July 27, 1982
The Regular Meeting of the Board of Trustees was called to order at 7:30 P.M. by
President Cerne in the Samuel E. Dean Board Room of the Village Commons.

DU PAGE WATER COKMISSION
Relative to the County Board of the County of DuPage's adoption of
Resolution No. F- 125 -82, to be submitted to the voters on November 2,
1982.

A. Westchester Park Resubdivision (West of York Road; North of Y,
Oak Brook Road):
To provide for the consolidation of all the contiguous properties
owned by the Village in this area, and offering the residents _of Lincoln
Road, Washington Street and Coolidge Street an opportunity to "consolidate
their properties by the filing of a combined plat for the entire area.

To authorize staff to engage the firm of Webster and Associates, Inc. to
prepare a Plat of Vacation and Subdivision in the amount of $2,450.00
and that the bidding requirement be waived as proposals had been solicited
for the professional services involved. `v

D. Heating, Ventilating, and Air Conditioning - Thermatrol
Discussed and tabled at the Regular Meeting of July 13, 1982.
Trustee Congreve moved - seconded by Trustee Philip ...
To,authorize staff to purchase the tools or equipment necessary to per-
form maintenance service on the Heating, Ventilating and Air Conditioning
systems at the six (6) municipal buildings - Village Commons, Fire
Stations 1 and 2, Library, Public Works, and Bath & Tennis.
Voice Vote: all present, in favor. So ordered.
E. Old Oak Brook Subdivision - Preliminary Plat
Presentation of proposed subdivision made by attorney for the petitioner,
Richard Ungaretti, and land planner, Robert Olson. Considerable dis-
cussion was held on the Spring Road versus Oak Brook Road as a point of
access and on the use of Salt Creek.

F. Open Space Zoning District - Zoning Ordinance Amendment
On July 19, 1982, the Plan Commission recommended the creation of a new
zoning district to encompass all open space, including the following
properties:
1) York Park (vicinity of Yorkshire Woods)
2) Sports Core (vicinity of York Road and Oak Brook Road)
3) Butler National Golf Club (vicinity of 22nd Street, York Road &
Jorie Boulevard)
4) Village owned properties in the Westchester Park Subdivision (vicinity
of Oak Brook Road & York Road)
5) Park District Central Park (vicinity of Jorie Boulevard & Forest Gate
Road)
6) Private property North of Park District Central Park (South side of
Kensington Road, between Jorie Boulevard & Route 83)
7) Private property - Lot 2 of Butler GHQ Subdivision (North side of
Oak Brook Road, between Spring Road & Salt Creek)
8) All DuPage County Forest Preserve and Forest Foundation properties
located South of Oak Brook Road.

To concur with the recommendation of the Plan Commission to create a new
Open Space Zoning District, with the exception that, 6) Private property
North of Park District Central Park, be deleted and to rezone the Village
Commons from the B -1 Zoning District to a Special Use and that the Village
Attorney prepare the necessary ordinances.

G. Report of Activities
Deferred to the next Regular Meeting of August 10, 1982.

A. Spring Road Pedestrian /Bicycle Path - Project No. 80 -1804

To authorize the advertising for bids for the construction of two and one -
half foot (2 1-2') wide asphalt shoulders on both sides of Spring Road be-
tween Adams Road and Fullersburg Forest Preserve entrance. Bids to be
received August 17, 1982 at 11:00 A.M..

B. 35th Street Reconstruction
So ordered.
Discussion held on the upgrading of 35th Street, between St. Stephen's
Green (Trinity Lakes Subdivision) and St. Paschal Drive (Route 83 Frontage
Road) and access to 35th Street, which is entirely within the Village
limits, from the proposed Oakmont Centre development in the Village of
Westmont.

To direct the Attorney to prepare an agreement regarding the access to the
Oakmont Centre development located in the Village of Westmont and the obli-
gation of Oakmont Venture for reconstruction of 35th Street.
