VILLAGE OF OAK BROOK APPROVED AS WRITTEN ON
SEPTEMBER 11, 2012.
CALL TO ORDER
The Special Meeting of the Village Board of Trustees was called to order by President
Gopal Lalmalani in the Samuel E. Dean Board Room of the Butler Government Center at
6:05 pm.
ROLL CALL
Village Clerk Charlotte Pruss called the roll with the following persons:
PRESENT: President Gopal Lalmalani, Trustee Stelios Aktipis, Trustee Michael Manzo,
Trustee Mark Moy, Trustee Gerald Wolin, and Trustee Asif Yusuf, Trustee
Elaine Zannis
ABSENT:
IN ATTENDANCE: Village Manager David Niemeyer, Assistant Village Manager Blaine
Wing, Village Attorney Peter Friedman
Trustee Aktipis inquired about changing the scope of the meeting. Village Attorney
Friedman explained the format of this agenda and stated that the Open Meetings Act
prohibits any action being taken in closed session and also any action being taken in open
session which is not on the agenda, specifically in relation to a discussion item. Trustee
Zannis suggested keeping as much as possible in open session. Trustee Manzo inquired
as to the purpose of the meeting and President Lalmalani stated that the agenda includes
talking to the investigators, making an assessment and hopefully coming to a consensus.
Discussion ensued regarding cost and scope of investigation.
3. ADJOURN TO CLOSED MEETING— FOR THE PURPOSE OF DISCUSSING (1) THE
APPOINTMENT, EMPLOYMENT, COMPENSATION, DISCIPLINE,
PERFORMANCE, OR DISMISSAL OF SPECIFIC EMPLOYEES AND LEGAL
COUNSEL OF THE PUBLIC BODY (2) LITIGATION MATTERS PURSUANT TO
SECTION 2C(1) AND 2C(11) OF THE ILLINOIS OPEN MEETINGS ACT,
RESPECTIVELY
(Interview of Investigators for the SLEP issue.)
Motion by Trustee Zannis, seconded by Trustee Wolin, to adjourn to closed meeting at
6:14 p.m.
ROLL CALL VOTE:
Ayes: 6 — Trustees Aktipis, Manzo, Moy, Wolin, Yusuf, Zannis
Nays: 0 — None
Abstain: 0 — None
Absent: 0 —None
Motion carried.

This meeting was adjourned and reconvened to Open Meeting at 10:14 p.m.
4. ADJOURNMENT
Motion by Trustee Aktipis, seconded by Trustee Zannis to adjourn the Special Meeting of
the Board of Trustees at 10:14 pm. VOICE VOTE: Motion carried.
