MINUTES OF THE SEPTEMBER 18, 2008 SPECIAL MEETING
OF THE PRESIDENT AND BOARD OF TRUSTEES OF THE
VILLAGE OF OAK BROOK APPROVED AS WRITTEN OR AS
AMENDED ON MARCH 24, 2009.
1. CALL TO ORDER
The Special Meeting of the Village Board of Trustees was called to order by President
Craig in the Samuel E. Dean Board Room of the Butler Government Center at 7:33 p.m.
2. ROLL CALL
Village Clerk Charlotte Pruss called the roll with the following persons
PRESENT: President John W. Craig, Trustees Jeffrey J. Kennedy, Kathryn F. Manofsky,
Robert G. Sanford and Gerald Wolin.
Trustee Carson was in attendance electronically.
ABSENT: Trustee Saiyed.
IN ATTENDANCE: David Niemeyer, Village Manager; Mark Sterk, Village Attorney;
Dale L. Durfey, Jr., Village Engineer; Darrell J. Langlois, Finance Director
and Michael J. Hullihan, Public Works Director.
3. TRANSFER OF A PORTION OF VILLAGE OF OAK BROOK WATER SYSTEM TO
OAKBROOK TERRACE
Manager Niemeyer reported that the Village had received a request from Oakbrook
Terrace to disconnect property which lies in Oakbrook Terrace but was connected to the
Village of Oak Brook', s water system. As a result of revitalization of a shopping center at
Roosevelt Road and Summit Avenue, Oakbrook Terrace would be building larger and
newer pipes to service this center. Village of Oak Brook ordinance requires that the
Village Board consider requests for the transfer of customers outside the Village to other
water utilities.
Motion by Trustee Manofsky, seconded by Trustee Kennedy, to approve a motion that the
transfer of a portion of the Oak Brook water system to the City of Oakbrook Terrace was
in the best interests of the Village of Oak Brook and that this transfer was hereby
approved. ROLL CALL VOTE:
Ayes: 5 - Trustees Carson, Kennedy, Manofsky, Sanford and Wolin.
Nays: 0 - None.
Absent: 1 - Trustee Saiyed. Motion carried.
4. ADJOURN TO CLOSED MEETING to consider purchase or lease of real property for
use of the public body, including meetings held for the purpose of discussion whether a
particular parcel should be acquired (20); the appointment, employment, compensation,

discipline, performance, or dismissal of specific employees of the public body or legal
counsel for the public body, including hearing testimony on a complaint lodged against an
employee of the public body or against legal counsel for the public body to determine its
validity (2c 1) and to consider litigation, when an action against, affecting or on behalf of
the Village has been filed and is pending before a court or administrative tribunal, or
when the public body finds that an action is probable or imminent (2c 11).
Motion by Trustee Manofsky, seconded by Trustee Kennedy, to adjourn to closed meeting
to consider purchase or lease of real property for use of the public body, including
meetings held for the purpose of discussion whether a particular parcel should be acquired
(2c5); the appointment, employment, compensation, discipline, performance, or dismissal
of specific employees of the public body or legal counsel for the public body, including
hearing testimony on a complaint lodged against an employee of the public body or
against legal counsel for the public body to determine its validity (2c l) and to consider
litigation, when an action against, affecting or on behalf of the Village has been filed and
is pending before a court or administrative tribunal, or when,the public body finds that an
action is probable or imminent (2cl1) at 7:36 p.m. ROLL CALL VOTE:
Ayes: 5 - Trustees Carson, Kennedy, Manofsky, Sanford and Wolin.
Nays: 0 - None.
Absent: 1 - Trustee Saiyed. Motion carried.
RECONVENE /ADJOURN SPECIAL MEETING
Motion by Trustee Manofsky, seconded by Trustee Kennedy, to adjourn the Special
Meeting of the Board of Trustees at 9:13 p.m. VOICE VOTE: Motion carried.
