The Regular Meeting of the Board of Trustees was called to order by President
Bushy in the Samuel E. Dean Board Room of the Village Commons at 7:32

It was a consensus of the Village Board at its Closed Meeting of June
22, 1999 to renew the Village Manager's contract effective June 1,
1999, with a 3.63% salary increase (current salary $106,150) to a new
salary of $110,000, a one -time bonus of $1,500 and a one -time one (1)

Association, stating his concern of these proposed revisions. Trustee
Savino indicated Mr. Lindeman does not appear to understand that
these standards supplement the subdivision standards which are
separate from these. Village Manager Veitch remarked that the
Village's standards relate to the public,- right -of -way, and the
subdivision covenants relate to private property. The current Village
Code is not clear on what may or may not be placed in the public
right -of -way and this policy, before the Village Board, now clarifies
this.

the Office of Commissioner of Noxious Weeds.

Consistent with the Village Board's authorization given on June 8,
1999 and the reports made to the Village Board in the interim, staff
has negotiated an agreement with Harbour Contractors for pre-

PROJECT
construction, design review and value engineering phase services and
a letter of intent that recites certain very important provisions of a
yet -to -be negotiated agreement for construction phase services. The
reason for the bifurcation of the agreements is that the terms of the
construction phase agreement cannot be established definitely until
the scope of the project, the final project budget and project schedule
are known. - This information is developed during the pre -
construction phase.
Fees under this initial agreement are based on a schedule of hourly
rates with a not -to- exceed total of $20,000. The construction phase
agreement will contain a guaranteed maximum cost provision and the
agreement will provide for the guaranteed maximum to be reduced by
the amount of fees billed under this initial agreement.
Other key subjects addressed in the Letter of Intent are the basis and
type of construction phase fees, the bidding process and the
subcontractor relationship. .

Program Management Professional Services Agreement and Letter of
Intent with Harbour Contractors, Inc. and authorize execution of both

S. INFORMATION & UPDATES:
A. VILLAGE PRESIDENT:
President Bushy announced that the Metropolitan Mayors Caucus is
formulating their own economic development plan. They have
received grant funding for this project. DuPage Mayors and
Managers Conference has asked President Bushy to be the Mayor
representative for DuPage County on the committee that is
developing this plan. Another committee member includes Gregory
Bielawski from Carol Stream as the Manager representative from
DuPage County. The committee meetings are held monthly, and two
economic development planners have been hired for this project. The
committee has a staff representative from each of the six (6)- county
council of governments. They have been in communication with
Governor Ryan's office which is interested in what the committee
will propose and would like to have it formulated into legislation.
They hope to have the plan completed by October or early November

President Bushy will update the Village Board on this process.
B. VILLAGE MANAGER:
Village Manager Veitch thanked the Village Board members for their
confidence in him and their ratification of his employment agreement
with the Village. He noted that on July 27, 1999 the Department
Heads would be in attendance of the Village Board meeting for their
quarterly reports for the second quarter. The updates for the
Technology Plan, Roadway Maintenance Plan and the 2000 edition of
the Technology Plan will appear on the July 27, 1999 Village Board
consent agenda to be received and placed on public file. The
Roadway Maintenance Plan should be distributed August 6, 1999 and
will appear on the August 10, 1999 consent agenda. The contents of
these documents will feed into the Five -Year Financial Plan. The
2000 -2004 Five -Year Financial Plan will be distributed to the Village
Board on August 20, 1999 and will appear on the Board's agenda of
August 24, 1999 for placement on public file and reviewed at the
September - 13, 1999 Committee -of -the -Whole meeting. This
schedule of events appears on the budget calendar. The final
consideration of the Five -Year Financial Plan is scheduled on the
budget calendar for the regular Village Board meeting of September
28, 1999. Village Board Objectives for 2000 are being prepared
based on the June Committee -of- the -Whole discussion and will be
before the Village Board in early August for approval in preliminary
form. Budget preparation also begins in August, and the proposed
budget will be forwarded to the Village Board in November.
9. DEPARTMENTAL REPORTS - LIAISON ASSIGNMENTS:
Community Development: Trustee Savino - Construction is progressing on the
five -story 200,000 plus square foot building being developed by Hines
Properties at 700 Commerce Drive. Currently, the building is at the footing
inspection stage.
The building permit application for a new two -story building at 306 Windsor is
currently under review. The new building will join together 300 and 310
Windsor that is also two -story buildings. DeAmerteck is the owner of all three
buildings.
Interviews for the Director of Community Development position with five (5)
semi - finalists have been completed and second interviews with three (3)
finalists are being set up.
The Village received a check in the amount of $2,128.95 representing payment
of 1% cable television franchise fee for the period ended May 31, 1999. On

ASSIGNMENTS
June 1, 1999, MediaOne transferred management for this franchise to
Telecommunications, Inc. (TCI).
Finance, Information Services & Purchasing: Trustee Caleel - Village
Manager Veitch reported that during June, the Finance Department completed
and filed electronically for the first time (a 1999 Objective) all State required
reports of the Police and Firefighter's Pension Funds.
Nine (9) out of eleven (11) billing cycles as well as commercial customers
have been billed using Pentamation's water billing software. Staff is already
able to see timesavings in the area of billing and work order processing.
Preparation is well under way on the 2000 -2004 Five -Year Financial Plan.
Departmental requests were due by July 12, 1999, with individual departmental
meetings scheduled for the remainder of July.
Informational Services staff continue to test and re -test for any remaining Year
2000 issues. Upgrades on PCs are complete and system equipment should be
completed by the end of August. Repeat testing will continue through the end
of the year in order to recheck systems after software upgrades and patches are
installed.
Intergovern mental Relations: Trustee McInerney - He met with Oak Brook
Park District Board members to discuss a joint swim membership with the
Bath and Tennis Club and the Park District.
Library and Community Events: Trustee Butler - The summer reading
program, "Time Trek Readers" is in full swing. One hundred eighty (180)
library kids, teens and adults are having a great time trekking through books
and programs.
Special programs offered in June included "Dinosaur Days', with fossils and
today's live relative of the ancient dinosaurs; "Swing Time ", dancing through
the decades of the 20th Century, lessons and participation held at the Bath and
Tennis Clubhouse and "Trekkin' through Time ", a story and musical
presentation encouraging summer reading.
Old Navy presented a special program on Flag Day sending their patriotic
patrol and seamstress, Betsy Ross, to the Library to read stories about the
development of the American Flag. All children present received a bike
decorating kit, a hand -held American flag and an Old Navy tee shirt. Old
Navy presented the Library with several patriotic books for the children's
collection, a. full -size American flag (which staff plans to use outside the new
Library building) and a generous donation for the Summer Reading Program.
The Village thanks Old Navy for their efforts to encourage children to keep
reading through the summer and to promote appreciation of our American
history and flag.
Librarian participation in the Oak Brook Healthcare Center's Flag Day
program has become somewhat a tradition. Library staff enjoyed presenting

part of the program and interacting with some of our older, less mobile
residents.
Library Director Martin attended the Annual Conference of the American
Library Association. This year's theme, "Libraries Build Community ", is an
excellent theme for our construction year which will include a great deal of
outreach to the community. Director Martin focused her attending on library
spaces, furnishings and uses, and the very important intellectual freedom issues
facing public libraries today. :
The Oak Brook Hotel, Convention and Visitors Committee had their regular
meeting on July 1, 1999. In order to begin measuring the impact the marketing
campaign has had on increasing overnight stays in Oak Brook, the hotel
general managers are researching the availability of five -year occupancy
trends. A mid -year review of the status of the 1999 campaign is scheduled for
the August meeting, as is planning for the 2000 campaign.
5,600 cars were parked on the Sports Core property and Christ Church parking
lot for Oak Brook's Independence Day celebration. There was a viewing
public between .20,000- 25,000, and the Village profited $500 from the
concessionaires.
Trustee Savino commended Bath and Tennis Club Manager Sartore and her
staff for their efforts in coordinating the event. He also commended the Fire
and Police Departments for their excellent work in coordinating the traffic.
Trustee McInerney suggested enhancing the events of the day, especially for
the 2000 millennium. Trustee Butler indicated they will start preliminary
planning for an extended fireworks program with the vendor and a presentation
to the Village Board at a later time.
Public Safety: Trustee Kenny - Late June, Robin Froehlich was sworn in as a
Probationary Officer. Officer Froehlich is 22 years old and received a B.S.
Degree in 1998 from Loyola University. She will be attending the Suburban
Law Enforcement Academy at the College of DuPage beginning July 12, 1999
until September 24, 1999.
The Police Department, in conjunction with the Oak Brook Park District, held
it annual Safety Village at the Oak Brook Park District on July 21, 1999
through July 2, 1999. Approximately fifteen (15) children; ages 5 and 6,
participated. During this two -week period some of the topics that were
covered were Stranger Danger, Fire Safety, 911, Bike Safety and Rules of the
Road for Pedestrians.
Fire calls for the Month of June totaled 118, with Mutual Aid given 20 times
and received 4 times. The large number of mutual aid -given fire calls was due
to Oakbrook Terrace's aerial trick being out of service. During that time, the
Village's truck covered their truck responses. Ambulance calls totaled 96, with
Mutual Aid given 2 times and received 7 times.
Early June, fire units responded to a house struck by lightning in Saddle Brook.
Fire crews found extensive damage to the chimney and roof tiles, as well as
damage to audio - visual and other delicate electronic equipment.

While the above call was taking place, there was a reported fire at the Drake
Hotel. Some fire units at the lightning strike were pulled off their duties and
responded to this call. Fire crews found light smoke in the hallway by the dock
area due to a small fire in the laundry room. The fire was caused by excessive
lint behind a large dryer.
Fire units responded to a gas leak at Neiman Marcus. A landscape crew had
punctured a high- pressure gas line while attempting to root feed the trees next
to the building. Firefighters using air - monitoring equipment detected gas
inside the store and the surrounding area, consequently the store and adjacent
parking lots were then evacuated. Fire crews remained on the scene for
approximately two (2) hours while NICOR units secured and repaired the leak.
Fire units responded to a fire in the parking lot under the McDonald's office
building. Fire crews found one (1) car burning.
The Fire Department conducted its annual CPR re- certification for all
firefighters and firefighter /paramedics. Commonwealth Edison conducted
electrical emergencies fire training for all three (3) shifts. Dive team members,
in conjunction with the Village's 22- department MABAS (Mutual Aid Box
Alarm System) Division 12 Dive Team, completed production of a training
video. The video provides instruction for departments that do not have a dive
team on what procedures and precautions they should take when responding to
water related emergencies.
A pilot program for blood pressure screening was initiated at the Oak Brook
Club. A total of thirty -seven (37) people had their blood pressure taken. The
Department's intention is to continue monthly screening at this location and
then evaluate its continued use and /or expansion to other locations.
Four (4) CPR classes were given certifying sixteen (16) people. A class on fire
extinguisher use was given to twenty (20) people. Firefighters also
participated in the Park District's annual Safety Town program.
Public Works and Engineering: Trustee Craig - Street division crews
completed parkway and street restorations due to snowplow damage and water
main breaks. Any new excavations (typically due to water main repairs and
curb inlet repairs) will be restored in early fall. Roadside brush cutting has
begun, and two (2) collapsed curb inlets have been replaced with new
structures. As scheduled, the street sweeper has been out daily for the past
month.
Water division crews continue with the residential water meter replacement
program and significant manpower has been utilized locating water main lines
for various utility companies performing work throughout the Village and
elsewhere where the Village has water lines.
Interviews for the job vacancy in the Water division has been completed. It is
anticipated that an offer will be made within the next week.
As part of the 1999 Paving and Water Main Project, Avenue Loire, Brook
Forest, Old Oak Brook, 35th Street, St. Stephens Green and Bliss Drive are
complete except for restoration. Work on Commerce and McDonald's Drives

are next. In Yorkshire Woods, all water services have been switched to the
new main and final storm drainage issues are being discussed with many
residents and some fine- tuning is being accomplished.
Work is substantially complete with minor items remaining on the Midwest
Road/I -88 Bridge project. .
Design is complete on the York Road section south of Robin Hood Ranch for
the 1999 Safety Pathway project, and staff is continuing to discuss the Wood
Glen Lane section with the Homeowners Association, Park District and
Tollway (both of which own some land).
Village Clerk: Clerk Gonnella - To date, forty -four (44) taxi drivers were
issued driver licenses and twenty -eight (28) temporary liquor licenses were
issued for the annual renewal of liquor licenses. A liquor license was issued to
Costco upon completion of their building requirements.
Official Oaths of Office were performed for two (2) new public safety officers.
Met with Village Manager, Kathy Rush, of Riverside and her new Village
Clerk to discuss our records management system and the role of the Village
Clerk.
Village President: President Bushy - A year -to -date statistical Golf Club recap
for the Month of June indicates: rounds of golf, down* 1,763; greens fees,
down approximately $15,000; cart fees, down approximately $11,000; driving
range fees, down approximately $10,000; lounge sales, down approximately
$23,000; and pro shop sales, down approximately $57,000.
They are trying to open the Golf Pro Shop in the next day or two. Village
Manager Veitch indicated the Golf Clubhouse should be fully operational in

The swim and dive team has 121 members (one (1) more than last year) and
has thus far achieved a record of four (4) wins and one (1) loss halfway
through the season.
The men's 4.5 Conference Tennis Team is leading the conference and appears
to be headed into statewide competition.
The Junior Tennis Team boasts a record of three (3) wins and one (1) loss.
There are 90+ children, between the ages of three (3) and seventeen (17),
participating in the tennis programs.
The Bath and Tennis Club's social functions thus far have enjoyed record
participation with the latest being the Independence Day party at which 634
dinner guests were served.
Staff is in the process of getting invitations prepared and mailed for the Luau
on July 23, 1999 and-are looking forward to another delightful evening.
The custom whirlpool spa is nearing completion and will be installed following
delivery. The Village awaits permits from the County for the installation
elements as well as subcontractor's prices and insurance. The installation will
take several days. Staff anticipates this occurring shortly after the final home
swim meet on July 29, 1999.

Minor concrete repairs to the deck are underway, along with the slide
installation. The total deck replacement specifications were competed by
Sverdrup Construction in early June and delivered to the Purchasing
Department for bid. Staff plans to have this work begin immediately following
the Autumn Festival, September 19, 1999.
On Friday, July 2, 1999, a water line problem was noticed in the area of the
Bath and Tennis Club circle. It was initially thought that the problem was a
water main break. However, it was determined to be a sewer line break, and as
of July 9, 1999 the line remains out of service rendering the sanitary facilities
in the Sports Core Administration area out of service. After investigation by
the Public Works and Engineering Departments, it seems there are no plans
that identify the sewer lines. Therefore, on Monday, July 12, 1999, National
Power Rodding attempted to locate and repair the problem. Village Manager
Veitch noted that this is a water main problem, and staff is trying to determine
where it is located.
President Bushy noted that the Village Board provided an increase in the salary
of Village Manager Veitch. She indicated that it is a pleasure to work with him
and is pleased with the work he performs.

11. OTHER BUSINESS PERTAINING TO VILLAGE OPERATIONS:
Trustee Savino inquired if the fire hydrants in the Village have been scheduled FIRE HYDRANTS
for repainting. Village Manager Veitch indicated that they are repainted on a
rotational basis, and he will provide a report to the Village Board.
President Bushy explained that hydrants are color coded as directed by the Fire
Department. The colors denote the size of the feeder pipe to the hydrant.
