Minutes - 09/11/1973 - Board of TrusteesVILIAGE OF OAK BROOK MINUTES OF September 11, 1973 I MEETING CALLED President Howell called for a motion to appoint Mrs. LaVerne Skale as village clerk pro tem in the absentee of Village Clerk Marianne Lakosil. Trustee Congreve moved - seconded by Trustee Brown... That 'lrs. LaVerne Ska le be appointed Village Clerk Pro Tem in the absence of Village Clerk Marianne Lakosil. Voice Vote - all in favor. So ordered. A Roll Call Th,i regular meeting was called to order at 8:00 P.M. by President Hoy -11. All trustees were present. II READING OF MINUTES Trustee Rueh moved - seconded by Trustee Hayes... That the reading of the minutes of the regular meeting of August 28th, 1973 be suspended and that they be accepted as presented. Voice Vote - all in favor. So ordered. IIi ORDINANCES, RESOLUTIONS, VARIATIONS, PLATS, ETC. A. Oak Brook Hotel Coo(HYatt Housel Parking Variation Ordinance S -28F Each trustee was provided with a copy of a proposed ordinance granting a variation to permit construction of 49 parking the side yard adjoining a street conditioned upon the area parallel to Harger Road being screened with year around landscaping of the same kind and character of the berm and land- scaping existing along Harger Road and meeting the other land- scaping requirements for parking areas under the ordinances of the village to the above named subject located at 1909 Spring Road, Oak brook, Illinois. Trustee Rush moved - seconded by Trustee Hayes... That the reading of Ordinance S -287 be waived and that said ordinance be passed and approved by the village board. Roll Call Vote: Ayes - Trustees Baschen, Brown, Congreve, Hayes, Rush, Swain and President Howell. Nayes - None So ordered. B. Amendment to Liquor License - Ordinance S -288 All trustees were provided with a copy of a proposed ordinance amending Ordinance S -7, the liquor-control ordinance of the village, to increase the number of allowable Class "A" licenses within the Village of Oak Brook to twenty (20) to accomodate the Butler National Golf Club. Trustee Hayes moved - seconded by Trustee Baschen... That Ordinance S -288 be passed and approved by the village board. Roll Call Vote: Ayes - Trustees Baschen, Brown, Congreve, Hayes, Rush, Swain and President Howell. Nayes - None So ordered. 2, TV FINANCIAL A. Treasurer's Report All the members of the village board were issued a copy of Treasurer Van Dyke's report for the month of August showing "Cash on Deposit" of $35,363.52 at the end of the month in the Corporate Account. (Funds deposited in U. S. Treasury Bills and Savings Accounts total $2,942,035.53). Trustee Congreve moved - seconded by Trustee Rush... That the treasurer's report for the month of August be approved as submitted. Voice Vote - all in favor. So ordered. B. Approval of Bills All trustees were furnished with a List•of Bills (XVII -4 -73) to be approved for the month of August; 1973. Trustee Baschen moved - seconded by Trustee Congreve... That the. bills submitted to the village board and posted in the amoi -nt of $224,554.55 be approved for payment. (Departmental $90,919.78, Payroll and Miscellaneous $133,635.07). Investme^tg Village Manager Carmignani requested board approval to invest $125,000 at the rate of 10.80% interest for 101 days with the Oak Brook Bank,-securities equal to that amount to be held by third -party bank (Continental, Chicago). Maturity date, December 11, 1973. Trustee Baschen moved - seconded by Trustee Brown... That the board approve investment of $125,000 at 10.88% for 101 days with the Oak Brook Bank, securities equal to that amount to be <he ld by the Continental Bank having a maturity date of December 11, 1973, Certificate of Deposit. Village Manager Carmignani requested board approval to invest $50.000 in re- purchase agreement for a period of 20 days at a rate of-8.6% with a maturity date of September L0, 1973 with the Oak Brook Bank. That the board approve investment of $50,000 in re- purchase agreement at the rate of 8.6% interest for a period of 20 days with the Oak Brook Bank having a maturity date of September 20. 1973. That the Annual Audit and Report for the fiscal year ended April 30, 1973 be approved by the village board and that the clerk be authorized to forward copies to the county and s -tate and publish same in the next issue of the DOINGS newspaper. That oa the Public Safety Committee recommendation that the village attorney be directed to prepare an ordinance which would establish a fee of $25.00 per response for false burglar alarms. Klein Construction Co. Payout #2 - Public Works Building Each trustee was furnished a copy of Payout #2 from the Klein Construction Co. for Public Works Building with accompanying Waivers of Lien. Trustee Baschen moved - seconded by Trustee Congreve... That the board authorize and approve payment of Payout #2 in the amount of $55,089.00 to the Klein Construction Co. for Public Works Building. Midwest Country Club Variation Fence Height Each trustee was furnished with a copy of the zoning board of appeals recommendation dated September 4, 1973. That the village board of trustees concur with the recommendation of the zoning board and approve the variation to erect a fence on the property line to be 60 "`LL height and that the village attorney be directed to draft an appropriate ordinance. Village Hall Design Each trustee was provided with a copy of letter dated September b, 1973 from John W. Baschen, Chairman, Finance, Corporate Planning & Public Properties Committee relative to Village Hall Design. Trustee Baschen reported that the Committee hoped to be back to the board at the next board meeting with final design drawings. D. Adams Road Improvements Copy of a letter dated September 6, 1973 was provided to all trustees from Fred Hayes, Chairman, Public Works & Utilities Committee relative to Adams Road Improvement. That the board approve and authorize Martin and Vasconcelles to file this Report with the state and review this Report with the DuPage Mayors and Managers Conference since we are applying for funds under the Federal Aid Urban Program instead of the TOPICS program. That Manager Caxmignani be directed to contact the State Highway Department stating that we do not feel that the Village of Oak Brook should be obliged to accept maintenance of the section of 22nd Street covered by the Federal Aid Urban Program after its ^ompletion. That the village board accept the proposal by Anderson Information & Management Systems to provide water billing service on a bi- monthly bash at a cost of $729.21 bi- monthly. Correction - Zoning Map Each trustee was provided with a copy of Manager Carmignani's letter of September 6, 1973 and copy of letter dated July 31, 1973 from Mrs. Lucy Lempke Hugon relative to a parcel of property known as Lot 2 in Morrison Subdivision which is located on Spring Road immediately southeast of Madison Street on the north side of Spring.
