Purchasing Director Kapff recommended the Village waive the bidding process and purchase the Gateway PC systems due to the folloA ing: 1. A competitive selection process has already been conducted by PT1/ICMA. with the express purpose of relieving individual municipalities from having to competitively bid/RFP the purchase of PC systems; 2. The Gateway pricing is significantly better than pricing obtained through the PTI/ICMA RFP- negotiated Compaq price; and 3. The Village's research shows that Gateway systems include high - quality non - proprietary components which will be easier to maintain and upgrade in the long -term. Their price also includes 3 -years of on -site maintenance. Purchasing Director Kapff explained that State statute does not allow Village employees to bid on Village -owned equipment. Therefore, staff recommended offering the equipment to surrounding school districts. The Village Board concurred with their recommendation, and it will be placed on the Village Board agenda, at a later date, for their approval. Motion by Trustee Bartecki, seconded by Trustee McInerney, to waive further competitive pricing and bidding for reasons as stated in Director of Information Services/Purchasing, Kapff's memo dated October 4, 1996 and issue a Purchase Order t:, Gateway 2000, North Sioux City, South Dakota, for the purchase of 35 PC systems at a unit cost of $1,947 (total cost of $68,145). STATE OF ILLINOIS JOINT PURCHASE - OFFICE SUPPLIES: STATE OF ILLINOIS JOINT PURCHASE - 1 The Villagers existing contract with Oak Brook Office Supplies has OFFICE SUPPLIES recently expired (two -year contract created by Village bid). This contract gave the Village reduced prices on a core list of items, plus a 35% discount from catalog list price on all other items. The proposed replacement contract with Boise Cascade (one -year renewable contract created by State of Illinois bid) will also give the Village reduced prices on core items, but with an improved 52% discount from catalog list prices. Motion by Trustee Bartecki, seconded by Trustee McInerney, that additional bidding be waived, and authorize Staff to issue Standing Purchase Orders to Boise Cascade Office Products, Itasca, for the purchase of office supplies, based on bids received by the State of Illinois. If costs exceed $40,000, there are adequate funds in the capital account to cover the overrun. Motion by Trustee Savino, seconded by Trustee McInerney, to award a contract, subject to staff review, to Layne - Western, Aurora, the lowest responsible bidder. based on the unit prices as listed in Purchasing Director Kapff s memo dated October 3, 1996, for a total estimated cost of $49,206.20 ($31,124 if no repairs are required). President Bushy welcomed any of the Board of Trustees to view the pulling of the well. The DuPage Water Commission requires each municipality to r aintain a backup well. The Village Board, at its Regular meeting of April 23, 1996, approved participation in the State of Illinois' joint purchase of deicer salt. The low bidder is AKZO Nobel Salt at a cost of $26.76 per ton delivered (last year's price was $25.98). Under the joint purct..._e. the Village is obligated to purchase at least 70% (1,050 tons), and the vendor is obligated to sell the Village up to 130% (1,950 tons) at the bid unit price. The unit price for purchases exceeding 130% may exceed the bid price if approved by the State. Funds in the total amount of $44,000 are included in the Snow Removal Program (01 -3303) in the 1996 and proposed 1997 budgets for the 1996 -97 season. The subject property is a 12.91 acre parcel at the southwest corner of Meyers Road and I -88. It is outside both the `tillage limits and the Certificated Area of the former Oak Brook Utility Company. Motion by Trustee Payovich, seconded by Trustee McInerney, to approve a Water Service Agreement for The Sanctuary Subdivision and authorize the Village President and Clerk to affix their signatures thereon after title has passed to Harris Bank Hinsdale from the Illinois State Toll Highway Authority. Environmental Concerns & Engineering: Trustee Payovich - The Infrastructure Paving Project (James D. Fiala Paving Company, Inc.) is substantially complete, and the engineer is generating final quantities. The Drainage Project (Martam Construction) is substantially complet.;. DuPage County is still designing plans based on past meetings with Village staff and McDonald's representatives for the widening of 3 I st Street (Jorie- York). The utilization_ of Sports Core property for detention and compensatory storage is still contemplated. Staff has started the design of the 1997 Water Main Replacement Project which includes replacing water mains in the Yorkshire Woods Subdivision and along Kensington Drive between Kimberley Circle and Shelburne Drive. The draft budget is scheduled to be sent to the Board on November 8. The Purchasing Department is finalizing or in the bid process on the following projects: Well #6 pulling and inspection. Village Hall and Fire Station #2 carpeting. HVAC /electrical evaluation of the Village Hall, PC's and printers, office supplies, Golf Course chemical room, and Golf Course HVAC and insulation. Library and Hotel Convention & Visitors Committee: Trustee McInerney - On October 10 at 7:30 p.m. in the Samuel E. Dean Board Room. the Oak Brook AAUW and Oak Brook Library Association will present "A Library Forum ", an opportunity to learn about the evolving role of libraries today and how a new Library will affect the Village of Oak Brook. Additional renderings of the proposed Library will be available. The Hotel Committee is researching a public relations firm. and a video has been developed. erso el & Publip Saklt c Trustee Kenny - President Bush} reported that Lt. Mark Fleishman has been promoted to Captain. Mark is a 17 year veteran of the Fire Department. Firefighter/Paramedic Ted Vassios has been promoted to Lieutenant. Ted is a 16 year veteran of the Fire Department. Firefighter/Paramcdic Konrad Weis also was promoted to Lieutenant. Konrad is also a 17 year veteran of the Fire Department. These three promotions fill vacancies due to the retirements of Capt. Arthur Mager and Lt. Frank Pine. The week of October 6 -12 is National Fire Prevention Week. Fire Prevention Week is always tape Sunday through Saturday period during which falls the October 9th anniversary date of the great Chicago Fire. -- Test your detectors. Planning &Zoil: Trustee Shumate - The Zoning Board of Appeals has recommended approval of the Amato (51 Windsor Drive) Front Yard Setback Variation request. and this proposal will be before the Board of Trustees at their meeting of October 22. The Plan Commission and Zoning Board of Appeals have both recommended approval of the Wegner Wood Resubdivisions (3501 Adams) Preliminary and Final Plat with Flood Plain Special Use request, and this proposal also will be before the Board of Trustees at their meeting of October 22. The Zoning Board of Appeals has concluded the public hearing for Montalbano's Harger Road Condominium Proposal. and the recommendations of the Plan Commission and Zoning Board of Appeals will be on the Board of Trustee meeting agenda of October 22. Both bodies have recommended denial. Trustee Shumate recommended that the Plan Commission and Zoning Board of Appeals review the concept of multiple family housing for their planned workshop. Both the Plan Commission and Zoning Board of Appeals held hearings and made similar recommendations to the Village Board regarding the proposed project. Director of Code Enforcement Hawk is available to the Board of Trustees for any explanation of the proposed project. Public Works &. -Cable Trjoj.aion: Trustee Savino - The placement of asphalt along the pedestrian/bicycle pathway on the north side of 3 I st Street from York Road to Hunt Club and on the east side of York Road from 3 I st Street to Windsor Drive has been completed. This completes all pathway systems in Oak Brook. Thanks to the Village of Villa Park, the spreader box was again borrowed. Bicycle safe street inlet grates continue to be replaced in the York Woods neighborhood. Autumn leaf collection schedules were mailed out last week. For the long -term water meter replacement program, to date 150 meters have been installed. The vast majority of which have been in the Brandywine subdivision (south of Roosevelt, east/west of Ardmore Avenue). Village Clerk: Clerk Gonnella - In- person absentee voting will be available for our Village residents that reside within the corporate boundaries of Oak Brook beginning Monday, October 14, 1996. Ballots will be available at the Village Clerk's office from 8:30 a.m. to 4:30 p.m. Monday through Friday. In- person absentee voting will close on Friday, November 1, 1996 at 4:30 p.m. Village President: President Bushy - Extended thanks on behalf of the Board of Trustees to Bath and Tennis Club Manager Sartore and her staff for their tremendous efforts in coordinating the 1996 Ethnic Fest. An estimated 1,000 to 1,500 people attended the event. Rounds of golf are down 1,624 over last year due to the weather. Greens fees were up $27,123, cart fees up $1,444, driving range fees up $4,088, lounge sales off $4,109 and Pro Shop sales were up $7,451. Golfers are still playing as long as weather permits. President Bushy indicated that the DuPage Mayors and Managers Conference is addressing their concerns of the digital telephone companies installation of their towers in unincorporated areas of municipalities. These decals indicate children are located within a room. Staff will WINDOW DECALS verify if these are available to our residents. Trustee Shumate indicated an individual had contacted him regarding interest TENNIS DOME in the purchase of the Tennis Dome. He referred the individual to Village Manager Veitch and President Bushy. President Bushy explained that Bath and Tennis Club Manager Sartore is overseeing the sale of the Tennis Dome. Trustee Shumate requested the review of the DuPage Mayors and Manager's DU PAGE MAYORS lease. He recommended its review to determine whether it is in the best AND MANAGER'S interest of the Village to continue the lease or change it denoting this in the LEASE Five -Year Financial Plan. President Bushy explained that Village Manager Veitch has almost completed his report, as requested by Trustee Shumate, on this subject, and it will be presented to the Village Board for discussion.
