All trustees were present. 11 - READING OF MINUTES Trustee Rush moved - seconded by Trustee Hayes... 'chat the reading of the minutes of the regular meeting of July 24th, 1973 be suspended and that they be accepted as submitted. Voice vote - all in favor. So ordered. III ORDINANCES, RESOLUTIONS, VARIATIONS, PLATS, ETC. A. Oak Brook Hotel Co. (i[yatt House) - Parking Variation. Each trustee was provided with a copy of mirtutes of the August 7, 1973 meeting of the Oak Brook Zoning Board of Appeals recommending a variation for 49 parking spaces in the aide yard abutting Harger Road with the provision that it will not alter the character of the surrounding environment. A representative of Smith & Stevens, Architects, indicated a oerm and dense twelve month landscaping would be provided to screen the parking from the street. Bacause of a unique situation, this is a desireable solution and not intended to set a precedent. Trustee Rush moved - seconded by Trustee Brown... That the variation as pre -onted be approved and that the Village Attorney be authe l zed to prepare an ordinance with the requirement that the parking area parallel to Harger Road be berried and landscaped consistent with the existing landscaping, and that this be in addition to providing the required interior parking lot landscaping. Treasurer *s Report All trustees were furnished with a copy of Treasurer Van Dyke's report for the month of July showing "Cash on Deposit" of $215,796.03 at the end of the month in the Corporate Account:. Rach trustee was provided with a copy of letter from Engineer Dunkirk dated August 24, 1973 and a copy of the Tabulation of Bids reepived August 21, 1973. Mr. Dunkirk recommended the Board of Trustees award the contract for Adams Street paving From Spring Road to the village Limits to R. W. Dunteman Co., the low bidder for unit prices quoted, totaling, $79,3$4.05. Trustee Hayes moved - seconder by Trustee Congreve... That the recommendation for Adams Street paving with the village limits, as presented on base bid in the amount of $79,384605 be approved. Engineer Dunkirk further recommended that the Board authorize entering into agreement with Campus Teams for construction of such additional work included in Alternates "A«, "B" and "C" of the August 211? 1973 Bid Tabulation, as Campus Teams agrees to reimburse the Village for this work and authorization include all these items or any part thereof in the contract with R. President Howell presented a status report on the Hinsdale Sanitary District. At a meeting with Hinsdale Sanitary District on July 23, 1973, Oak Brook was notified that it will be provided with interim service to be completed in January, 1974, adding a 5,000 population equivalency. President Howell commended Hinsdale Sanitary District for this temporary expansion of their facilities. VII NEW BUSINESS A. Authorization to Bid - Fire Hose. Each trustee was provided with a copy of letter from Manager Carmignani, dated August 20, 3973, and a copy of specifications for Fire Hose to be purchased for the Fire Dept. Manager Carmignani recommended that the Village Board authorize adver- tising for bids for: 1,000 ft. of 3" hose coupled in 100, lengths; 700 ft. of 1' " hose coupled in 50* lengths; 450 ft. of 2�j" hose coupled in 50' lengths; not to exceed $5,000.00 with bids to be opened on September 18, 1973 at 10:00 a.m. in the village board room. It was requested that this be referred to the Zoning Board of Appeals for Public Hearing on September 4, 1973. C. Omitted Service Credit Resc lotion. R -146. Each trustee was provided with a copy of letter from Manager Carmignani dated August 21, 1973 for I.M.R.F, at a total cost of $120.00 for employee Dorothy Williams and requesting the village board adopt this Omitted Service Credit Resolution. Each trustee was provided with a copy of letter from Curtis, Marks, & Katz, Attorney at Law, dated August 1, 1973; a letter from the Hinsdale Sanitary District dated July 13, 1973; and a letter from Trustee Hayes, Chairman of the Public Works and Utilities Committee in regard to the request of Mutual Trust Life Ins. Co. for issuance of building permit at 1200 Jorie Blvd., waiving requirements for a sewer permit. Chairman Hayes recommended that the village board direct the attorney to prepare an Indemnity Agreement, and upon execution of that Indemnity Agreement that the Building Department be directed to issue a building permit. Each trustee was provided with a copy of letter from Brandywine Towne Houses Improvement Association dated July 31, 1973, and a copy of letter from Trustee - Hayes, Chairman of the Public Works and Utilities Committee in regard to the request for water connection for its maintenance building to be located at 16th and Ardmore. The Public Works Committee at its meeting on August 16, 1973 recommended that the village board direct the attorney to prepare an agreement to be executed by the Association and the village encompassing the conditions of the Committee. The following conditions are: 1) At the time of building permit, the Brandywine T -oWne House Improvement Assn. be requ-lred to pay 1.5 times connection fees in effect at that time. 2) That the Brandywine Towne House Improvement Assn. maintenance building be billed at a rate of 1.5 times the water rate in existence at the time of building. It was the Committee's recommendation that the village board authorize payment of $46,404.00 to the Klein Construction Co. based on Cert. #1. The Waiver of Lien from the subcontractors are to be filed with the village after approval of the payout estimate and prior to the payout estimate for Cert . 92. Timber - Trails Recommendation.' 1 ' Each Trustee was provided with a copy of Pian Commission minutes of August 20, .1973, recommending to the Zoning Board and the Tillage Board that Limber Trails be annexed to the Village of Oak Brook subject to and contingent upon a pre - annexation agreement provision for single - family zoning in the development.' After reviewing the proposals, Manager Cannignani recommended that the village board authorize staff to award the contract to the Trochelman- Ladewig Co. of Hillside, Ill . , low bidder, for the amount of $1,486.94 for a Co- tw- ercialon 2000 carpeting. Steinbaugh dated July 27, 1973, and a letter from Engineer Dunkirk dated August 24, 1973 recommending the village board approve the issuance of a well installation permit for the residence at 3510 Spring Road because extension of the public water supply lines at this time would impose a severe economic burden on the property owner.
