Minutes - 09/27/1994 - Board of Trustees1. MEETING CAW The Public Hearing was called to order by President Bushy at 7:23 p.m. in the Samuel E. Dean Board Room of the Village Commons. The meeting was called pursuant to notice given by law, copy of which is attached. 2. ROLL CALL: 3. PUBLIC HEARING e CABLE TELEVISION BASIC SERVICE TIER „ RATE REGULATION: Assistant to the Village Manager Long outlined that the purpose of the public hearing was to provide an oppo tunity for any interested panes to have input into the cable television basic service tier rate regulation process. No one appeared to comment. Assistant to Village Manager Lang stated that pursuant to the new basic service tier benchmarking process established by the Federal Communications Commission (FCC) in the spring of this year, known as the Form 1200 process, Continental Cablovision has re lculated its charges for the basic service tier effective Jul►/ 14, 1994. The basic service tier consists of the local off -air channels and sass channels. 4. A. 19b§-99 FIVE -Y R FINANCIAL PLAN - PL6CE ON _FILE FOR PUBLIC REVI : Trustee Calzaretta asked to go on record that the Five -Year Sports Core Plan be accepted except for the Bath & Tennis operations for 1996 -1999. In addition, that the $50,000.00 pool deck repairs in 19959 and the $41,000.00 in other (unscheduled) capital outlay in 1995 be delayed until this operation is more clearly defined. He suggested the Bath & Tennis operation would lose $1,000,000.00 in operations from 1995 -1999. In addition, over $250,000.00 would be spent in capital expenditures from 1995 -1999. Monies to cover the losses would have to come from the golf course revenues. He noted the Trustees have a fiduciary responsibility in the utilization of Village revenue. Trustee Calzaretta offered a possible solution. He suggested the tennis program be separate from the [bath operations. Open the facility to the public on an hourly rate without any subsidization. Replace the present pool and open it to the residents with a seasonal pass. These revenues must pay for the direct operational costs of the pool. President Bushy reminded the Board that a Staff recommendation will be coming before the Board on the consultants for the Cultural/Recreational Facilities Study. This information could be included in the study, as any major facility change would be placed on a referendum for the Village residents. A i decline by $1,000,000.00 in 1995. It was explained that Utility Tax revenue has been placed directly in the Infrastructure Fund starting in 1 995. Trustee Bartecki requested that the Trustees review the document with the Finance Officer and Village Manager and continue discussion at the October 10, 1994 Committee-of-the-Whole meeting. President Bushy noted the Village of Oak Brook 1995 -1999 Five -Year Financial Plan draft is available for public view at the Library and Village Hall and available for purchase. Residents may contact Staff before the October 10, 1994 meeting with their comments. SIGNS IN PUBLIC RIGHT -OF -WAY: Village Attorney Martens explained that the Supreme Court states the Village has the right to prohibit all signs in the public right-of-way. Presently, the ordinance allows open house, directional "For Sale" signs within the public right-of-way under certain conditions.
