The regular board meeting was called to order at 8:00 P,M,
by President Dean. All trustees were present.

That the receding of the minutes of the regv ".ar meeting of
September 14th, 1971. be suspended and that they be accepted
as submitted.
Voice vote -- all in favor.

Acquisition of Lot 1 of Village Green Subdivision and Lot 1 of
Butler Company Spring Road u an t ....�,...... ..
President Dean briefly summarized tte, village's nesotiations.
with the Oak Brook Development Company and Butler Coiapany for
the. purpose of acquiring property adjacent to the present village
mail and fire station. He stated that the village purchased
Lot 1 of the Village Green Subdivision (2.2 acres) and tbgt the
Butler Company had deeded Lot 1 of Butter Company Spring Road
Subdivision Unit 1 (2.8 acres) as a gift to the village.
Mr. Paul Butler officially presented the Butler Company Spring
Road Subdivision Unit 1, Lot 1, deed to Trustee George Howell
who had been irstrumental in bringing this matter to consumation.
Robert Lempke - Resolution in MgMriam r k _ t a 5/
President Dean advised that Mr. Robert Lempke, who served as
a member of the Oak Brook Plan Commission since May of 19700
died on Sunday, September 26th, 1971. President Deate read a
resolution extettding the vill e's sincerest and deepest
sympathy to the family of Mr.Immpke.

Each trustee was provided with a proposed ordinance granting
a variation to permit the construction, maintenance and
operation of twenty -two (22) parking spaces instead of six (6)
spaces on Lot 15 in the Central Industrial Plaza Subdivision.

That Ordinance S -239 be passed and approved by the village

Each trustee was provided with a copy of a proposed ordiname,
amending Ordinance S -.218, to includes an additional forty -eovea
approved, insured depositaries as designated depositories of
funds for the Village of Oak Brook.

That Ordinance S -240 be passed and approved by the village
board.

VI ow BUSINESS
A. Mrs. Joanne L. Fritter - Oak Brook Librarian.
Manager Urbausen introduced Mrs. Joarme, L. Fritter to the
official family of Oak Brook as the village's first full -
time professional Librarian. He stated that Ins. Fritter's
selection and appointment climaxed nine months of negotiations
and discussions be-mmen the president and board of ..,rvstees
and representatives of the Oak Brook Library Association.
President Dean wale-wed Mrs. Fritter to her position in
Oak Brook,
B. Commission Commission Re- Appointment - Robert R Anon.

President Dean recoapnendad that Mr. Robert R. Anderson be
re-- appointed to the plan comisssion for another three -year
term ending May 24th, 1974.
Trustee Congreve moved seconded by Trustee Hayes...
That the re- appointment of Mr. Robert R. Anderson be
approved by the village board.
Voice vote - all i-LN- favor. So ordered.
C. Pedestrian Safer York and Windsor.
Trustee o o Brien read a nw- morandnm prepared by Manager Vrrhausen
dated September 23rd, 1971, which reflected the reccmeredatiom
of the Public Safety Committee after meeting on Saturday,
September 18th, 1971, and are as foLlows:
1. That Village Er gineer Dunkirk be directed to begin
necessary engineering and design for a pedestrian
and traffic actuated signal at the intersection of
York and Windsor Drive.
2. That Village Manager Ur'hanuen be directed to neseesble
and prepare necessary forma which will provide that
the installation of the signal Will be paid for out of
/28/71 the village's motor fuel tax aeceipta.

A, Prouoard Ordinance Amending 0.60 -_Off Street Leading[
Each trustee was provided with a covy of a memorandum from
Plan Comission Chairman David Swain dated September 22nd,
1971. reeGmending an amendment to the zoning ordimmce
regarding off street loaaing.
President Dean referred thus matter to the .zoning board of
appeals `or a vubl.ic hearing on November 2, 1971.
B. P4an Commission Recommendation - Traffic
Each trustee wras provided with a cony of a memorandum from
Flan Commission Chairman David Swain regarding a motion
unanimously endorsed by all seven members of the plan
commission regarding 22nd Street traffic problems. Manager
Urhausen advised that this matter would be referred to the
Public Safety and Public Works Committees of the village
board,
C. Fireman Robert Nielsen - Scholarship Award
Each trustee was provided with a copy of Manager Urhausen's
memorandum dated September 24th. 1971, and press release
dated Septmber 28th, 1971, advising that Oak Brook Firm
Robert D. Nielsen has been named as one of five national
recipients of the NSA Scholarship as confers by the
International Assoej,atio.: of Fire Chiefs.
Fire Chief Arthur Ehle introduced Fireman Nielsen and
congratulated him on his fine scholastic achievement. The
president and board of trustees also congratulated Mr. Nielsen
in this endeavor.
D. TraiftiAl Pit Article Chief Ehle --Fire Chief Magazine
Each trustee was provided with a memorandum from Manager
Urhausen dated September 24,, 1971, and a tear sheet from
the September issue of Dire Chief Magazine , shoving an
article entitled "Test and Training t. Arthur Ehle,
Fire Chief. Oak Brook Fire Department, Oak Brook, Illinois.
Chief Ehle,a article dealt with the test and training pit
facility constructed by th members of the Oak Brook Fire
Department under his direction in 1470.
E. Mrs, Frank J. Pawlowski Cul- de-sac Vacation for Block Pa
Each trustee was orovided with a letter from ice. Frank J.
Pawlowski of 36 Cambridgge Drive. renuesting perutenion to use
the cul- des -fac on Cambridge Drive on Sunday, October 3rd,
from 2 :00 P,Alt, until 5:00 P-M_ for a neighborhood block party.
The board unanimously agreed to permit th,2 closing of the
above mentioned cul -de -sac at the hours stated and authorized
the reauested activity in this area during the hours specified.

That Manager UrhAUaen be authorized to exoend an amount
not to exceed $250.00 for the further restoration of the
relice department ambulance.
