the fall session, the printing of applications for voter registration, ballots and file forms for candidacy will be delayed in time for the 1995 elections. Training workshops will have to be scheduled due to the changes required by the Federal unfunded mandate. Village President: President Bushy -° Assistant to Village wager Long arranged computer school for staff needing computer classes for the newly installed Village computers. The Tennis Dome is being cleaned and readied for the fall programs. On July 11th, FOX TV featured. the Bath & Tennis Club as a wedding facility available to the public. Golf Club Manager VanDyke has reported that the golf rounds, total membership, merchandise fees and driving range fees are up from last year. UNFINISHED BUSINESS: A. 1994 LASER SHOW UPDATE - RECOMMENDATION TO RESCHEDULE: President Bushy stated the reason for the July 4th laser show was due to the National Fire Protection Association setting standards for where people should view in relation to the fireworks display. People would have to be moved to the trees, as the polo field is the size of nine football fields and is still too small for the size and type of fireworks we have traditionally used. The feasibility of a safer show was the idea for the laser show. The City of Wheaton is going to change to a laser show for their July 4th celebration in 1995. Bath & Tennis Club Ylanagez Sartore has prodded a mAmmorandum to the Village Board stating residents have requested a rescheduled show. President ' Bushy concurred with the recommendation. Resident Bill Lindeman requested if the show is rescheduled to ensure their equipment is anchored for wind. This recommendation will be forwarded to Bath & Tennis Club der Sartore. Trustee KennV voiced his concern of approximately $561 000 beivag spent for a laser show. Trustee Skinner stated this had been spent prior for firework displays. He reminded the Board that the residents want the show, and the money is well spent for the community. She does not feel we are atone in bringing our community people together if it paeans spencBng money. The monies spent arn, from the sales tax revenue, and the property belongs to the residents. Presider r Bushy suggested that Labor Day would be celebrating the return to schcx*A and the iTdlage PUM- c. Trustee McInerney suggested having events within the Village and notify the residents of these events and have the lamer show in combination with some EGtivity. He requested the food vendors and Little People return. Bath & Tennis Club linger Sartore stated the rain date was stated in the laser show contract. The July 4th date ;w chosen, as Oakbrook Terrace has their event Juiy 2nd. People attend the downtown fireworks display, and the Village is not able to use Christ Church's parking lot on a Sunday evening. Motion by Trustee Skinner, seconded by Trustee Kenny, that the Laser light show suspended on July 4, 1994 be rescheduled for Labor ]day, Monday, September 5, 1994. COMPENSATION OF ELECTED OFFICIALS: President Bushy gave a brief overview of the compensation for elected officials survey. The Board members presently are compensated $25 per meeting attended. This has not been addressed since 1981. The Village President received $2,,500 annually, and this has not been addressed since 1960. The Vim Clerk is compensated $50 per meethig attended, and this has not been addressed since 1985. President Bushy noted any change for elected officials compensation must be two (2) months prior to the election in April, 1995. President Bushy introduced the compensation discussion early for enough time to review the question. President Bushy further noted the State of Illinois has not given out the election dates, and the Village is not allowed to give out dates until they are officially informed in writing. President Bushy noted that a per meeting stipend adds additional work to the Payroll Department versus an annual stipend. Many responsibilities of elected officials are carried throughout the month, not just at the regular Board meetings. The ranges for compensation for Trustees were from $25 per meeting to $1,000-$3,000 annually. President Rushy stated the assumed accumulated. 4% P it year inflation since 1950 would come to $10,000 annum stipend. Trustee Denny requested a full Village Board in attendance to vote on the issue presented, as this is an emotional issue voting for their salary compensation. He noted that any increase would not be allowed for any official while in office. It will take affect for the newly elected officials in May of 1995. Trustee Benny stated it is a fair token toward recognition of the work of Board members. President Bushy stated the Board could direct the Village Attorney to draft some type of document, as it will only affect officials who will run for office in 1995 , accoding to State statute . Resident Howard Trier stated that he was an elected official for 20 years and not compensated during that time. The Park District, Plchool Board, and Village officials of Hinsdale are not compensated. He suggested the Clerk's position is a working position and should be given a fair compensation for time involved. The Village ]hoard concurred that the compensation for elected officials discussion be tabled for a full Board review, as Staff was unaware until today that three Trustees were unable to attend this evening's meeting. Motion by Trustee McInerney, seconded by Trustee Skinner, to table the discussion of compensation of elected officials to the next Regular Board meeting. VOICE NOTE: Motion carried. 10. VOICE VOTE: Motion carried. C . AUTHORIZATION FOR REQUEST CULTUR AL/ RECREATIONAL FAC PROPOSALS:1. Y: Village Manager Witch stated the proposed consultants would be given as much information es possible about the Sports gore+ without steering there, to any preconceived development or if any development should be considered. What alternatives are available to develop the property for the future will be addressed in five phases. Phase I will be an inventory of the land and facilities. Phase II will be to identify the alternatives. Phase III will be community assessment. Phase IV will be a detailed analysis of alternatives that come out of the community assessment phase leading to recommendations of the best way to proceed for the future. Phase V is the implementation plan deteieled with selected alternatives. Trustee McInerney requested the commercial. community and s. . icant corporate tenants be surveyed not just the residential ommunity. Lohan Associates are developing the zoning ordinances for the commercial property and should be considered in the process. The Village should consider what are its needs, what is the futture of the Village and how do we keep attracting people here. Our Library is the only library in the State under the Village Library Act. It is looking for a sense of community. We can develop synergy in talking with one another so that our community is not so disjointed. Trustee Skinner concurred with Trustee McInerney that the Village Board move philosophically forward as a Board. Updating the Comprehensive Plan needs to be cohesive with this plan for a viable leading community in the 21st Century. Village Manager Veitch will amend the proposal to incorporate the comments of the Village Board of Trustees. President Bushy t requested adding to the activity list of swim, golf, and tennis; minor activities that are not currently served in this community and ask what residents would Like to do on said property. Resident Joe Fullan noted our eighteen subdivisions within the community and large open space of the Village. There is a certain merit to this. CFn the open land be a focal point of our community?
