All trustees were pr¢sent. READING OF HINVrSS el. y, Trustee O'Brien moved U seconded by Trustee Baschen... That the reading of the minutes of the regular meeting of September 28th, 1971, be. suspended and that they be accepted r as submitted, Voice vote - all in favor. So ordered, III ORDINANCES , RESOLUTIOtM , VARIATIONS, PLATS, ETC, A, Appeal from Decision of Buildinsc ln!Mector - I.C. Harbour Each trustee was provided with copies of letters from Zoning Board C'hairaman Rhodea, dated October 7th, 1971, stating that this appeal had been denied by the zoning board and suggesting chat the zoning ordinance should be amended to require each ro property owner to provide off'street loading space which might be defined as "an open hard - surfaced area of land other than a street'or oublic way, the principal use of which to for the maneuvering, standing, parking. loading and unloading of trucks or similar vehicles in order to avoid all use of the public streets and alleys for ouch purposes." After discussion, the following motion was made. Trustee Howell moved - seconded by Trustee hush. . That the villa a administrative department suspend the issuance of building permits where the auestion of loading docks arises until the matter has been reviewed by the zoning board and the board of trustees acts upon their recommendation. (This public hearing has been scheduled for November 2nd before the zoning board.) Roll Call Vote: Ayes - Trustees Baschen, Congreve, Hayes, Howell, O'Brien, Rush and Pres,. Donneiley SijM Variation Request Each trustee was provided with a letter from Zoninngg Board Chairman Rhode$ dated October 7th, 1971, recoaaaameatdinng that the applicable provisions of the sign ordinance as it relates to the subject property; be varied to allow for a total of 480 aouare feet of sign area for both buildings. After discussion, the following motion was made - Trustee Rush moved - seconded by Trustee O'Brien... That the requested variation be denied, At this point, Mr., Alan Prince, representing R. R. It this cannot be accomplished, it will appear on the agenda of the elan commission at their regular meeting in November, on the December 7th tuning board agenda and on the December 14th board of ttvbteeb, agenda. We have witnessed an increase in car burglaries occur, at all our major hotels and in Oak Brook Center. The burglaries are all under investigation and measures are being taken to curtail these crimes as manpower will permit. Our ambulance has been completely rejuvenated, the total investment being approximately $700.00. A new piece of equipment comparable to ours would cost approximately $18,00O.-After 60 days of operating this equipment, a report will be made to the Board for their consid- eration pertaining to the number of calls covered, approximate cost of the operation, and proposed manpower requirements for full time continued operation. MISCELLANEOUS INS PECTIONS : Numerous inspections have been made to examine various street and drainage problems, and work being done on approved permits. Numerous inspections were made in con juction with Hinsdale Sanitary District Trunk Sewdr job, Regular inspections have been made of the new Fire Station. HISCELLANEOUS : Additional work was done on redrafting the Improvement Standards Ordinance. 1970 Asphalt Maintainance resurfacing was completed. A meeting of the advisory co=. ittee to the Ds its ion of Highways for the new Illinois Highway Traffic Manual was attended in Springfield and the new manual provisions tentatively approved, The new state manual will be released in Sections starting in late December or January with Pavement Marking let, signing 2nd, traffic signals 3rd and the remainder following. Y Conformance with the pavement marking provisions must be completed by December 31, 19720 the sign provisions by Dec. 31, 1975 and Traffic S'kgnale by Dec. 31s 2976. Pavement marking is being changed so that yellow is used exclusively whirs there is traffic from opposite directions and white being used only for lane separation for traffic moving in the saute direction. The sign provisions are being changed to require larger si %e signs for many uses and to provide for greatly increased use of pictorial signs such as are now in use in Canada and Europe. The traffic signal requirements are still not definite but primarily provide for greater use of arrows for turning movements, standardization of walk sign&, increased use of 12 inch diameter signal lenses and possible minor changes in signal installation warrants.
