The Regular Meeting of the Board of Trustees was called to order by President
Bushy in the Samuel E. Dean Board Room of the Village Commons at 7:31
p.m. Pledge of Allegiance was given

President Bushy announced that the Samuel E. Dean Board Room is being
remodeled to accommodate the Tillage Attorney at the dais as counsel to the
President and Board. The audio and lighting system will be enhanced to
accommodate televising meetings for our local cable channel.
Joseph Fullan. 122 Timberview Drive. publicly apologized to the Village
Board of Trustees for his comments at their Board meeting of August 27, 1996
due to his misunderstanding of parliamentary procedures relating to the
Board's decision of the public question of a library for the November 5, 1996
voter referendum. He asked the Board to attend the September 19, 1996 public
forum at Butler School to discuss the pros and cons of constructing a new
library facility.
President Bushy indicated that David Gooder, representing the applicant for
Item 9.B., has requested this item be removed from the agenda until the
September 24, 1996 Village Board meeting. President Bushy asked if anyone

The ordinance grants:
1. A Special Use Permit for an 18 -hole golf course and club and
accessory uses thereto; and
2. A Special Use Permit for a clubhouse containing customary
facilities incidental to the operation of a golf course and club.
The grant of these Special Use Permits is subject to the conditions set
forth in Section 4 of the ordinance.

Bid packages were sent to four (4) companies. Three (3) sealed bids
were received on September 4, 1996 (Southside Ford Truck Sales
arrived late at the bid opening, and as such their bid was not
accepted). Funds in the amount of $112,000 have been budgeted in
the Equipment Replacement Fund (15 -9101) for the replacement of
two vehicles ($70,000 for Unit #503 and $427000 for Unit #502).
Staff has decided to replace Unit #504 instead of Unit #503 ( #504 is
in worse shape), and to forego the replacement of Unit #502 until
some future year. Therefore, adequate funds exist for this purchase.
Motion by Trustee S'avino, seconded by Trustee McInerney, to award
a contract, subject to staff review, to Patson, Inc., d/b /a Northwest
Ford Truck Center, Franklin Park, the lowest responsible bidder, for

Environmental onom & Ejagine-eriiag: Trustee Payovich - DuPage County
will be co- hosting a Household Hazardous Waste Collection event in Oak
Brook on Saturday and Sunday, September 21 and 22. The location will be at
the Waste Management Building off of Butterfield, just east of the Embassy
Suites Hotel. It is an opportunity for residents to properly dispose of hazardous
item:,. A direct mailing listing examples of acceptable materials and other
program specifics will be sent to all Oak Brook residents in the upcoming
week.
Updates from the Engineering Department include: Most restoration is
complete in the Infrastructure Paving Project (James D. Fiala Paving
Company, Inc.); piping is complete and grading of top swales and sodding is
being done in the Drainage Project (Martam Construction); and staff has been
meeting with County staff and McDonald's representatives for several months
to define and minimize impact during the street widening project of Jorie
Boulevard and York Road. Discussions include utilizing Sports Core property
for detention and compensatory storage as requested by DuPage County.
Fi_ na_n_cg/P arch sing and Information Services: Trustee Bartecki - Last night
the Village Board reviewed the 1997 -2001 edition of the Five -Year Financial
Plan. Preparation started on the 1997 Village budget during August with
individual departmental meetings scheduled to begin the week of September
233.
Preliminary network design meetings have taken place and negotiations for
major portions of the Base Level Implementation are continuing.
Director of Information Services Kapff stated our newly hired Information
Systems Specialist, Howard Chason, has been working for the last three weeks.
Group 1 and Minolta interviewed Village departments and are designing an
imaging system matching the Village's needs.

new book return has been installed in the circle in front of the Library. Library
circr-lation is up 7% year to date.
The Oak Brook Public Library Youth Services 1996 Fall Programs include:
"Lions and Tigers and Bears" on Tuesdays from 2:00 -2:30 p.m. from
September 17 through October 22 for toddlers and preschoolers; "There's No
Place Like Home" on Wednesdays from 4:00 -4:45 p.m. from September 18
through October 23 for kindergartners, first and second graders; and "I Don't
Think We're In Kansas" on Thursdays from 4:00 -4:45 p.m. from September 19
through October 24 for third. fourth and fifth graders. An Oak Brook library
card is necessary for registration which opened August 19 with limited space.
The Library has scheduled a College Funding Workshop for Thursday,
September 26 from 7:30 -8:30 p.m. in the Samuel E. Dean Board Room. This
workshop is offered free of charge to the community by Janet R. Orr, Account
Representative, Waddell & Reed Financial Services. Everyone is welcome and
should call the Library to register.
The Hotel Convention and Visitors Committee is considering a
marketing /public relations agenc) to assist in the development of a
comprehensive, long -range markeEing campaign beginning in 1997 for
improving overnight stays in Oak Brook. The hotels are considering a
synergistic aspect in Oak Brook with dining, shopping and additional benefits
for the Village.
Personnel & Public afety: Trustee Kenny - Patrol Officer Tamie Shuey was
recently commended for her actions on August 23, 1996 which resulted in the
arres* of two subjects for felony theft of stolen spare tires.
P lan ni,Ug & Zoning: Trustee Shumate - The Plan Commission will begin their
workshop review of the Comprehensive Plan and zoning Ordinance update
based on :he Lohan Study at their September 16, 1996 meeting.
The Zoning Board of Appeals began the public hearing for Montalbano's
Harger Road condominium proposal at their September 3, 1996 meeting. The
hearing was not concluded and was continued to resume at the October 1, 1996
meeting. The petitioner will be providing additional information based on the
questions and comments raised. The appeals pertaining to the Building
lnspec:or's determination of the Institute in Basic Life Principles' present land
use are both scheduled for hearing by the Zoning Board of Appeals at their
November 5. 1995 meeting. He requested the Village Attorney, Board of
Trustees and the two recommending bodies of the Village schedule a workshop
to discuss their responsibilities and legal issues.
Piablic Works & Cable Television: Trustee Savino - Village -wide, in -house
pavement striping is complete with the exception of Spring Road which
presently is being pavement patched. Once patching is completed; it is

anticipated that new center and edge lines will be placed during the week of
September 9.
Contracted parkway tree pruning by Davey Tree Experts is complete.
The long -term water meter replacement program has begun concentrating in
the Brandywine subdivision (south of Roosevelt, east/west of Ardmore
Avenue) where most of the meters are at a minimum of 10 -years old.
Continental Cablevision is in tl_e process of sending stickers with the new line-
up to all customers. Six new channels have been added by Continental
including Home and Garden, the Learning Channel, HBO 3, and Faith and
Values, among others. Two channels (Continuous Hits 4 and Showtime 2)
have been taken off of the system. There are no i ate adjustments associated
«it . these changes.
Trustee McInerney rioted the Ethnic Fest Committee is in the final stages of
preparation for the September 28, 1996 event. Thirty ethnic food and
merchandise vendors, 12 cultural exhibitors, and a continuous day of stage
entertainment with acts representing an additional 25 countries have been
scheduled. Articles with specifics are going to be released to our local papers
next week, and a mailing will be sent to all residents one week in advance of
the event.
VillageClerk: Clerk Gonnella - Received the election materials for candidates
seeking office as a Village Trustee. The election packets will be available
October 9, 1996 in the Village Clerk's office. A notice will appear in the local
newspapers for further details of the candidate procedures.
A critique of the Emergency Management Operation Thunderbolt exercise was
held this Monday. Staff discussed areas of improvement in disaster
preparedness.
Village President: President Bushy - Indicated the Golf Course revenues
improved for the Month of August with Cart fees of $3,6$4, Driving Range
fees of $6,517 and Lounge sales of $2.900 with a decline in Pro Shop sales of
$4,425.
As an update to the Midwest Road project, resident response cards totaled 557
Frith a total of 941 signatures supporting the Village's position of a widened
road, turnbay lanes and pathway. Copies of all the response cards may be
viewed at the Village Hall.

Motion by Trustee Shumate, seconded by Trustee Kenny, to direct the
Village Attorney to draft the necessary ordinance for action at the
Regular Meeting of September 24, 1996.
Trustee Shumate amended his motion, seconded by Trustee Kenny, to
direct the Village Attorney to dram the necessary ordinance for action
at the Regular Meeting of September 24, 1996 to delete the
amortization provisions and other miscellaneous text amendment
revisions and include Section V(A) - Control over Use - The proposed
amendment clarifies that if a permitted use is not listed then it is not
permitted; Combining multiple lots into a zoning lot - Section V(Q -
Building on Lot. A Notice of Encumbrance shall be recorded with the
Recorder of Deeds when lots are combined to establish a Zoning lot.
This will allow anyone buying parts of the property in the future to be
made aware that they may be buying property that has a problem with
respect to the Zoning Ordinance; Revise Section V(D) Lot Division.
This amendment clarifies the confusing existing text so that the
language is understandable and makes sense; and Revise Section
VI(A) - List of Districts. B4 Hotel Office to be listed as a separate
district from Institutional District. VOICE VOTE: Motion carried,
with Trustee Bartecki voting nay.
Trustee Bartecki voiced his opposition to the amortization, as he
recommends reviewing this every ten years.

The Plan Commission, by a vote of 6 to 0, recommended approval of
the Final Plat to include the following:
1. Approval of the water service agreement by the Board of Trustees;
2. Subdivision entrance signage along Meyers Road per DuPage
County standards;
3. Subject to final DuPage County approval; and
4. Subject to final Village of Oak Brook engineering approval.
This final plat approval request is for the property for which the
Village Board approved a preliminary plat in the Fall of 1995. The
property is the Illinois State Toll Highway Authority south oasis
property. Most of the property is unincorporated with one parcel in
the Village of Oak Brook. The portion of land in Oak Brook will not

be used for a home site, but will be part of the development's outlots
and provide roadway access to the rest of the subdivision.
This plat is before the Village for approval because it falls within the
Village's planning jurisdiction. The developer, Shannon &
Associates, has indicated there is no interest in requesting annexation
to Oak Brook. The Village's interest in the development of this
property is to insure that all necessary public infrastructure is
provided. The Village does not have zoning authority over this site.
The proposed development is for twenty -two single family homes
under a DuPage County R -3 Planned Unit Development. The lot
sizes are approximately equivalent to an Oak Brook R -4 zoning
district.
Under the County requirements, a full compliment of public
infrastructure is being provided with Oak Brook providing the water
service under an agreement between the developer and the Village.
Village Engineer Durfey has indicated that the plat is in order with the
exception of some minor details.
There has been no public comment in opposition to this proposed
subdivision.
Motion by Trustee McInerney, seconded by Trustee Bartecki, to table
the requested Final Plat of Subdivision to the Regular meeting of
September 24, 1996. VOICE VOTE: Motion carried.
The water service agreement that the Village Board instructed Village
Attorney Martens to prepare at the time the Board approved the
preliminary plat will be brought to the Village Board for approval
with the Final Plat Resolution.

Cost Plus, Inc. has made application to the Village for a Class B
liquor license. This facility will be located at 2155 West 22nd Street,
Suite 500 (in the ORIX -TMK Development). All documentation
requirements have been fulfilled. A background check was run on all
principals and none have any criminal history. The applicant
proposes to sell packaged alcoholic beverages as a part of its retail
sales establishment.

Two representatives, James '% "ebster, Attorney, and Karen Englert,
Manager, of Cost Plus, Inc. were acknowledged at the meeting.
Trustee McInerney inquired into the type of liquor sales and
packaging. Ms. Englert indicated the square footage of the store is
approximately 17.500 with 800 square feet allocated for the sale of
alcoholic and non - alcoholic beverages, soda and juices.
Trustee K.ennv asked :hat if the Board grants a liquor license, it be
limited to the presentation as given to the Village Board this evening.
Village Attorney Martins recommended that the Village Board may
license based on some portion of area not product. President Bushy
indicated that the Village limits their restaurants to a bar /ratite seating.
10% of the floor area would be approximately 1,700 square feet for
liquor sales.
Motion by Trustee McInerney, seconded by Trustee Kenny, to direct
the Village Attorney to draft the necessary documents to amend the
Village Code of Ordinances to create an additional Class B license.

D. LIBRARY RROJECTCQNCEPT DESIGN - CONITINUAILON OF LIBRARY PROJECT
P-RESENTATIM BY ARCHITECT: CONCEPT DESIGN
Jay Carow, Architect, Carow Architects Planners, presented to the
Village Board different schemes for a library located on the Sports
Core property. Their recommended glass walls are used at the
Woodridge Library which filters out ultraviolet rays only, allowing
40% of the light through. The first basic scheme had no overhang nor
solar screen. The air ducts would be located in the ceiling, and the
flooring would not be adaptable for computer cables. The cost of this
scheme is $111.3 1 per square foot.
The second variation of the basic scheme would include an overhang,
and the flooring would accommodate cables. The cost of this scheme
is $119.57 per square foot. The third basic scheme would allow
outside air to be circulated from the floor with wiring accessibility.
The overhang would be implemented without air ducts in the ceiling.
The cost of this scheme is $120.07 per square foot. The double
envelope scheme would not require an overhang, and blinds could be
inserted behind the outer glass with a second glass insertion. The
interior space of air between these two glasses will warm during the
winter and cool during warm weather. The warm air is then pumped
down into the floor and stored, heating the facility at night.

Glen Bealer, Mechanical Engineer for Carow Architects Planners,
commented that this neat recovery system allows 70% efficiency of
heat recovery and is excellent energy conservation. It could save 50
cents per square feet in heating and cooling annually at current energy
costs.
Trustee Shumate questioned the flat roof concept and voiced a
concern of snow, ice, leakage or maintenance. He questioned since
the blinds are motorized, could they be repaired in this country.
Trustee Kenny stated the fundamental question is the cost of the
proposed Library. This Board has to advise the residents, and it is the
Board's obligation to maintain the cost at $3.5 million.
Village Manager Veitch explained that items may be reduced in the
building costs, such as the square footage or the facade could be
modified.
Architect Carow suggested a Library is the heart of a community and
is a symbol of the value that people place in their lives.
President Bushy suggested studying the feasibility of a smaller facility
with the potential of expansion options. Would all the areas require
glass, such as the staff work area? Architect Carow commented that
storage and delivery areas could be made solid walls rather than glass.
Library Director Martin inquired if the recommended 14 -foot ceilings
could be lowered to 12 feet.
Trustee Bartecki recommended revisiting the dedicated space of
collection at 50 %. staff at 25 %, meeting room, open space and
security to determine where areas may be dow-nsized.
Trustee Shumate asked the Library Commission members to comment
on whether they prefer the Oak Brook Park District or Sports Core
site.
Lucia Sutton. President of the Oak Brook Lib.ary Association, The
Friends Group, recommended the Sports Core site due to the large
amount of open space. She noted the Park District property is well
developed, and the Sports Core property belongs to the residents. She
further recommended that the $3.5 million cost remain in developing
the plans. She commented that further enhancements of the Library
may be funded by our commercial residents.

Library Commission member, Barbara Benezra, explained that
residents are excited about the undulating design by Carow Architects
Planners. The Village needs to create an environment for our
residents to visit the Library.
President Bushy suggested that the Village Board give direction to the
architect to design a curvilinear facility within the cost parameters of
$3.5 million.
Trustee Savino recommended the Library Commission and Library

Roberta Petz, Chairman of the Library Commission, recommended
the cost remain at $3.5 million for the proposed Library.
Library Director Martin suggested adjustments could be made to
space allocations.
Joseph Fullan asked the Village Board to consider reducing the size of
the facility with a more attractive design that meets the cost figures
but that has the capability of expansion.
The Village Board concurred that Architect Jay Carow review with
stag and the Library Commission for development of a Library
facility at a cost of $3.5 million.
