October 24, 1989
t MEETING CALL:
The Regular Meeting of the Board of Trustees was called to order by Village Clerk
Gonnella in the Samuel E. Bean Board Room of the Village Commons at 7 :55 P.M.
I. ROLL CALL:

II. APPOINTMENT OF TEMPORARY CHAIRPERSON:
Trustee Maher moved, seconded by Trustee Bartecki...
To appoint Trustee H. Richard Winters as Temporary Chairperson due to the
absence of President Cerne.

That the Minutes of the Regular Meeting of October 10, 1989 be approved as

Trustee Rush moved, seconded by Trustee Bushy...
To authorize payment of Payout #5 and Final to A. A. Electric Company
for modification of traffic signal installations and other related
work at the subject locations in the total amount of $11,848.65.

and Winters.

VI. OLD BUSINESS:
A. Water Service Re uest - 22nd Street Plaza (17W450 22nd Street
Oakbrook Terrace):
Tabled at the Regular Meeting of October 10, 1989 and Staff directed
to negotiace with applicant for a new rate schedule for requested
water service.
Trustee Rush moved, seconded by Trustee Bartecki...
To approve the request for water service to the subject property and
authorize the Village President and Clerk to execute the Agreement
with the applicant in accordance with current rates and charges.

Nays: Trustee Bushy.
Absent: President Cerne. So ordered.
B. Discussion of Recycling Proposals:
Direction given at the Regular Meeting of September 12, 1989.
Trustee Rush moved, seconded by Trustee Bushy...
To accept the three (3) proposals submitted from Rotes Disposal,
Clearing Disposal and Oak Brook Disposal to provide curbside recycling
services for their existing areas in the Village and to direct the
Village Attorney to draft an anti - scavenger ordinance.
The recycling items are aluminum, glass, newsprint and plastic milk
bottles. The cost per home is $2.25 per month paid by the homeowner.
The Village will supply the lids for one container per home at a cost
of $1.79. Refuse may not be put out 24 hours prior to or after pick
up.

and Winters.

C. Proposed Additional Usas at Oaks of Oak Brook (1600 46th Street):
Ordinance No. G -432 approved at the Regular Meeting of October 10,
1989 allows the Village Board to review and approve additional
permitted uses in the B -1 Zoning District.
Trustee Winters moved, seconded by Trustee Bushy...
To authorize additional permitted use in the B -1 District to include:
"Compact Disc store selling pre - recorded compact discs only."

To approve a Change Order to Renewed Performance, Inc., (R.P.I.) to
Fire Pumper #915 Refurbishing Bid in an additional amount of $1,015.00
and authorize the Village Manager to approve up to $2,500.00
additional costs., if needed.

To authorize the Police Department to solicit price quotes from
Detroit Armor Corporation and Caswell Equipment Company to furnish the
necessary components for a firearms training range and waive
competitive bidding due to the specialized nature of the equipment.
VOICE VOTE: All present, in favor. So ordered.
B. Referrals:
With no objections, Trustee Winters made the following referral:
JMB /UIDC - Parking A Setback Variations, Offsite Parking (Oak Brook
Center) -- Referred to Zoning Board of Appeals Meeting of November 7,
