Minutes - 09/12/1976 - Board of Trusteesr° VILLAGE OF OAK BROOK MINUTES OF SEPTET0ER 12, 1976 I. CALL MEETING TO ORDER A. Roll Call The special meeting was called to order at 4:1S by President Howell. All trustees were present. II. PLEDGE of ALLEGIANCE Led by Village Clerk Lakosil III. INVOCATION Led by Reverend Arthur DeKruyter, Christ Church, Oak Brook IV. REMARKS BY FOUNDER Mr. Paul Butler presented a brief history of the acquisition of farmland along 22nd Street and along Oak Brook Road that developed into the commercial and residential areas in the formation of Oak Brook. V. RECOGNITION of SPECIAL GUESTS President Howell introduced the following: Former Trustees, John Baschen and Fred Hayes First Village Manager, James Urhausen Representatives of Holabird & Root Architects, Tom Welch and Carol Barney Contractor for Village Commons, Torn Pora Contractor for Village Library, Wayne Klein Project Manager, Roscoe Gortner Mayor of Downers Grove, Frank W. Houck State Senator, Pate Philip Representative, Elaine Libovitz Township Assessor, Lester Swailes Library Architect, H. James Hestrup Hinsdale Sanitary District President, John McElwain VI. RESOLUTION A. Resolution No. R -208 - Resolution of Appreciation President Howell read in its entirety a proposed resolution commending James Dana for his efforts in behalf of the Rotary International for the flag that was flown over the Capitol and presented to the village. Trustee Rush moved - seconded by Trustee Brown ... That Resolution No. R -208 as presented be approved. Resolution No. R -206 - Resolution of Dedication President Howell read in its entirety a proposed resolution dedicating the Samuel E. Dean Board Room as the seat of official business. Trustee Cerne moved - seconded by Trustee Rush... That Resolution No. R -206 as presented be approved. HISTORY of the VILLAGE Mrs. Audrey Muschler, President of the Oak Brook Historical Society, presented a brief history of Oak Brook from the Archaic Period, 8000 B.C. to the arrival of the early settlers in 1834. VIII. OAK BROOK TODAY President Howell presented a brief outline of the scope of activities within each trustees' responsibility and introduced the entire board and village manager, after which he highlighted the future of Oak Brook. Trustee Philip - Administration & Communication Trustee Glaves - Traffic Trustee Cerne - Finance & Capital Mrs. Lakosil - Village Clerk Mr. Carmignani - Village Manager Trustee Rush - Public Safety Trustee Brown - Zoning & Planning Trustee Congreve - Public Works IX. President Howell highlighted the future of Oak Brook, such as the acquisition of the Sports Core, Route 83 as a limited access highway, upgrading of the fire and police departments, an adequate water supply with ultimate availability of Lake Michigan water, financial plan consistantly updated with no municipal tax through 1980, and by 1990 the business population would stabilize and the residential population would reach 10,000 maximum.
