MINUTES OF REGULAR MEETING
August 25, 1981
I. CALL MEETING TO ORDER
The Regular Meeting 'of the Board of Trustees was called to order at 7:30 P.M. by
President Cerne in the Samuel E. Dean Board Room of the Village Commons.

II APPROVAL OF MINUTES
Trustee Philip moved - seconded by Trustee Congreve....
That the minutes of the Regular Meeting of July 28, 1981 be approved as
presented and waive reading of same.
Voice vote: all in favor.
So ordered.
Trustee Philip moved - seconded by Trustee Congreve....
That the minutes of the Regular Meeting of August 11, 1981 be approved as
presented and waive reading of same.
Voice vote: all in favor. So ordered.
"III. ORDINANCES, RESOLUTION, VARIATIONS, PLATS, ETC.
:A. RESOLUTION NO. R -309: FRANK B. MC CORMICK
President Cerne read in its entirety a proposed resolution commending Frank
B. McCormick for his service to the Village as a member of the Zoning Board
of Appeals from June 1978 to May 1981.

IV. FINANCIAL
A. Investments

To approve and ratify the following investment from the Corporate Fund:
One federally secured certificate in the amount of $100,000.00 to mature
at First Federal Savings and Loan on.February 9, 1982 at a rate of
17.25% (180 days).

Security
Proposed resolution is a standard formality for opening an account as an
additional security measure for collateral pledges related to investments.

-To adopt the Resolution between the Village and Harris Trust & Savings
Bank, Chicago, as amended by the Village Attorney, and authorize the
President and Clerk to affix their signatures thereon.

V. OLD BUSINESS
A. Bid Recommendation - Roof Top Condensor Unit - Fire Station #2
Four (4) Bids were received on August 13, 1981 for furnishing and installing
a roof top compressor for Fire Station #2 air conditioning system.
Trustee Imrie moved - seconded by Trustee Listecki....
To award the bid to Air Comfort Corporation in the amount of $9,250.00,
plus additional four year warranty on the compressors in the amount of
$220.00.

B. Bid Recommendation - 1981 Pedestrian /Bicycle Pathway
Four (4) Bids were received on August 18, 1981 for the 1981 Pedestrian/
Bicycle Pathway,Project Nos. 80 -1803 and 80 -1804: Oak Brook Road (Midwest
Road to Midwest Club) Midwest Road (Oak Brook Road to Midwest Club)
Oak Brook Road (York Road to Grant Street) Jorie Boulevard Asphalt (Oak
Brook Road to Public Works Building).
Trustee Congreve moved - seconded by Trustee Imrie....
To award the bid to Marconi -Band Paving Company, Inc., in the amount of
$299438.78.

C. Bid Recommendation - 1981 Drainage Improvements
Ten (10) Bids were received on August 19, 1981 for the 1981 Drainage Improvements;
_Project No. 81 -1304: 35th Street Ditch at 2525 35th Street - Low spot within
Windsor Drive /Bradford Lane intersection; Icing problem on Regent Drive near
Lot 351; Southbound Jorie Boulevard approximately three hundred feet North
of Forest Gate Road; Sports Core - Teal Lake outflow; Sports Core - Bath &
Tennis Lake outflow.

amount of $24,000.00.

D. Bid Recommendation - York Woods Street Lights Project
Eight (8) Bids were received on August 199 1981 for the York Woods Street
Lights, Project No. 80 -1704.
Trustee Congreve moved - seconded by Trustee Rush...'.
To award the contract to the lowest responsible bidder, Fulton Construction
Company, in the total amount of $45,000.60, conditioned upon the project
not proceeding until after September 219 1981, the expiration date of
the legal time allowance for objections to be filed on Special Assessments.
With the consent of Trustee Rush, Trustee Congreve withdrew the motion.

To allow the two lowest bidders to substitute bid bonds for their
certified or cashier's checks and that all other contractor's
certified or cashier's checks be returned.

E. Report of Activities
Finance &- Library
So ordered.
Trustee Rush reported: Computer Program installation is scheduled to be
operational in October.
Preliminary audit for F/Y ending April 30, 1981 is satisfactory.
Personnel
Trustee Listecki reported: Review of Fire Department reorganization continuing.
Public Safety
Trustee Imrie had no report.
Public Works & Traffic
Trustee Congreve reported: Pedestrian /Bicycle Pathway proposed for Spring Road
and York Road to be discussed with Fullersburg Area residents on August 26, 1981.
DuPage County Highway Plan for Year 2000 recommends widening Oak Brook Road
from 2 to 4 lanes between York Road and I -294.

To notify DuPage County Regional Planning Commission of the unchanging
position of the Village to maintain Oak Brook Road as a 2 lane Street,
and recommend additional signage, signaling, or striping be considered
for public safety.
