All trustees were present. T i READING OF MINUTES Trustee O' Rri en moved -- seconded by Trustee Rush.., That the reading of the minutes of the regular meeting of August 22:nd , 1972 , be suspended and that they be accepted submitted Voice vote - all in favor. Sutton Variation Renuest So a Each trustee was provided with a copy of a letter from Ze Board Chairman Rhodes, dated September 7th, 1972, recomme that a side yard variation from 90 feet to 40 feet be gra to Mr, and Mrs. William R. Sutton of 321 Canterberry Lane as to allow the construction of a horse stable. Trustee Howell moved - seconded by Trustee Baschen... That this variation be granted as recommended by the ao board of appeals and that the village attorney be direc to prepare an appropriate ordinance for passege at the regular board meeting, Roll Call Vote: Ayes d Trustees Baschen, Congreve, Hayes O'Brien, Rush and President Dean. Nayes None So 0 B. Bartolomei's Subdivision Each trustee was provided with a copy of a proposed plat subdivision entitled "Bartolomeile Subdivision" located e of York Road on Canterberry Lane, and a copy of an excerp from the Oak Brook Plan Commission Minutes of August 21st 1972, recn ending aoproval of same. Trustee Rush moved seconded by Trustee Hay"... That the plat of "Bareolomei's Subdivision" be approved the village board and that the village treasurer and c1 be authorized to affix their signatures thereon. Chicago Bridge &moron Request for Variance from Chi ^,Agg Building ode, Each trustee was provided with a memorandum from )Manager Urhausen dated September 8, 1972. advising that Chicago Bridge g Iron Co. has requested relief from the requirements of the Chicago Building Code with respect to the constriction of a computer center, and rec ed that a comittee composed of Building Inspector Pearson, Fire Chief Ehle or Lt. Hinger, a consulting electrical engineer and a registered fire protection engineer be appointed to handle this request. Trustee Howell moved - seconded by Trustee Congreve... That the recommendation of the staff be accepted, that the board authorize the formation of this committee to discuss this ouestion, that they return to the board with their solution as to how this might beat be handled, and possibly recommend an ordinance amendment for future problems of this nature. Butterfield Fire Protection District Reimbursement Each trustee was provided with a copy of a memorandum from Clerk Fricek advising that the village has received reimbursements from Marshall Field & Company ($3.624.79), Sears, Roebuck and Co. 42,428..45), and Draper and Kramer ($10,207.54) to cover the contractual cost of fire protection services of the Butterfield Fire Protection District and requesti approval of an expenditure of $17,337.04 to be paid to said district. Trustee O'Brien moved - seconded by Trustee Howell... That the village hoard approve the expenditure of $17,337.04 to cover the contractual coat of fire protection services as per agreement dated April 26th, 1966. It is diversified enough for everyone's interests and each individual has the option of seeking his cwa level of involvement. PROGRESS OF PROGRAM: Training Files : UP -DATED 16 PENDING 7 Roll -Call Trains Films: Twenty Films Exhibited Roll -Call Training Films have been very successful, in that indicated atten- dance shows enthusiastic participation. Comments from various personnel endorse the films value and usefulness in adding to increased personal competence. The films shall continue on a rotating basis. Shootin& Program: 5 Firearms training sessions since February 1 Shotgun shoot 1 Session, April, cancelled because of Foster illness This program, under the direction of Patrolamn Foster, has been proving along well. The Camp Perry Bull's Eye Course will be dropped from the Department's training program, but interested shooters can, if they choose, shoot the Camp Perry Course in outside competition. There will be two shot gun training sessions a year. Comae Participation: 13 Officers attended college courses during the year. College participation during the past year by officers of the department has exceeded all expectations. There is no question that the village's incentive and recognition plan has done much to provide motivation and encouragement toward the success of this area of the training program. Recognition of the need for profes- sionalization of the servicemay also be cited as a strong motivator. Lt. Caren received his Associate Degree in Police Science last June. This brings the total number of department members possessing Associate Degrees to four. 4 Officers with Associate Degrees. Of our new patrolmen, one possesses a Bachelor Degree in Criminal Justice and another is only a few hours short of an Associate Degree in Police Science. At present three department members are working toward Bachelor Degrees in police related majors. Six department members are working for their Associate Degrees in Police Science. With continued participation and encouragement in the college program, Oak Brook can be assured of obtaining and maintaining the highest quality Police Personnel in the entire area. These courses v-ere, however, re- opened to suburban police departments last month and information disseminated on their total certificate program was obtained by our department. Response to these courses by department members has been satisfactory considering the short notice received. 6 Members currently enrolled 14 Courses being taken Monthly Meeting Training: - Because of the flexibility in this phase of the training program, training is not always conducted at every meeting, particularly when pressing department business is at issue. Lectures and demonstrations have been provided by Chief Sizemore regarding: Television Equipment Inhalator Usage Weapons Safety Ambulance Procedure Ambulance Equipment Usage Department Rroeedure and Policy Departmental Records Radio Procedure Other Miscellaneous Topics of Police Interest This area of training, because of its flesibie nature is being considered for further development and a more diversified curriculum. Police Library: Five new books added to library during period. The police library is being used by department members as references for various research projects, personal information, and college coarse supplementary readings. Literature Distribution: Newest editions of Illinois State Statutes Chapter 38 issued to all department "^ members. New Illinois Motor Vehicle Codes issued to all department members. Six copies of Illinois Uniform Complaint books placed throughout police station for quick reference. New Equipment: Sony Television Equipment This piece of equipment has great future potential as a training aid and will be utilized wherever and whenever possible. During the year the te;-,.vision equip- meat has primarily been used by the traffic division for critical traffic control research. Television was also utilized in a criminal case where a confession was obtained on video tape and used for showing new personnel. In viewing the overall training program it becomes evident that since its re-- establishment last October, it has been exceedingly successful. All proposed phases have been initiated in varying degrees. MISCELLANEOUS INSPECTIONS: Numerous inspections have been made to examine various street and drainage problems and work being done on ipproved permits. Numerous inspections were made in conjunction with Hinsdale Sanitary District Trunk Sewer job and Special Assessment jobs concerning restoration of streets. I® Inspections have been made of the new Fire Station. _MISCELLANEOUS: Annexation plats were prepared for 2 areas on Liberty Drive (Oak Brook Hills Road), and were recorded following annexation. Preliminary sketches were prepared for Public Works Building on the Village Hall site. Several meetings were attended with reference to Oak Brook Utility Company. I attended the Illinois Municipal league Public Works Committee meeting in Springfield. EPA and Division of Transportation problems were discussed. one item pointed out was a bill which would allow greatly increased load limits for certain construction trucks, and which would prevent local agencies from restrict- ing these loads.
