I, MEETING CALL
A. Roll Call
The regular meeting was called to order at 8:00 P.M. by Trustee
Baschen. President Howell and Trustee Frederick Brown were absent.
All other trustees were present.
Trustee Congreve moved - seconded by Trustee Hayes
That Trustee Baschen be appointed President Pro Tem in the absence
of President Howell.
Voice vote - all in favor. So ordered.
II READING OF MINUTES
Trustee Rush moved - seconded by Trustee Congreve
That the reading of the minutes of the regular meeting of October 8,
1974 be suspended and that they be accepted as submitted.
Voice vote - all in favor.
So ordered.
III ORDINANCES, RESOLUTIONS, VARIATIONS, PLATS, ETC.
A. Affidavit - Timber Trails Census
Each trustee was provided with a tally and affadavit of the
Special Census of the Timber Trails area of the Village of Oak
Brook increasing the population by 430 inhabitants.
Trustee Hayes moved - seconded by Trustee Rush
That the affidavit of the Special Census as presented be approved
and that the Village President affix his signature thereon.
Roll call vote Ayes - Trustees Congreve, Hayes, Rush, Swain
and President Pro Tem Baschen.
Nayes - None
Absent - President Howell and Trustee Brown.
So ordered.
B. Ordinance - S -319 - Dr. R. Elliot Politser
Each trustee was provided with a copy of proposed ordinance
granting a variation for 26 Baybrook Lane, to permit construction
of a residence as per the plat of survey dated July 31, 1974 with
a rear yard of 45 feet instead of 60 feet.
Trustee Rush moved - seconded by Trustee Hayes
That Ordinance S -319 as presented be approved and that the reading
of said ordinance be waived.
Roll call vote Ayes - Trustees Congreve, Hayes, Rush and
President Pro Tem Baschen.
Nayes - Trustee Swain
Absent - President Howell and Trustee Brown.

C. Ordinance - S -320 Nick Batistich
Each trustee was provided with a copy of proposed ordinance granting
a variation to Lot 1, Robin Hood Ranch Subdivision to permit

west Niue yard of 15 feet, and a rear yard of 50 feet; per the site
plan dated Mav 30, 1974

D. Resolution 166 - L. A. Gravel 1 e _
President Pro Tem Baschen read in its entirety a proposed resolution
commending L. A. Gravelle for his service as a member of the Plan
Commission since May, 1968.
Trustee Congreve roved - seconded by Trustee Rush
That Resolution R -166 as presented be approved.
Voice vote - all in favor. So ordered.
IV FINANCIAL
A. No investments.
V OLD BUSINESS
A. Request for Well - Batistich
Each trustee was provided with a copy of a request for permission
to install a well to serve proposed residence for Nick Batistich,
1 Robinhood Ranch which is not presently within reach of the
Village water distribution system. Though there is a water main
owned by the Hinsdale Sanitary District, there is no water in the
system at this time.
Trustee Hayes moved
seconded by Trustee Congreve.
That the request for a well as presented be approved with the
stipulation that connection to the village water system be made
when it is available.

and President Pro Tem Baschen.
Nayes - None
Absent - President Howell and Trustee Brown.

B. Countv Road Report
Each trustee was provided with a copy of memo dated October 18, 1974
from Manager Carmignani relative to meeting between Du Page County
Highway Committee and respresentatives of Village of Oak Brook,
Manager Carmignani and Trustee Brown. The meeting was to request
cooperation from a public safety standpoint by reducing speed limits
and from a control standpoint by the transferring of responsibility
from the county to the village. Traffic surveys are to be made
to adjust the speed limits and results of the County Highway Study
and the Traffic Analysis Study being made by James J. Benes & Assoc.,
Inc. are to be reviewed and analyzed.

C. Report of Board of Trustees Committees
(1) Finance, Corporate Planning & Public Properties - Chairman Baschen
No report.
(2) Organization, Personnel & Salary Adm. Committee - Chairman
Congreve
No report.
(3) Public Safety Committee - Manager Carmignani
Traffic enforcement program has been established and
notification of strict enforcement of program will be given to
press.
(4) Public Works & Utilities Committee - Chairman Hayes
New lights installed on Swift Drive and York Road at the Graue
Mill bridge. Public Works Building is ready for occupancy.
(5) Traffic & Transportation Committee - Chairman Swain
The funding of 22nd Street improvement to be discussed.
(6) Zoning & Planning Committee - Chairman Rush
Hinsdale /Oak Brook water agreement. Tabled till next agenda
for full board action.
Meeting of Hinsdale /Oak Brook for November 6, 1974 relative to
Campus Teams to be rescheduled.
D. James Neal (Merry Lane ) - Flood Plain
Trustee Rush reviewed the request for a variation to permit
the construction of basement floors for proposed homes below
the minimum flood plain elevation (3 ft. above high -water
elevation) on Merry Lane, which was reviewed by the Zoning &
Planning Committee at their meeting of September 25, 1974.
Trustee Rush moved - seconded by Trustee Congreve.
That the request for a variation for Lots 1, 45 169 17 and 18 be
approved, excluding Lots 23 through 32, subject to the recommendations
of the village engineer, and that the village attorney
prepare the required ordinance.

A. Village of Oak Brook - Rules & Regulations
Each trustee was provided with a copy of proposed Village of Oak
Brook Personnel Rules and Regulations.

That the Personnel Rules and Regulations as presented be approved.

B. Appointment to Plan Commission - B. J. Noyes
Each trustee was provided with a copy of memo dated October 17,
1974 from Trustee Congreve recommending the appointment to the
Plan Commission of Mr. Baxter J. Noyes, 2700 York Road, to serve
the unexpired term of Mr. L. A. Gravelle which expires May 24, 1976
Trustee Congreve moved - seconded by Trustee Rush
That the appointment of Mr. Noyes as presented be approved.
