A. iVMohiman. Roll call was taken. All trustees were present, except Messrs, %l. 4. Owen. Jr, and Edward OtBrien. 2. Reading of MWI-tes President Mohlman dispensed with the reading of the minutes of 0-,tuber 102 1961 meeting. 3. Ordinances and Resolutions .... York Cemetery - Ordinance for the removal of cemetery and its access road. President Mohlman stated that one of the purposes of this meeting was to cone alder adoption of an ordinance) for the removal of York Cemetery and its access road, and asked Mr. Julius Trefz to present evidence as to why the Board should consider the enactment oY such an ordinance. Mr. Trefz read a letter from Mrs Karl Kusreau, Jr. - President of York Cemetery Association, requesting the enactment of an ordinance by the Village of Oak Brook "abandoning York Cemetery, and vacat$np the cemetery and its plats$, and making provision for the removal of bodies buried in York Cemetery and reinterment in other cemeteries. It Attached to subject letter were. 1. Certified copy of Resolution adopted by themembers of York Cemetery Association on October 22, 1961s, 2. Certified copy of a Resolution adapted by the Trustees of 'York .4 -6.. " - 1 4) , W IF 1 too 3. Ordinancee and Resolutions a ca4tinued Z, (continued) Cemetery Association on October 24, 1961. Both Items 1 aad Z -were read in their entirety by Mr. Trefz for the benefit of all Board Members. Mr. Treft further read the proposed ordinance for the'removal of York Cemete-y and its access road,, indicating that It had been submitted to the Village of Oak Brook attorney, J. Bowere, and has his approval. Pages 2 and 3 of subject proposed ordinance referred to certain affidavits (listed below) -which were duly read by Mr. Tref7 for the benefit of all Board members. (S -,34) NOR Meno A letter of October Zl, 1961, from Van Der Molen Disposal Coop Inc. op which had accompanied the brochure presented to all Trustees prior to this meeting •• was read. Mr. Moh m-in read the report prepared by lair. G. R. Rossmanp relative to his recent study of ocavenging needs (copy attached 'hereto) and asked Mr. Rossman to elaborate on his conversation with Mx, Narrow of Draper & Krame r. Mr. Rossman advised that Mr. Narrow has received bids from scavengers other than the three licensees, and that his discussLon with Mr. I1arrow was largely along the line of the desirability of having snow removal included in the scavenging contract. Mie Narrow further indicated he was doing some independent negotiatLpg for that service exclusively,, At an early date, he would discuss this with the leaders of the shopping center. at which time no would determine if there is 1ny sound reason to ask the Village to consider other licensees. At this point, he could see no need for fury ther action by the Village. Mr. J. Ott, representing C. Grcot scavenging and Mr. Van Der Molen prevented reasons why they felt they should be given an opportunity to bid on the Shopping Center scavenging -• primarity on the basis of having very adequate equipment 04l- and incinerator services available. Mr. mot, ,particularly# fait that on anything we large as the Shopping Center, they should not bo excluded. Mr. Mohh,jan requested the various Trustees to present tlieir opinions. Mr. Dahmlow indicated he believed at the present it should be left to Draper & Kramer, and if at a future date dddittonal scavengers are requited - then bring the matter up for further discussion. He recognized that dumping might become quite a problem some day. Mr. Calhoun recommended getting opinions fYom different tenants in the Shopping Center. He stressed that adequate scavenging service should be available, so that the Village would Aot be burdened with the responsibility for colle^tion at aay time. Ordinance Regulating Dogs Running at Large Within the Village of Oak Brook. It was recognized that dogs running at large do present various problems. I46weve'r, as Mr. Rossman stated, an ordinance of this type might be'a Uttle prarnature for an area as rural as this still Is. Mr. Mohiman entertained a motion that tho Ordinance regulating dogs running at large within the Village 4rotts be adopted. Mr. Carley so moved, but the motion failed for want of a second." Report from Fire Department Committee Mr. Dahmlow gave a very complete' report on the progress which to being trade relative to 'hen transfer of the Fire Department from the Oak Brook Volunteer, Firemenvp A.&.-WL.iation to the Village of Oak Brook. New Business b Sixteenth Street , Mr. Carley alvised that nine families residing north of 16th Street, have neither ingress or egress due to all of 16th Street having been turn up at Qae3 time. He pointed out that they were suffering considerable inconveAUncej as well as expense in being late for work, as well as towing charges incurred because of mud in recent days. OArfen Village Clerk / r • f • q y v ' / i COMMITTEE REPORT ON SCAVENGING When we were approached by Mr. Lana and his attorney fez the purpose of asking ub to issue another scavenging permit so they could 3ubinit a bid to Sears Roebuck, we took the stand that we could see no nrse.esaity for it. Then Mr. Lenz raised, a question about the ability of our licensees to handle snow removal, implying that this would be expected as a part of the scavenging service. You, Mr. President, appointed me a committee of one to find out whether our licensees definitely feel they are capable, individually, of handing the shopping center scavenging job, including snow removal. Each of them assured me that his firm is capable of handling the scavenging work. This included the financial ability to immediately provide whatever additional equipment might be requt�*zd. In addition, each explained to me that snow removal is not a normal function of scavenging and that if such an unpredictable element were 'introduced as a part of a quotation on scavenging service, someone - either the customer or the scavenger - is sure to suffer financially. A phone conversation with Mr. Narrow of Draper & Kramer indicated he is well aware of that fact. It is my recommendation that snow removal no:. be recognized as a reason for justify- ing consideration of an additional permit. I have done some checking, beginning with Mr. Bliss, the Tribune, newsman who wrote the articles about,hoodluxn infiltration into the type of business we are ---- r �� P.� discussing and am convinced thereis none of that influence associated with our three licensees. As I see it, the Village has a responsibility to the resi.denta and the commercial establishments of Oak Brook to permit scavenging service by people capable of meeting *he challengf; and doing the job. I per.onally feel that we have met that responsibility. Certainly, we have all had enough collective c,xperience with the existing licensees to know this is true as fax as the ro�!sidential Hervice is concerned. Again, expressing my personal views, from my own experience with Healthway and from my conversations with Mr. Stave .ger of Elmhurst Trucking and Mr. llooe- ePrS of Countryside, I lire complete faith in the ability of any one of them to render very adequate and catiefactory service. On the other hand, I must admit I have no experience wratever with large scale scavenging work. In fact, it was a surprise to me to learn that the scavengers supply the containers for such operations. I don=t know for sure, but I doubt that any me.rber of this board is fully familiar with all the ramifications of scavenging service. Draper & Kramer have had experience with this problem. We believe our licensees can do the job, but as I have already stated, we are not experienced. I feel we should go one step further and ask Draper & Kramer to express their opinion as to whether these licensees are capable of handling it. If they have no sound reason to think these firms incapable, that should settle it. We have met our responsibility. r AT?Xci**T f�3 If, on the other hand, they have good reason to think our licensed scavengers are not capable of providing the quality of service they must have, our responsibility requires that wi give further careful consideration to the matter.
