I. CALL HEARING TO ORDER

The Public Hearing held by the President and Board of Trustees was called to
order at 7:30 P.M. by President Cerne in the Samuel E. Dean Board Room of the
Village Commons.

II. INTRODUCTION & BACKGROUND SUMMARY
President Cerne made a brief presentation of the Public Hearing requested to
create a Special Service Area for the purpose of installing street lights
primarily within the York Woods Subdivision and including the intersection
within Oak Brook Estates. The action was initiated at the request of the
York Woods Homeowners Association to replace existing gas lights with
electric lights, and the Village acquiring responsibility thereafter.
III. SUMMARY OF PROPOSAL AND PRESENTATION OF PLANS, COST ESTT4ATES AND LEGAL
STEPS INVOLVED
Village Engineer Dale Durfey described the boundries of the proposed Special
Service Area and the style of the street lights at the specific locations of
intersections only. With the exception of three (3) easements not as yet
acquired, all work is to be contained within existing right -of -way. Funding
of the project in the approximate amount of $68,700.00 will be shared between
the Village at 30 per cant and the residents within the Special Service Area
at 70 per cent.
Village Attorney John Brechin detailed the legal procedures related to
establishing a Special Service Area, which is a statuatory device which
allows the municipality the means to recoup part or all of the cost of
public improvements. At the proposed formula of Resident 70% /Village 30 %,
and based upon average assessed valuation, the average tax bill would be
increased at a tax rate of approximately .05 cents per $100.00 of assessed
valuation, averaging approximately $25.00 per resident. An objection can
be filed within 60 days , ,signed by 51 per cent o•£ the owne rs and 51 per cent
of the electors.
IV. QUESTION AND ANSWER PERIOD & PUBLIC COMMENTS
President Cerne asked if there were anyone wishing to speak for or against
the proposal. There were brief comments from those in attendance as tollows:
Mr. Vern McCarthy, Jr., 8 Brighton Lane, York Woods, felt the availability of
gas for the existing gas lights will not be diminishing as it now appears,
and the suggestage shortage of gas is invalid. An attempt should be made to
conserve the fixtures and make them vandal proof. He further suggested this
matter be tabled for a resurvey of the resi_dent-s and time to evaluate replacing
the existing fixtures .

Mr. Tyrell Eichler, 10 Hunt Club Lane, Oak Brook Estates, stated that on
Lots 1 to 10 there are only seven houses, and four of the seven neighbors
that he contacted were not in favor of extending the gas lights to this
area, and they did not request any street light installation.
Mr. John Zaruba, 65 Windsor Drive, York Woods, spoke against the style of
lights that appear to be very commercial and not in keeping with the character
of the area.
Mr. John Hanson, 45 Windsor Drive, York Woods, stated that the existing gas
lights were sufficient for illumination and style.
Mr. John P. Vlahos, 43 Bradford Lane, York Woods, questioned the light
installations in other subdivisions.
Mr. Richard F. Gallagher, 4 Bradford Lane, President of York Woods Homeowner's
Association, explained the survey made of the York Woods residents, and the
majority response was to proceed in bringing this matter to the Village
authorities. The cost of gas has been escallating, and this method would
eventually be a savings to the residents.
